(U) The Task Force has sent cables accepting offers of assistance
from Sweden, France, the Czech Republic, Denmark, Luxembourg, Norway,
Romania, Slovakia, Slovenia, and South Korea. We expect additional
acceptances from FEMA within the next day or two. (FEMA, Task Force)

UN PARTICIPATION IN USAID RESPONSE MANAGEMENT TEAM


(U) As of september 9, a total of 32 UN staff were working closely
with the USAID Response Management Team (RMT) in Washington and in the
affected region on the USG response to Hurricane Katrina. Currently,
11 UN personnel are in Washington, 9 in Baton Rouge, 5 in Little Rock,
3 in Austin, 2 in Atlanta, 1 is at FEMA Headquarters, and 1 is
awaiting placement. On September 12, UN and USAID representatives

o The US to date has accepted offers of assistance from 96 countries,.6

• To date we have received 51 commodity flights of internationally donated goods
such as food, blankets, generators, school supplies, shelter materials,
telecommunications equipment, and other emergency relief commodities.

• More than 2,430 metric tons of donated goods have been received at Little Rock
Air Force Base, and 127 (+2) truckJoadsofforeign-donated commodities have
been transported from there todistribution centers in Louisiana, Mississippi,
Arkansas and Texas.
• NATO Hurricane Katrina Relief:
. 0 NATO Transportation of European assistance continues in coordination
with NORTHCOM and DOS.
o The European Atlantic Disaster Relief Coordination Center (EADRCC) at
NATO HQ continues planning and working with DOS, the NATO AMCC,
Joint Command Lisbon and European Nations offering assistance.

o Ron Sherman, FEMA Housing, per telecom 21 Sep, asked that efforts to
secure modular housing from European allies cease.

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

• Confirmec;l Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion litres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related,
bacteria and toxic chemicals.
• Ophelia, at present. is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have not been changed. (See MIC Message 15)

2. EU & International Response


In total. over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism.

Several Member States (Malta. Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain' a correct overview, Member
States are kindly asked to notify any changes In the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight with assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and
- -dispatch-dfCas-sistan-ce:--- - -- --'. ----- - . - -. - -
The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), inclUding commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Operations in the New Orleans region:


The German led and luxembourg supported THW team continues to work closely with the
local authorities as well as with US forces and is housed on US Naval vessel Shreveport
together with the Dutch team. The THW team have 12 major pumps operating in St
Bernard and Jefferson parishes. In addition to this, the team is undertaking a variety of
smaller scale pumping activities in the New Orleans area and has helped to return to use
of at least 3 permanent pump stations so far. The team have also been contributing to
contingency planning to deal with the heavy rainfall anticipated in the next few days. The
Washington Times on Sept 15 ran an article on THW work with interviews of the team
members.
A French diving team arrived in the New Orleans area on Tuesday (13th Sept) and is
working in collaboration with the US Navy. The team has been split into two. One team
has been helping identify and unblock marine channels whilst the other has been
conducting underwater searches and the recovery of bodies. Team leader M. Amault
reports they are due to move on to work in the Gulfport area tomorrow.
The DutCh pumping team is conducting operations in Plaquemines parish, the team
consists of five experts, three pumps of 50 cubic metres flow per minute, and
transportation. The team is now located on board US Naval vessel Shreveport.

The head of the US State Department task force responding to Hurricane Katrina visited

Mike - et al. We passed this to the Norwegians this morning and they do want to offer
something along the lines of what is suggested below: "a forensic mortuary system that

The MFA will be back to me hopefully later today with specifics of what they are prepared
to offer and hope that it will match our needs. If we can be more specific in terms of
what we are looking for in a forensic mortuary system, that would be helpful' to the
Norwegians as they prepare their package. ' For example, do we want only equipment or would
be also like Norwegian forensic experts to come to the U.S. We will pass you the

accepted the Government of Norway's donation of a forensic mortuary system that was
previously deployed in Thailand. The system is a self contained set of portable buildings
that is specifically designed for body examination and identification. The contact
information for the company with the DMORT is listed below.

I don't see this donation on State's matrix. The offer came in via Rank DePalo, Assistant
Director, Disaster Preparedness and Response Coordinator City of NY Office of the Chief
Medical Examiner. Therefore, someone from State should reach out to Norway to verify that
they have made this offer. .

