Pilot program allows DHS students to go high-tech

Students now allowed to
take laptops and personal
computing devices to school.

The Dallas High School has
gone mobile – in terms of com-
puting, that is.
The school began its one-to-
one pilot program on Tuesday, al-
lowing students to take laptops
and other portable computing
devices to school. The program
is a test run for next year when
students will be allowed to take
their own computers to the high
school. Laptops will be provided
for those students who cannot
take their own in to school or for
those who do not have one of
their own.
Currently the district is
equipped with one laptop for ev-
ery two students, but next year
the program is going one-to-one
and the pilot program will be a
way for teachers, students and
administrators to better under-
stand its effects on the way mate-
rials are taught and how students
learn.

nology director, said the pro-
gram has been a long time com-
ing – about three years, to be ex-
act.
He said the district needed to
be able to fund the project before
it could get off its feet, including
getting a faster Internet connec-
tion, going wireless and prepar-
ing for cloud computing.
“With the budget cuts, this was
planned out of the technology
budget,” he said.
Cloud computing refers to uti-
lizing e-mail, data space, applica-
tions and other functions hosted
by another company via the In-
ternet. Cloud computing frees
computer space on personal de-
vices and saves money spent on
software that could perform the
same functions.
Gartrell estimates about 75
percent of high school students
plan to bring a computer from
home, which will keep his staff
very busy – he and a team of in-
terns and part-time staff will
need to register and equip each
computer with anti-virus soft-
ware, as well as answer calls to
solve tricky computer issues.
“This year, we’ve had 1,300
calls to our help desk,” he said.
“Last year, we only had 450.”
Google will host the Dallas
program and students can e-mail
teachers, retrieve homework and
save assignments on the system
accessed through a special web-
site.
“We’re not spending money on
software,” said Gartrell. “Google
apps is free to schools.”
Cloud computing will also
give more responsibility to stu-
dents in terms of saving work for
personal use – while Gartrell said
the server at Dallas is backed up
every night, students will still
need to use USB drives or other
ways to save their work in the
event a server goes down, or the
information is somehow lost.
“Google apps is designed for
short term use,” he said. “Stu-
dents’ accounts will be removed
after they graduate.”

Zoning issues related to natu-

ral gas drilling are a concern for
Dallas Township residents, and
supervisors have acknowledged
them – the board’s vote against a
publicly criticized proposed zon-
ing amendment Tuesday was
met with applause from resi-
dents.
The board did approve a reso-
lution declaring the current zon-
ing ordinance “invalid,” giving
the township 30 days to assess
the inadequacies in relation to
dealing with “natural gas explo-
ration, processing, production,
transmission, odorizing, meter-
ing, filtering, maintenance, com-
munication and other related ac-
tivities” proposed in the town-
ship.
The township would also have
180 days in which to provide a cu-
rative amendment to the defi-
ciencies, which is permitted un-
der section 609.2 of the state mu-

First-ever Miss Teen Pageant is winner

to songs on the radio.
The girls wore formal dresses –
LaNunziata’s was black satin
with sparkly décor while Palis-
sery’s was a nude, calf-length
number with a lace covering –
but both were barefoot.
Behind them, seven other girls
applied blush to their cheeks,
glanced nervously in mirrors and
fidgeted with the tulle and taffeta
on their own dresses.
The girls were prepping to step
onstage in style for the first-ever
Miss Luzerne County Outstand-
ing Teen 2011 competition, held
last month in the Dallas Middle
School auditorium.
Four girls from the Back Moun-
tain and five others from Luzerne
County competed in the event,
which awarded prizes to the over-
all winner and the first, second,
third and fourth runners up. The
contest also awarded scholar-
ships to an interview winner and
a talent winner.
The overall winner, Miss Lu-
zerne County Outstanding Teen
Rebecca Zaneski of Edwards-
ville, won, in addition to a $250
scholarship, a crown, a crown
box, flowers, a banner, the eve-
ning gown she wore, entrance
fees for the next competition lev-
el and beauty and hair care prod-
ucts.
For many of the girls, the pag-
eant was their first foray into on-
stage primp and pomp. LaNun-
ziata said she was once the
“queen of something,” but
couldn’t quite remember the de-

Supervisors agreed to seek
help in preventing future flood-
ing, announced an upcoming mu-
nicipal auction and showed off
awards received for involvement
in the Back Mountain Communi-
ty Partnership agreement.
A unanimous vote was passed
Monday morning to send a letter
to the Luzerne County engineer
for assistance in finding a perma-
nent solution to prevent flooding
from Hillside Creek in the area
just below the Farmers Inn on
Hillside Road.
Along with the region’s current
wet weather pattern, Jackson
Township has dealt with Hillside
Creek overflowing its banks
twice this year, on March 11 and
again on April 28. The water from
the swollen creek, generated
from overflow from Hillside
Dam, washed across the lower
section of Hillside Road, affect-
ing a handful of homes.
Supervisor Al Fox suggested

tions to prevent a recurrence. He
said perhaps debris could be
cleaned out of the streem, start-
ing at the dam and heading down
stream to the Kingston Township

The multi-municipal Emergen-
cy Management Agreement had
an opportunity to be called into
action due to the recent weather-
related emergencies.
The EMA partnership, adopt-
ed by Jackson Township in Febru-
ary, combines Jackson Township
emergency equipment resources
with Dallas Township, Dallas
Borough, Lehman Township,
Kingston Township and Franklin
Township.
Supervisor John Wilkes Jr. said
the agreement was invaluable as
assistance from neighboring mu-
nicipalities, along with help from
SCI-Dallas, helped “things go
smoothly.”

