 bilaterals- combination of our government and other country's gov't (have a
cooperative agreement)
 multilateral- variable governments
▪ 2011- UN system diluted and marginalized, bilateral agencies still influential, but
priorities are now more shaped by the bilateral agencies than the system
 As there has been a push for global attention to improve health, we have had a
shift away from country's priorities and national system.

▪ founded because of perceived weakness of WHO