Mike, I just got a call from NATO's EADRCC. Apparently there are 1280 (1 pallet) of Norwegian blankets that were never
shipped from Norway to Ramstein, forgotten apparently. EADRCC is seeking word on whether the USG really needs
those blankets, or whether they can basically be forgotten.

If/if the USG NEEDS the blankets. it poses the logistical problem of getting that relatively small cargo to Ramstein, in time
to be transported to the U.S. by the 9/23 deadline imposed by U,S. authorities. I understand the Norwegian cargo was
, transported to Ramstein via NATO NRF airlift; I don't imagine anybody would be keen on flying an aircraft to Norway again
to pick up 1 pallet of blankets. .

My sense is that these blankets will not be missed in the U.S. I wanted to touch base with you before getting back to the
EAD~CC to see jf you were already aware of this and working it from Oslo. .

Government of Norway in the aftermath of Hurricane Katrina. Furthermore, the USG greatly
appreciates the assistance offered by the Norwegian Red Cross to its sister organization.

urgently to meet the immediate needs of those suffering from the hurricane's impact.

offering an additional:

23,000 blankets
18 first aid kits
8 tents (Multi-purpose 6 x12 m)

According to the database, there is an offer for 5 Dorr divers. The point of contact is
Major General Blom at the Norwegian Embassy in Washington. So far there has not bee a
formal written offer. Also it does on the matrix say that it is awaiting FEMA approval.

Per NIACT State 166972 we notified the Norwegian Government (on 9/10) of our acceptance of
their offer. of assistance. Norwegians will follow up as noted in the cable directly with
USAID/OFDA and EADRCC to coordinate delivery of:

The Norwegians will stand down on the other items that we do not need at this time but
that they offered. There is one Norwegian offer that was not addressed in the cable
relating to the deployment of 5 Norwegian navy divers. It would be useful to be able to
inform the.Norwegians whether or not. we would,like those divers' assistance.

FYI - Norway has offered one ship to NATO as part of an NRF contribution to provide
transport.

transported to Ramstein via NATO NRF airlift; I don't imagine anybody would be keen on flying an aircraft to Norway again
to pick up 1 pallet of blankets.

My sense is that these blankets will not be missed in the U.S. I wanted to touch base with you before getting back to the
EADRCC to' see if you were already aware of this.and working it from Oslo.

Can we tell the EADRCC and NATO not to worry about these forgotten blankets, or did you want to receive official word
from Washington?

Major General Blom at the Norwegian Embassy in Washington. So far there has not bee a
formal written offer. Also it does on the matrix say that it is awaiting FEMA approval.

According to the database, there is an offer for 5 DOD divers. The point of contact is
Major General Blom at the Norwegian Embassy in Washington. So far there has not bee a
formal written offer. Also it does on the matrix say that it is awaiting FEMA approval.

Per NIACT State 166972 we notified the Norwegian Government (on 9/l0) of our acceptance.of
their offer of assistance. Norwegians will follow up as noted in the cable directly with
USAID/OFDA and EADRCC to coordinate delivery of:

Mike - et al .. We passed this to the Norwegians this morning and they ~o want to offer
something along the lines of what is suggested below: "a forensic mortuary system that
was previously deployed in Thailand. The system is a self contained set of portable
bU~ldings that is specifically designed for body examination and identification."

The MFA will be back to me hopefully later today with specifics of what they are prepared
to offer and hope that it will match our needs. If we can be more specific in terms of
what we are looking for in a forensic mortu~ry system, that would be helpful to the
Norwegians as they prepare their package. For example, do we want only equipment or would
be also like Norwegian forensic experts to come to the U.S. We will pass you the
Norwegians firm offer once we receive it. Mike

• So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,
Sweden, Switzerland, the former Yugoslav Republic of Macedonia 1, Turkey
and Ukraine have communicated their offered assistance to the EADRCC;
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has leamt from the U.S. authorities that the follOWing four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers from 11
EAPC nations (Austria, Czech Republic, Denmark, Finland, Greece,

were accepted by US authorities, including the donation of air-lift by Ukraine;

officer to the EADRCC from Monday, 12 September till Sunday, 18
September 2005.
• JC lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. '
• JC Lisbon has fjfteen NRF tactical transport aircraft (6 French C-130, 2 Italian
C-130, 2 German C-160. 4 UK C-130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein AB,
Germany, which will serve as a strategic air hub for onward transportation.
Donating countries thatare closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria.
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece. Norway and Romania have been offered NRF tactical
airlift to move relief goods to Ramstein. All cargo consofidation from European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA
• A second dedicated NATO cargo flight has departed Thursday, 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to little

