FOREIGN ASSISTANCE PLEDGED

1. (U) 121 countries and 13 international organizations '


have offered assistance. Kuwaiti officials reiterated the
GOK's pledge of $500 million, $100 million in cash, and
$400 million in fuel. However, the Kuwaiti parliament
will' not reconvene until October and must approve the
donation. Trinidad and Tobago has pledged $2 million to
private charities. (Task Force)

agency had made request. WHA Action officer checked matrix; GOV offer of generators was registered 9/13,
listed as FEMA vetting pending. I informed Embassy duty offer to sit on this request; nothing could be done
until FEMA accepted or declined the Venezuelan offer. Duty officer thought GOV was playing with us by

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a lisl of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted. but I don't want to hold you up. J will send it

OFFERS OF FOREIGN ASSISTANCE
• Several foreign governments and private entities have offered assistance to the reliefeffort. The
Japanese government offered tents, blankets, and generators, Russia offered aircraft and boats, and
Germany offered high speed pumps. Venezuela and Honduras have also offered assistance. Private
entities in Germany offered communications equipment. A French fire brigade and two French
NGOs have offered assistance as well. According to the Federal Emergency Management Agency
(FEMA), there are currently no unmet needs and they are not seeking foreign assistance at this time.
CMS continues to record foreign assistance offers and forward them to FEMA. (CMS - FEMA

INQUIRIES FROM FOREIGN MISSIONS


* State has fielded inquiries from 32 foreign missions regarding the status of their nationals in the
disaster-affected areas: We are working with FEMA and the American Red Cross (ARC) to address
these inquiries, but those organizations cannot predict when sufficient information will be available
to provide answers. State officials,joined by DRS, FEMA and ARC, briefed 113 members of the:

* . Spanish Member ofParliament Lourdes Munoz and her family have taken refuge at the New
Orleans Convention Center and, according to the Spanish Embassy, are without food, water, or

• The Russian Embassy reports high-level interest in the fate of thirty Russians stranded in a hotel in
New Orleans. State has reported their location to U.S. Coast Guard representatives handling rescue
operations.
• Two Jordanians, the son of a senator and the son of a former Prime Minister, have been relocated to -

september 15 to recover key papers from their facilities.

KEY PENDING OFFERS


(SBD) Pakistan has offered more than 50 tons of tents,
tarps, blankets, pillows, etc. for which FEMA has no
identified need. However, the Pakistani government has
already purchased the goods. The Task Force is querying
FEMA about possible partial acceptance of the Pakistani

UPDATE ON REVIEW PROCESS

(U) FEMA, USAID/OFDA and TF Coordinator will hold a


conference call September 12 to update status of
acceptance of in-kind offers. The last review waS
September 9. So far, 23 offers have b~en designated for
immediate acceptance with 17 processed; 21 offers are
under review; and 25 could not be matched with needs and

American people, for your compassionate response in the
aftermath of Hurricane Katrina. We deeply appreciate your

generous offer of assistance to help us respond to the


tragedy and alleviate suffering.

-- The USG has received an outpouring of support from


many nations and international organizations. On behalf
of the United States Government and all Americans, I want
to express heartfelt gratitude for your expressions of
concern.

-- We appreciate your patience as we have examined the


damage caused by Hurricane Katrina and made thorough
assessments of our needs for materials and equipment to
,respond and recover from the disaster.

-- We have determined that, for the moment, we will be


able to meet the recovery and reconstruction challenges
with domestic resources. Consequently, we do not believe
we will need the drinking water, skilled labor for
reconstruction efforts, and military and firemen personnel

our long-term reconstruction plans might require

Marcos - a cable should go out shortly (maybe this afternoon) telling everyone that we
will no longer be able to accept supplies or personnel. Money, however, will still be
gratefully accepted. Once this cable goes out I think it will clearly mean that we'd have
to turn down this offer of coffee beans. The other problem I see is how the USG would
turn this coffee into money -- it's not something the government does. If the Hondurans
are willing to sell the coffee and donate the proceeds, this would work fine~

Marcos, There is no official GOH offer to donate water that is registered on matrix. The
only official offer registered is a general offer made 8/29 with nothing specific. Your
Embassy contact says only that he's contacted the FDA. If your country's purified water
offer is not on the matrix, I doubt FEMA even knows about it. They are the folks who
decides whether to accept or reject. And right now, offers of food and water probably
will not be accepted. Look at State 164132 for a list of what is and is not needed.

The coffee offer is being handled as the task force suggested; with the Honduran donors
planning on selling the coffee and donating the proceeds to the Red Cross or other relief
organizations. There was no cable on this, only e-mails from our Embassy in Honduras,
The "official" GaH offers were a 40-foot container of drinking water (details were
provided to task force, but I can send again), skilled labor ,for the reconstruction
efforts, and military/firemen personnel for humanitarian search and rescue efforts (dip
note from Honduran Embassy dated Sept. 2 was e-mailed to Task Force and I believe this
offer, esp. the water, was added to the matrix since water was an acceptable item at the
time) .
I know we're probably not going to accept the people, but is there any chance we can
accept the water? I believe it would be delivered by a Honduran cargo ship to the port in
Houston.
Also, the President of Honduras is planning a visit to Baton Rouge a week from now, so it
would be nice if we could accept something (though the Hondurans will not be offended if
we explain we can't accept anything) .

Marcos - a cable should go out shortly (maybe this afternoon) telling everyone that we
will no longer be able to accept supplies or personnel. Money, however, will still be
gratefully accepted. bnce this cable goes out I think it will clearly mean that we'd have
to turn down this offer of coffee beans. The,o.ther problem I see is how the USG would
turn this coffee into money -,. it's.not,something the government does. If the Hondurans
are willing to sell the coffee and donate the proceeds, this would work fine.

Please get clearances from TF, L , P, and Regional Bureaus as indicated in attached.

Take one printed copy and an electronic copy on diskette (both including indication of TF,
L, P and. Reg Bureau clearances complete) to Natalie Chagnon in HST 7512. Natalie will
clear for S/ES-CR and deliver to Arnie Chacon for approval and transmission.

• Bolivia: La paz 2748: 5 civil defense officers invited by Mississippi Nat'l Guard via SOUTHCOM,
offering 2 generators, medical supplies, flour, cots/sleeping.bags; private/university offers of doctors;
private offer of generators and water filters [5 civil defense being coordinated by SOUTHCOM, will be
in Jackson only, no StatefTaskForce role; SOUTHCOM has been told by FEMNstates that the other
materials/personnel offered are not needed at this time, but havegiven info (or matrix]
• Paraguay: ASUNCION 1139: Private cit I ~ffered to organize blood drive; Amcit in Bt
Paraguay I, [offered to donate 2000 shirts and 2000 pants.
• El Salvador: Charge Butler called to relay GOES offer of forensic police/prosecutor specialists.

Mexican Army in Texas served 3,000 lunches and 4,720 dinners to evacuees today (per NORTHCOM); FEMA
provided substitute food as necessary; we put concerned (sanitation/food) San Antonio and USG officials in
contact with NORTHCOM and 5 th Army onthis issue; Mexicans expected to stay -20 days.

El Salvador may send troops for embedding with "sister" New Hampshire National Guard, which is currently
assisting with disaster relief. The Salvadoran troops have trained with the NH Nat'l Guard before, have English
capability, and disaster relief experience. 1?oD is currently assessing this possibility before offer formalized.

Ops Center received call from Consulate Guadalajara saying the governor of Jalisco may try to come to US on
Monday (no further info); we'd likely discourage/deny the trip if to/near affected areas.
