OVERSEAS FURNISHINGS AND QUARTERS AVAILABILITY REPORT

1. Accompanied Personnel: Personnel reassigned to locations within USAFE, who


elect the accompanied-by-dependents tour, are authorized full JFTR weight allowance
except at Izmir, Turkey and Lajes, Azores. The availability of government family
quarters during member’s reporting month is extremely variable based upon the time of
year, number of dependants / required bedrooms and renovation projects in progress.
Therefore, this information is best obtained from the gaining base once PCS orders are
obtained. Point of contact listing for USAFE locations Air Force, Army and NAVY
Housing offices are provided at Attachment 1.

2. Unaccompanied Personnel: Information contained in this report pertains only to


single (without dependents) personnel. Unaccompanied (married but not accompanied
by dependents) personnel, regardless of grade, are considered space available and will
only be housed when excess quarters exist. Exception to this policy is at remote
(dependents not authorized) locations. At these locations, all members are categorized
as single for housing purposes. Single/unaccompanied personnel are authorized full
JFTR weight allowance whenever government quarters are not available for their grade.
No long term furniture support is available in USAFE’s Air Force locations, except at
Izmir, Turkey and at Lajes, Azores. Temporary loaner furniture can normally be
obtained for use until HHG shipment arrives. Please note that although government
quarters may be available at an installation, assignment is not mandatory unless
annotated by an asterisk. If a location does not appear on this listing, send request for
information to the gaining location.

3. Optional Quarters Availability:


a. In accordance with AFI 32-6005, para 5.1.3., members in grades E-4 with more
than 3 years in service and above grades cannot be involuntarily assigned to reside in
government quarters on USAF installations even if the installation reports quarters are
available. When hosting installation is not under Air Force control, assignment rules for
quarters may differentiate. For some categories / ranks are noted therefore with an “O”
for optional. Members in these categories must be given the option to choose to ship
full JFTR HHG entitlement. Exceptions to policy: Incirlik AB, Turkey, due to “force
protection” requirements and for Ankara AB and Istanbul, Turkey, government leased
facilities are provided to house personnel assigned.

b. Law provides a member without dependents who is a pay grade above E-6 may
always live off base (standards of UH does not matter). Newer law (USC 37, section
403 (b)), extends this to E-6 members (without dependents), who are assigned to
quarters that do not meet the minimum adequacy standards established by the
Department of Defense (DoD) for members in such pay grade. They may elect not to
occupy such quarters and instead receive basic allowance for housing to reside off
base; therefore, USAF members in grade E-6 assigned to US Army installations are
entitled to live off-post when quarters available do not meet minimum adequacy
standards set forth by DoD. Quarters’ availability for these circumstances is noted with
an “O” for optional.

4. General Overseas Furnishings/Appliances Support Conditions: For all USAFE


locations basic household appliances (220 Volt/50 Hertz) refrigerator, microwave, stove,
washer, dryers and transformers are provided for tour duration use by the local US
Furnishings Management Offices (FMO), (if not already provided by local landlord via
rental agreement) Note dishwashers are optional FMO items, not available at all
locations.
Domestic US appliances (110 Volt/60 Hertz) shall not be shipped to any USAFE
locations!
Due to lack of built in closets in most of the typical off-base houses in Europe, FMO
provides wardrobes for tour duration. For more details on tour duration support items

(1) Bruessels (Army) has 16 leased apartments available for unaccompanied junior
enlisted soldiers. No government housing for accompanied soldiers available.
O=OPTIONAL; Based on stated limited availability of bachelor quarters. There are
currently no Air Force personnel at Brussels and there have not been any assigned in
the recent past. E-5's and below would be required to reside in barrack space if there
was a unit available when they arrived.
(2) Chievres (Army) only a few barracks spaces available. O=OPTIONAL; Based on
stated limited availability of bachelor quarters. According to agreements with the Air
Force, no AF personnel are required to reside in government housing. They may
choose to reside in unaccompanied housing, but they cannot be forced to reside there.