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricafie relief supplies. The representativementioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-310 listed below) before we will allow it to land at any Air Force
base besides Little Rock. '

DEVELOPMENTS

1) Greek offers of ships: DoD has in principle accepted offer of2 cruise ships. No USG acceptance on further offer of
cargo ship, yet it appears ship departed for U.S. on/around 9/8.

2) Ukraine: Have accepted offer for Antonov-planes to send pumps from the Netherlands. No acceptance ofother offers.
Would be ready to accept more transport capacities.

3) Luxembourg: DCM Dan Piccuta reports Luxembourg offer of 1000 camp beds and 2000 blankets, formally accepted
by STATE 166971, will be shipped on Wed 9/14 to Huntsville via Cargolux as coordinated with USAID/OFDA and
NATO logistics. No action necessary.

4)Georgia has given a check of 550,000: Georgian embassy supposed to hand it over today. Desk Officer has prepared a
draft dip note to thank Georgians. Will clear with Task Force.

OUTSTANDING ISSUES

I)Norway: Prepared cable to decline additional offer (first offer already accepted); check on clearance

2) Swiss offer of assistance: FEMA and TF apparently approved some items wlo the knowledge of OFDA. The original
list ofapproved items has now changed. As a result, OFDA has removed themselves from the approval process (see
email from Tony Stitt 9:02PM 9/12). FEMA and TF must collaborate to confirm commodities.

Need to find closure on comfort kits. Open question: is the writing in English (if not, must be translated)? Desk
will find out and urges that we should then accept without delay! Got confmnation that there are no food items, but
did not get into on other aspects.

Obtain CMS, OFDA and FEMA agreement on what to accept - circumstances have changed since last agreement
on 9/8. Current OFDA "green light" matrix shows "plastic sheets, bedding and comfort kits (no food)."
OFDA OPS thought that agreement covered tarps, not plastic sheeting (Swiss offered both). Do we need tarps over
plastic sheeting? Should we accept the tents too? As Swiss have alread packed everything it would be advisable not
to separate further,

Other offers: pumps and appox. 100 people to operate them - FEMA said "yes" to offer, but it is outstanding, no
action; forensic experts - this is on "standby."

GOU agreed to provide an AN-124 aircraft at the GOU's expense to pick-up supplies at
Ramstein AFB, and then deliver them to Little Rock, AFB on September 19. ODFA
approved control # for mission pending. The aircraft is already at Ramstein. Plane will
carry a full load (up to 105 tons). Suppliesinclude 15 tents, 2,000 blankets, 4,000
bedsheets, 2,000 pillows and pillowcases, 30,000 bandage packs.

EUR representative is sending out an updated thank you cable for clearance in regards to
Ukraine's offer of assistance. The Task Force Director would like to have all final cables
sent out for clearances by 5:00 p.m.

humanitarian items; he had received a call from EADRCC which forwarded correspondence from the
Turkish government asking about procedures to transport these items via NATO.

To clarify a few points:

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of
about 20 MT/flight thus the remaining accepted NATO country goods being consolidated at
Ramstein (anticipated at about 220 MT with some volume restrictions; that is some of the
goods like blankets will volume out the aircraft before weight does). .

• N003 & NOOs are 707 NATO flights (limited cargo capacity of about 20 MT per flight) .
11 N004 is a Canadian military aircraft (probably limited to about 33 MT of cargo) .
11 N006 is a donated commercial aircraft to move the NATO goods (about 90~110 MT) .
11 WHy-to move the accepted goods (about 200 MT) from Ramstein AFB to Little Rock no
later than 23 Sep. to allow for timely distribution of the goods to the field.

ALCON: PM/ISO has issued dip flight clearances on 3 of the five intended NATO relief
flights.

TF: This is to underscore that ONE of two things needs to happen for PM/ISO to process
the other two:

l)OFDA changes OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to
correspond to the updated flight itineraries NATO provided us this morning, which have
relief flights arriving Little Rock on 9/23 and 9/25, and involve NATO cargo aircraft
(TCA/E3's) vice A310 and AN 124.

