DEEC PROCEDURES

DEEC license is also termed as DES license. We will narrate the process and flow in
three simple steps for easy understanding.

STEP 1: Obtaining provisional DES license from JDGFT, Chennai:-

Various inputs are required to file the DES application, out of which, the vital documents
are furnished below:

1) Purchase orders of your import items


In case P.O is not available item of import, Quantity, Grade and value must be
prescribed precisely.

2) Your export contract

3) Digital Certificate & exim key

4) Drawings

5) Detailed technical write-up of the import and export products in which, we will
have to correlate the usage of import items in export product

6) All the other documents, which we may require is your IEC, PAN copy, CE
registered copy , RCMC with EEPC and some in-house documents.

7) In case, if we are going to offload the job to any vendor, that vendor particulars
should be furnished along with CE registration and a acceptance letter from the
vendor.

8) Charted Engineer certificate

9) Upon filing of the application, shall take 6/7 working days to obtain the
provisional DES license.
STEP 2 : ALC (Advance Licensing Committee) Ratification of DES license at DGFT,
Delhi:

1) Upon receiving the DES license, we shall proceed for Customs clearance work of
import consignments with mother bond along with other statutory documents and
Bank Guarantee (wherever necessary)

2) Meanwhile, JDGFT, Chennai will forward the application file to DGFT, Delhi
and a panel of experts will scrutinize our file in their monthly committee
meeting. At this point of time, they shall raise any query relating to our contract
or utilization of imported items, etc., Also, they may instruct us to provide all the
supporting documents including final approved drawings, BRC, etc.,

3) Upon their conclusion, our provisional DES license will be finalized.

Step 3: Fulfillment of Export Obligation

1) After completing the export consignments with the use of DEEC declaration
we will have to submit the following documents to obtain Export Obligation
Discharge Certificate (EODC)

A) Export Shipping bill copies with invoice & pkg list


B) Original DEEC declarations
C) Bank realization certificate in JDGFT format
D) C.E.certified utilization / wastage statement

After filing the above documents, JDGFT officials will scrutinize the
utilization & wastage limits. Before issuing the EODC depending on the
wastage / unutilized import material they will instruct us to pay the applicable
duties. Upon payment of the advised duty with interest, we shall obtain EODC
certificate.
