Preface

At the SAARC Summit 1989, the Heads of the States and Governments decided to
establisha program for exchangeof scholarsthrough institution of SAARC Scholarships,
crossfertilizationof ideasthroughgreater
andChairsto promoteincreasing
Fellowships
interactionamong academics,scholarsand studentsin the SAARC countries.

In obedienceto this declsion. Senior Officials from the SAARC countries in a meeting
held in February 1987, recommendedthat the Chairs, Fellowships and Scholarships
should be instituted in each member country for organizing teaching, research and
seminars.It was furthelr'recommendedthat each Member would prepare a brochure
accordingto standardforfnat with a view to provide relevant information to the applicants
for facilitating preliminaqyselectionof scholarsat the receiving end.

In pursuanceof the saidirecommendationsa "Brochure for SAARC Chairs, Fellowships


and ScholarshipsScheme" had been published by the University Grants Commission of
Bangladesh. This brocllure included relevant information on relevant faculties &
departmentswhere Chair$, Fellowships and Scholarshipsare being offered and obtainable
form the universitiesof Baneladeshin 1989.

As the schemedid not *orJ*"ff since its inceptionin 1987,a workshop on operationand
related issues of the scheme held at Katmandu on 22-23 October 2002 for revising
modalities on conceptual framework, organizationalmanagementand coordination and
financing of the scheme.The recommendationswere then again reviewed by the second
meeting of Technical cofnmittee on human ResourcesDevelopmentheld in Colombo on
7-8 November 2002.

In the First Meeting of the Heads of University Grants Commissionsor Equivalent


Bodies,held on ll-12 Optober2003 in Dhaka,the schemewas revisedaccordingto the
recommendationsof TC HRD, which havebeenreflectedin this new brochure.

It is hoped that the brochure will be helpful to the scholars who intend to avail the
opportunitiesfor researchunder the scheme.For funher improvement and modifications
suggestionsand advice are welcome from all concerned,as the aim of the brochure is to
make if meaninefuland informative.

Objectives

The objectivesof the SAARC Chair, Fellowshipand Scholarshipare :

(D To promote regiorlal unity, solidarity,peaceand a common understandingamongst


people of the re$ion through exchange and sharing of knowledge, skills and
technology.

statesby meetingjtheneedsof socialand economicgrowththroughenhancement

(iii) To inspire and enablescholarsto further their capabilitiesto achievepersonal


fulfillment and tq contributeto the benefit of the SAARC region throughthe
generation andapfllicationof newknowledge.

TERMS& CONDITIONSF'ORSAARCCHAIR,FELLOWSHIPAND
SCHOLARSHIPPROGRAMSTENABLEIN BANGLADESH

L SAARCChair:

A SAARC Chair will be instituted in the universities of Bangladesh for a reputed


university teacher of SAARC countries other than Bangladesh. The holder of the Chair will
help the host institution in organizing academic pursuits like teaching' research and
seminarsetc.

Thepositionis intendedto allowthe individualto makesignificantstridesin his/her


field of researchand therebycontributingto his/hercareerprogression. For the scholars
this will representan opportunityto enhancetheir knowledgeand reputation.For the
institutionand the host country,there will be direct benefits in terms of teaching,
supervisionandpublication,and interactionwith local researchstudents,consultants and
others,
(i) Duration:
The Chair will be for a period of 6 (six) months

(ii) Eligibility:
Should have outstanding proven scholarship and reputation and should
be a full time professor or equivalent in the university or research
instituteshaving not lessthan fifteen yearsprofessionalexperience.

(iii) Age limits :


Preferencewill be given to the middle aged scholars.Personsabove
65 yearswill not be considered.

(iv) Facilities:
(a) Maintenanceallowance shall not be below the scale enjoyed by the
host country at same level. Rather, the allowance shall be (i) 20
percentabovethe scalein host country or (ii) scholar's own institute,
then whichever is higher.
(b) A grant of Taka 5,000.00for books and stationery.
(c) A grant for expensesof internal travel within Bangladeshup to Taka
10,000.00
(d) House rent of Taka 20,000.00per month.