• Supervisors approved a Back
Mountain Community Partner-
ship resolution to hold a munici-
pal auction at 10 a.m. on June 11
at the Jackson Township munici-
pal building. Refreshments will
be sold by members of Boy Scout
Troop 146.
• Supervisors approved to
change the status of David Lu-
lewicz, a mechanic equipment
operator from part-time to full-
time as per the Road Department
Union Contract. Lulewicz has
worked with the Road Depart-
ment as a part-time employee for
the past seven years, Wilkes said.
• Supervisors authorized the
road master to hire temporary
seasonal recreation park attend-
ants at a rate of $7.25 per hour.
• Wilkes announced the Back
Mountain Community Partner-
ship had recently received
awards from the Wilkes-Barre
Chamber of Commerce, the
Pennsylvania State Townships

During Tuesday night’s meet-
ing, supervisors announced only
a handful of radio communica-
tion units may need to be re-
placed due to a Federal Commu-
nication Commission law re-
quirement.
Last month, supervisors dis-
cussed the need to determine
how many of their radio commu-
nication units could be repro-
grammed and how many may
need to be replaced.
Chairman Stanford Davis ex-
plained the FCC passed a law re-
quiring all radio systems to oper-
ate on narrow ban frequencies
versus the wide ban frequencies.
The narrow ban would create
Tuckerman, a two-way radio
dealer in Dickson City, and
learned that most of the town-
ship’s radio systems can be repro-
grammed to operate on the nar-
row ban.
The township owns nine mo-
bile units and three portable ra-
dio communication units. In or-
der to be in accordance with a
new FCC regulation, Davis esti-
mates four units will need to be
replaced by October 2011.

Don’t let Master Gas
take over our lives
Dear Editor:
When coal was King, mining
put boys to work, doing with-
out schooling, and accepting
injury or death for their mea-
ger wages. Mine owners made
lots of money and blessed the
communities with culm, water
pollution and subsidence that
is taking generations and lots
of taxpayer dollars to correct.
There was no dollar value
placed on the young lives im-
pacted.
Today the Marcellus gas “bo-
nanza” is promising mega dol-
lars for the natural gas beneath
our neighborhoods and farms.
It cares little about pollution of
wells, streams, rivers, so long
as it simplifies disposal of the
fracking fluids that come to
the surface when a well is com-
pleted. Gee, who does it hurt
when a well pad is planted in a
residential area? The gas com-
panies are making money and
that is number 1, isn’t it?
Furthermore, who cares if
there is a public school cam-
pus within shouting distance?
Why should the gas companies
feel any responsibility for the
safety of the 3,000 kids who
happen to be in those schools?
Nobody puts a value on those
lives – after all, they are just
kids – they don’t produce any
dollars, not even as much as
those breaker boys did. Do
those emergency responders
really need to know how to
evacuate those kids if the un-
thinkable were to happen?
That couldn’t happen, could
it?
And what is in it for the Dal-
las Township Zoning Board?

Only one of them has any con-
nection to the gas companies.
They can let the meetings drag
on until the community’s short
attention span wanes and peo-
ple don’t come to meetings
and make noise anymore.
What’s in it for us local
folks? Will we get the gas to
use for our heat, light, etc. at a
fair price? All the signs are
that the foreign companies
buying into these local drillers
will export our gas to take care
of their needs, not ours.
All of which makes me won-
der if we really are that stupid.
We saw and paid for all that
King Coal did for us, and now
we are sitting back and letting
Master Gas do it to us again.
Or are we? Will we get off our
duffs and go to the meetings
that will, in the end, decide the
future for this wonderful com-
munity? No one will speak for
us if we don’t speak for our-
selves. No one will speak for
our children and the world we
are making for them. It will
take many voices speaking to-
gether to make a difference.
There are not enough dol-
lars to pay for the loss of one
child to water or air pollution,
a fire or an explosion. Those
children are our future to be
protected and cherished. We
must find better answers. Let’s
have a moratorium until the
gas companies prove that gas
extraction can be done safely
without destroying the quality
of life we all enjoy in the Back
Mountain today. Let’s not be-
come the East Coast Texas.

Summer Camp from June 26-30.
Participants in the five-day,
four-night program will stay in
the Misericordia residence halls

Gartrell said certain behav-
iors are curtailed by banning
students from using computers,
and he likes that computer use
in the Dallas High School is seen
as a privilege that can be taken
away.
“Kids are allowed to use
games as an incentive to com-

He said students who enjoy
these activities will be less likely
to commit actions that will pre-
vent them from utilizing their
computers in the future.
“That’s why, in the beginning,

each student so they know

Students who lose computer
privileges could also get left be-
hind in class if a teacher is using
a computer to teach or present
material without physical
books. Gartrell said some text-
books also offer e-books to ac-
company the material, and oth-
ers allow a limited number of
scanned editions to circulate
within schools.
“The goal is to use less paper
and save money,” he said.
Yet, Gartrell also said some
teachers have never used com-

and worksheets,” said Gartrell.
“So many great teachers never
use technology.”

power – there will be fewer op-
