1. Introduction

1.1 Background Considerations

S ri Lanka’s Apparel Industry, dynamic and forward moving with over 30 years
experience has been at the forefront of industrial excellence and countries top revenue
earner. Proposed Thulhiriya textile city is a giant step initiated by MAS Holdings to uplift the
industry further more. The concepts they are going to implement in this project shows the
level of maturity of Sri Lankan apparel industry achieved over past few decades.
Thulhiriya which is 65 km away from Colombo, the commercial capital of Sri Lanka is a fast
developing city in Kegalle district. Thulhiriya will be developed to operate as a dedicated
fabric and apparel industrial zone under this project.

MAS Holding is one of the world leading
provider of deign –to- delivery solution to the international apparel trade and specializes in
intimate apparel, sports wear and leisure wear. The company has 17 plants in eight countries
and 35000 employees. Customers of the MAS group include major international brands such
as Victoria’s secret, Triumph, Marks and Spencer, GAP, Speedo and Nike. His needs and
concepts wish to implement are listed below.

1.3 Client’s brief


1.3.1 The concept-Garments without guilt
The garment without guilt initiative focuses on ethnic manufacture and sustainable
development assuring the industries commitment to ethical working conditions, free of child
labour, free of forced labour, free of discrimination and free of sweatshop practices.

1.3.2 Area to be developed


Approximately 65 acres out of 165 acres needs to be developed under phase 1 development.
The design team will have to identify the most viable area for phase 1 development.

1.3.3 Buildings to be constructed


The buildings to be constructed need to be proposed under following two categories.
(I) Buildings which are directly related to textile manufacturing and carrier guidance.
(II) Buildings which are essential to get Leeds certification

1.3.4 Landscape design


The buildings selected above should be arranged in most effective manner which ensures the
followings.
(a) Interconnectivity
(b) Accessibility
(c) Sustainable development

1.3.5 Accommodation of concepts of sustainable development to the entire project


Under this following features and concepts should be promoted.
(a) Orientation of the buildings
(b) Environmental friendly construction materials and concepts
(c) Rainwater harvesting systems
(d) Roof top gardens
(e) Alternative source of energy

1.3.6 Value addition


Value addition measures such as manufacturing of knitted fabrics, weaven fabrics and
accessories such as buttons and elastics within the city itself should be addressed.