(v) Other conditions :


(a) The scholarwill normally be expectedto residein Bangladesh
during the period of tenure.
(b) Air ticket should be providedby the sendingGovernment.
(c) Final selection and placement in university will be made by the
UGC of Bangladesh.

II. SAARCFellowships:

4 (Four) fellowships will be awardedfrom the SAARC countriesother


than Bangladesh.Fellowshipswill be provided for researchin the universitiesof
Bangladesh.

Fellows will be mainly engaged in research works, but will also be


expected to maintain a reasonableteaching load. The position of Fellow is
intended to provide the individual both with university-level teaching
experience,and with the opportunity to develop their researchand publication
portfolio. The host institutions will be benehted directly from teaching and
researchundertaken-whetherthis is self-directedor undertakenas a research
assistantto a senior academic.

(i) Duration:
The fellowship will be for a period of 6(six) months.

(ii) Eligibility:
A candidate should hold a doctoral degree (or other acceptable
postgraduate qualification). He/she should have standard research
publications to his/her credit and should have evidence of independent
research works and sufficient teaching experience. He/she should have
at least three years experienceas a staff member of a university or
similar institution in his own country.

(iii) Age limits :


The candidateshould preferablybe middle aged,personsbeyond 65 years
of age will not be considered.

(iv) Facilities:
(a) Maintenance allowance should be at pat with the salary and
allowances of Reader/AssociateProfessor in the scholar's own
university or host university,whichever is higher.
(b) A grant of Taka 4,000.00for books and stationery.
(c) A grant for internal travel within BangladeshTaka 8,000.00'
(d) Houserent of Taka 15,000.00month.

(v) Other conditions:


(a) The fellow will be full-time researchworker in the field selectedby
him/her and approved by the host institution.
(b) The fellow shall not accept any appointments paid or unpaid or
otherwise receive any emoluments, salary, stipend etc. from any
other sourceduring the fellowship period.
(c) Air ticket shouldbe providedby the sendingGovernment/Institute.
(d) Final selection and placement in university will be made by the UGC
of Bangladesh.

m. SAARCScholarships:
will be awardedfor graduateanddoctoralresearchwork in
Total 10 (Ten) Scholarships
of Bangladesh.

The individual will havethe opportunityto studyfor a higher degreein a specializedarea


in an institutionwith a high reputationin his or her particularfield of interest.Thereare two
directbenefitsto the institutionor hostcountrl, firstly, the supervisorunderwhom the studentis
doinghis Ph. D. program,will benefitfrom assistance in researchandpublication,secondly'the
institutionwill havea high-qualitystudentwho is likely to succeedin hislherstudies,enhancing
the academicreputationof the institutionofferingthe program'

(i) Duration:
The scholarshipsmay be for the normal tenure of the course for which the
scholarshipis awarded.

(ii) Eligibility:
A scholar preferably with a first class oI high second class
Bachelor'sl\4aster'sdegree,intending to pursue higher studies leading to a
Master's/Ph. D. degree.For member countries,which do not have facilities
at undergraduate level, a candidate with first division in higher secondary
level or equivalentwill be eligible for a courseat undergraduatelevel.

(iii) Age limits :


Candidateshould preferablybe below 25 yearsof age.

(iv) Facilities :
(a) Maintenanceallowanceof Taka 15,000.00per month.
(b) A grant of Taka 3,000.00for books and stationery.
(c) A grant for internal travel within Bangladeshup to Taka 2,500.00 per
year
(d) House rent Taka 4,000.00per month.

(v) Other conditions :


(a) The scholar will be a full-time student and research worker under an
approved guide on a subject selectedby him and approvedby the host
institution.
(b) The scholarshall not acceptany appointment,elsewherepaid or unpaid.
(c) The scholar shall present,through his supervisor,half-yearly report on
the progressof work.
(d) Air ticket shouldbe providedby the sendingGovernment.
(e) Final selectionand placementin university will be made decidedby the
UGC of Baneladesh.
