Publications Meeting (MTWG 19) held in Kuala Lumpur on 20-22 April 2010. The meeting was officially opened by Dato' Yap Kin
Sian, Deputy Secretary General of the Ministry of Transport Malaysia (MOT) and was chaired by Encik Abdullah Yusuff

The meeting was attended by ASEAN member states; ASEAN Secretariat; representatives from the Ministry of Land,
Career Transport and Maritime Affairs of the Republic of Korea; the Ministry of Land, Infrastructure, Transport and Tourism
Sitemap of Japan; the Maritime Safety and Administration of China; the ASEAN Ports Association; the Federation of ASEAN
Shipowners' Association; the Economic Research Institute for ASEAN and East Asia; the International Maritime
Organization (IMO); and Japan International cooperation Agency. MIMA participated as a member of the Malaysian
WEBMAIL ACCESS delegation.

In his Keynote Speech, Dato' Yap underlined the crucial role of the maritime sector to the economic wellbeing of the
ASEAN region and the individual economies of its members. He emphasized the importance of MTWG in providing an
avenue to facilitate cooperation among ASEAN members and to enable them to speak in a unified voice in
international maritime for a. He also stressed on the need for ASEAN to use the ASEAN Maritime Consultation Group
effectively to meaningfully address emerging maritime issues, rules, guidelines and developments.

MTWG 19 heard updates from ASEAN Secretariat on relevant developments and follow-up actions from several
ASEAN-level transport meetings including the 28 th Senior Transport Officials Meeting held on 7-8 December 2009 in
Hanoi, the 15th ASEAN Transport Ministers Meeting held on 23-24 October 2009 in Cha-am Hua Hin, Thai
various meetings of the High-Level Task Force on ASEAN Connectivity. The ASEAN Secretariat also updated
delegates at MTWG 19 on the status and related developments of the ASEAN Economic Com
Blueprint/Scorecard 2009-2010 for ASEAN Transport Cooperation.

During the meeting, the ASEAN Secretariat also briefed the delegates on :

the progress of ASEAN Strategic Transport Plan 2011-2015,


the status of the signing of ASEAN Memorandum of Understanding on Cooperation Relating to Marine Casualty
and Marine Incident Investigation, and
the latest developments in the establishment of the Roadmap Towards an Integrated and Competitive Maritime
Transport in ASEAN.

Through MOT, Malaysia acts as the Lead Country Coordinator of three of the 19 measures introduced under Roadmap
Towards an Integrated and Competitive Maritime Transport in ASEAN aimed at promoting integration of maritime
transport in the region and enhancing its competitiveness. The Roadmap articulates a set of principles to develop a
shared vision for a common intra-regional shipping policy for ASEAN to support the development of a single regional
market. At the same time, the Roadmap acknowledges the different levels of maritime transport development
among ASEAN members and of their desire to maintain independence over certain aspects of maritime transport.

MTWG provides an excellent platform for maritime transport stakeholders in ASEAN to network and discuss matters of
common interest and mutual benefit.

The three measures led by Malaysia are as follows :

Measure 2 : Establishment of ASEAN Maritime Transport Consultation Group.


Measure 5 : Development of a database of maritime trade movements to and from within ASEAN, jo
undertaken with the Ministry of Land Transport and Maritime Affairs, Republic of Korea.
Measure 7 : Identifying required improvement areas in ASEAN network port performance and capacity based on,
among others, regular forecasts of maritime trade and requirements, undertaken together with Korea Maritime
University, Korea Maritime Institute and Kun II Engineering Corp, a Korean company.

MIMA is involved in Measure 5 by participating in a workshop held in Kuala Lumpur on 28-30 September 2009 and by
providing input and views on the construct of a region-wide maritime database. The workshop led to the
development of a web-based database system containing data such as cargo throughput, ship calls and
import/export data of ASEAN ports. The database - which was completed in December 2009 and was successfully
tested in April 2010 - meets the objectives of Measure 5, namely to provide an easily accessible, user friendly
database for the benefit of ASEAN members to promote greater maritime trade among them.

During the meeting, the governments of the member states of ASEAN and China, its dialogue partner in MTWG,
agreed on a final draft of a Memorandum of Understanding (MoU) on Maritime Consultation Mechanism between
them. The areas of cooperation spelled out in the MoU are port state control, marine environmental protection
against pollution, maritime transport security, aids to navigation, seafarers training and certification, and marine
casualties / incident investigation. This marks closer cooperation in the maritime sector between ASEAN and China
which enjoys strong trade and economic partnership with one another

In addition to the cooperation with China, ASEAN also agreed to engage in maritime transport cooperation with its
other dialogue partners in MTWG, namely Japan and Republic of Korea. The meeting also approved the inclusion
under the MoU for the IMO-ASEAN Follow Through Projects and the Drafting and Updating of Maritime Legislation to
Support the Adoption and Accession by ASEAN Member Countries to IMO Conventions regional workshops on marine
casualty investigation and application of the International Convention on the Control of Harmful Anti-Fouling Systems
on Ships, 200.

Other matters discussed at MTWG 19 include the status updates by ASEAN member states of the implementation of
the Long-Range Identification and Tracking System and the automatic Identification System for Ships; of activities
related to ASEAN Tourism-Maritime Transport; and of regular exchange of experiences in the maritime field between
member states.

The initiatives discussed at MTWG 19 underscore ASEAN's seriousness to boost its maritime transport capacity and

capability to enhance is competitiveness as a unified trading region. The slew of measures introduced aimed at
enhancing the performance of the region's merchant shipping, ports and maritime supply chain to handle bigger trade
volumes in a cost-competitive and efficient manner is an acknowledgment of ASEAN's awareness of the urgent need
for the region to project a unified front to generate and attract more trade and investments. ASEAN's bold ambition
to improve and integrate its maritime transport, as evidenced by those measures and cooperation with its dialogue
partners, is a strong statement of intent by the regional grouping to enhance its competitiveness in a more
liberalized, globalized and increasingly spirited and complex international trade environment.
