This letter serves a two-fold purpose. Firstly, it is to introduce you to the Coalition
For Change, Inc. (C4C). Secondly, it is to notify you of employee concerns involving the

Outreach Chair Opportunity Commission’s (EEOC) report 1 documenting the retaliatory workforce culture
of the BOP. While attending the Center for American Progress forum (March 2011) on

EEO Chair however, did not permit me to address the particulars of the EEOC report. Notably, the
EEOC conducted a program evaluation of the agency: “after determining that the Federal
Cecil Paris Bureau of Prisons (BOP) had an unusually large number of complaints alleging
PMP, B.S. retaliation during fiscal years 2003-2006” (EEOC, 2010, p. 6).

According to the EEOC, the perceived retaliation at BOP was higher than any
other federal agency. For example in FY 2005, complaints alleging retaliation at BOP

Rep. Davis. Page 2 culture of fear and reprisal. BOP is responsible for the custody and care of thousands of
federal offenders, which are disproportionally comprised of Black males. Clearly, if the
agency is unable to provide a fair and non-retaliatory climate for its workers; it follows
that the agency is unable to provide the proper climate for individuals housed in its penal
system.

features Representative Sheila Jackson Lee introduced in the Congressional Protections
Disclosure Act of 2011 (H.R. 226). Moreover, we ask that you support mandatory
discipline against public officials who are found guilty of violating the civil rights of