(3) Paris has no DOD Housing. Housing support leases are provided by State
Department – Furnishings support for AF members is arranged via Kaiserslautern
(KMC) Germany.
(4) Ramstein/Kaiserslautern AF Community (KMC) includes the following sub locations
within the vicinity of Kaiserslautern/Ramstein, Bann, Einsiedlerhof, Eselsfuerth, Kapaun,
Kindsbach, Landstuhl, Ramstein, Vogelweh and Sembach. Sembach is currently
deactivated. AF personnel assigned to sub locations without dorm facilities are housed
at other dorms within KMC, therefore all locations are listed with the same status.
Ongoing dormitory construction projects in KMC have created a shortage of
unaccompanied personnel housing space. Unaccompanied E4 Airmen with less than 3-
years of service assigned to the KMC are authorized to reside off-base with allowances.
Note: Unaccompanied Army personnel assigned to KMC use Army Barracks at Kleber
Kaserne, Deanner Kaserne, Rhein Ordnance Barracks and Miesau Army Depot. No AF
personnel will be assigned to Army Barracks at KMC.
(5) Mainz-Kastel (Army) there are barracks spaces and family housing units in
Wiesbaden
(6) Larissa Greece, is operated by US NAVY and NATO. No US Government controlled
Quarters or dorms are available; all assigned personnel reside off base. Furnishings
support and referral service is provided by the NAVY.
(7) Papa Base, Hungary has no dorms and no Government controlled Housing. All
assigned personnel will be required to live off base receiving Housing referral services
and furnishings / appliances support from Aviano Italy. Papa Base, Hungary is full JFTR
weight area.
(8) NAS Keflavik was closed on 30 Sep 06. 85th Group was official inactivated on
28 June 2006. No US Mil members will be stationed to Keflavik, Iceland anymore.
(9) Ghedi (AF) based on base mission no (E-4 < 3Years of service) are stationed to
Ghedi. Therefore existing dorm facilities are diverted temporary to other usage and
counted as not available.
(10) Torrejon and Madrid Spain, and Lisbon (Monsanto) Portugal are under
consideration for NATO reorganization. Current assignments are reflected as (NO),
since no quarters are available, changes will be reflected in future reports if applicable
(11) Lajes, Azores has limited JFTR. Government Furnishings are provided both on
and off base.
(12) Los Llanos / Albacete, Spain No Government controlled quarters are available.
FMO support is limited to tour duration items (appliances) do to the remote location via
Moron A.B.
(13) Indicates a remote (dependents not authorized) location.
(14) By agreement leased housing is mandatory for all ranks.
(15) Incirlik onbase housing is mandated for force protection reasons.
(16) Izmir is authorized 25% or 2000 lbs as an exception to household goods weight
allowances. Government Quarters are not available at Izmir. Government furnishing are
full available to support weight limited tour. Tour length at Izmir was changed from a
36-month accompanied/24-month unaccompanied tour to a strictly 12-month dependent

restricted tour (unaccompanied). It is planned to change back to accompanied tour. An


applicable JFTR entitlement change back to full JFTR area will come forward when tour
type change is approved. All Key and essential personnel is mandated to reside in
Government leased quarters.
(17) Fairford is undergoing drawdown, blue suitors are out-processing w/o
replacement, no new assignments are expected. Dorm facilities will close as
they become empty.
(18) COMNAVACTUK (NAVY) Command was disestablished 30 Sep 2007. No service
members are being assigned to London anymore. Navy London included High
Wycombe and West Ruislip
(19) Air Force has taken over base operation responsibilities for Menwith Hill. NSA and
USAFE are still working on details of installation handover.
(20) Molesworth does not have quarters for unaccompanied personnel. Alconbury
provides quarters for these members with transportation provided by the transportation
squadron.
(21) Upwood is closed. In the past Alconbury provided quarters for unaccompanied
personnel with transportation, but since site is closed transportation squadron
terminated that service.
(22) Waterbeach has no Dorms, only three mil members are currently assigned/
authorized at this HQ USAFE attachment – lowest rank assigned is E-7.
