1.0 SCOPE

This document covers the procedures for surface preparation, coating applications
and inspection of mechanical piping and steel. All procedures are followed
according to PROJECT SPECIFICATION –946619-ES-201

2.0 Painting System

2.1 Paint System shall be applied in accordance with manufacturer’s

specifications and the following: apply single coat of the primer at 8-10
mills DFT, allow to proper cure. Once cured, clean surface with a soap and
water wash, followed by a fresh water rinse and allow to dry. Lightly
abrade surface using abrasive paper, cloth, or 3M Scotch pad. Solvent wipe
just prior to top color application with acetone to remove fine dust, or other
surface contaminants. Per spec 946619-ES-201 section 9.2.8

2.2 Thickness requirements shall be met with each coat and total thickness
shall not be “made-up” in any one coat.

2.3 All application equipment shall be as recommended by the coating

manufacturer, shall be clean and in good condition, and shall be suitable for
applying the coating as specified.

2.4 Coatings shall be applied w ithin the environmental conditions shown

in the coating manufacturer’s data sheets.

2.5 No Coating shall be applied when any of the following conditions are
present:
• When the ambient or surface temperatures are above or
below the manufacturer’s recommended temperature
limits.
• The ambient or substrate temperature is less than 5°F
(3°C) above the dew point temperature or the steel subtract
is expected to fall below the dew point four hours after
application of the coating.

3.0 Application Of Prime Coating

3.1 Temperature and humidity are recorded dew point is calculated, no
painting will be permitted if dew point is below 5 degrees above ambient
temperature. All painting is preformed indoors, heated during winter months.
3.2 All prime painting is performed within 4 hours of blasting.
3
3.3 Surfaces to be coated shall be clean, dust –free, and dry before
application of any coating and shall meet applicable hand, power tool or abrasive
blasting surface preparation requirements before painting.
3.4 Material is inspected for DFT and recorded

4.0 Application Of Finish Coating

4.1 Temperature and humidity are recorded dew point is calculated, no

painting will be permitted if dew point is below 5 degrees above ambient
temperature. All painting is preformed indoors, heated during winter months
4.2 All Coating shall be Allowed to dry for at least the minimum time
recommended by the paint manufacture, considering temperature and
humidity, before applying succeeding coats.
4.3.1 Additional surface preparation shall include, but not limited to, hand
sanding, pressure washing, and mist coat application, degreasing or
reblasting.
4.3.2 The DFT of each coat shall be checked in accordance with the
procedures defined by SSPCPA2 using a magnetic gage that has been
properly calibrated.
4.3.3 Coating shall be applied according to the paint manufactures data
sheets.

5.0 Inspection Procedures

5.1 Surfaces that are to be coated will be free of deleterious items that
would be detrimental to paint adhesion. Acceptance criteria to be per steel
structures painting council (SSPC) for degree and manufactures
instructions.
5.2 Application of initial coating to be applied after moisture content of
surface is within coating manufactures limitations and environmental
ranges are acceptable.
5.3 Coatings to be applied with suitable brushes, rollers and/ or spray
equipment as recommended by the manufacturer and compliance with
SSPC-PA1.
5.4 Dry time to comply with paint manufactures recommendations.
5.5 Finish coats shall be smooth and free of runs, drops, ridges, and other
unacceptable items.
5.6 Dry film thickness to be measured for each successive coat with a
calibrated dry film thickness gauge per SSPC-PA2.
5.7 Proper spray equipment will be used including nozzle size, pressure
gauges and regulators.
5.8 Finish coats shall overlap items to assure coating bridges on all items
5.9 All coatings shall be free of defects such as runs, sags, pinholes, voids,
blisters, wrinkles, mud cracking and bubbles.
5.10 All areas found to contain runs, over spray, pinholes, sags and/or
other signs of improper application shall be repaired in accordance with
the manufacturer’s recommendations at the fabricator’s expense
5.11 Contractor shall maintain the area to prevent contamination of
coatings.

4
5.12 Verify and document on inspection report that all labels on
containers to include:
5.12.1 Manufactures Name
5.12.2 Type of Paint
5.12.3 Manufacturers stock number
5.12.4 Color
5.12.5 Reducing Instructions
5.12.6 Shelf life
13. All surface preparation and application items will be documented on the
Appendix D Shop Painting Log (see attachment)

6.0 Touch-up Procedure

6.1 All areas to be coated shall be clean of all containments that would affect
the integrity of the coating system.

6.2 Areas shall be cleaned be appropriate detergent and/or solvent cleaning.

6.3 Prior to application of any coat, all defects and damage to the previous
coat(s) shall be repaired by power tools and cleaned as necessary. Damage to
finished work shall be thoroughly cleaned and recoated.

6.4 All loose, cracked, and damaged coating shall be removed and the adjacent
sound coating feathered back approximately 2 inches (50 mm) to form a
uniform and smooth surface.

6.5 Feathering shall be done by hand or power sanding with a grit wheel or
sandpaper.

6.6 Fabricated loose Pipe spools with more than 1 sq/ft. Of touch-up in one area
will be sprayed in a designated area removed from fabrication areas.
Assembled spools with less than 1sqft. Of touch-up in one area I.E. a weld will
be painted VIA brush on the assembled skid.

6.7 Brushing shall be done so that a smooth coat with uniform thickness is
obtained. When applying coatings with a brush, multiple coats may be required
to achieve the specified millage.

6.8 Dust with bench brush or airline, apply primer- by brush or spray, inspect
DFT, clean primer by sanding and washing, apply finish coat brush or spray,
inspect DFT.

5
6.9 Paint system shall be Carboline Thermaline 450 Primer (8-10 mills),
Carboline Carbothane 134HB Top Coat (3-5 mills) Color shall be Federal
Code 24373 (Green)

7.0 SURFACE PREPARATION TOUCH-UP PREPARATION

7.1 Surface shall be cleaned VIA power tools as necessary to restore and exposed
steel to its original degree of cleanliness. The degree of cleanliness shall be verified be
comparison to SSPC-VIS1. The cleanliness shall be recorded on the Coating Inspection
Form.