OR

2)NATO submits new itineraries which correspond to the OFDA control· number dates in
question: 9/17 and 9/20-21.

A final caveat: although we (PM) have no indication from NATO that they intend to use
civilian charter aircraft for these two flights, SHOULD this be the case, Tim is correct
that DOS wouldn't issue dip clearances. HOWEVER, they would still need to provide.
justification to USAF and obtain USAF permission to fly into Ramstein and/or Little Rock
AFB (POC: Tim Bennett, cc'd).

The Air Force has been contacted by Antonov Company (a civil company) concerning the
possibility of their company being chartered to bring Hurricane relief supplies. The
representative mentioned a possible landing at Ramstein AB, Germany in conjunction with
this relief flight. We normally deal with the lawyers for this company and he had few
details about the flight, but felt they were going to land at New Orleans rather than
Little Rock. Though previous foreign government charters did not require a civil aircraft
landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that
the landing is for Official Government Business (rather than just for convenience ... i.e,

gas, etc). We need information about this fl~ght (and possibly the A-310 listed below)
before we will allow it to land at any Air Force bas~ besides Little Rock.

TF: request TF assistance in receiving revised itineraries from NATO that correspond to
OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124. The arrival
times/dates listed for these flights do not correlate even closely to itineraries
submitted by NATO on 9/15 (ie as much as five days difference). Request the new
itineraries be faxed to PM/ISO flight operations as soon as possible at 202-647-4117.
Please note we need full flight information, including aircraft and itinerary details
(particularly all us ports to be used), not just arrival/dept times at Ramstein and Little
Rock.

It's our understanding that all 5 NATO Flights, given their humanitarian nature, are to go
to the AFB side of Little Rock., PIs advise should this not be the case.

Finally, please note we're processing the dip flight clearances for the other three
flights referenced below, and will have those out to ALCON shortly.

To clarify a few points:

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of about 20 MT/f1ight thus
the remaining accepted NATO country goods being consolidated at Ramstein (anticipated at about 220 MT with
some volume restrictions; that is some of the goods like blankets will volume out the aircraft before weight does).

• N003 & NOOS are 707 NATO flights (limited cargo capacity of about 20 MT per flight).
• N004 is a Canadian military aircraft (probably limited to about 33 MT of cargo).
• N006 is a donated commercial aircraft to move the NATO goods (about 90-110 MT).
• WHY-to move the accepted goods (about 200 MT) from Ramstein AFB to Little Rock no later than
23 Sep. to allow for timely distribution of the goods to the field.

ALCON: PM/ISO has issued dip flight clearances on 3 of the five intended NATO relief flights.

TF: This is to underscore that ONE of two things needs to happen for PMIISO to process the other two:

1)OFDA changes OFDA Control #'5 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to correspond
to the updated flight itineraries NATO provided us this morning, which have relief flights arriving little Rock on
9/23 and 9/25, and involve NATO cargo aircraft (TCAlE3's) vice A310 and AN 124.
OR
2)NATO submits new itineraries which correspond to the OFpA control number dates in question: 9/17 and 9/20-
21. .

A final caveat: although we (PM) have no indication from NATO that they intend to use civilian charter aircraft
for these two flights, SHOULD this be the case, Tim is correct that DOS wouldn't issue dip clearances.
HOWEVER, they would still need to provide justification to USAF and obtain USAF permission to fly into
Ramstein and/or Little Rock AFB (POC: I ~C·d).

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies. The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-310 listed below) before we will allow it to land at any Air Force
base besides Little Rock.

TF: request TF assistance in receiving revised itineraries from NATO that correspond to OFDA Control #'s 09-16-
N004 NATO CA F A310 and 09-16-N006 NATO AN 124. The arrival times/dates listed for these flights do not
correlate even closely to itineraries submitted by NATO on 9/15 (ie as much as five days difference). Request the
new itineraries be faxed to PM/ISO flight operations as soon as possible at 202-647-4117. Please note we need
full flight information, including aircraft and itinerary details (particularly all US ports to be used), not just
arrival/dept times at Ramstein and Little Rock.

It's our understanding that all 5 NATO Flights, given their humanitarian nature, are to go to the AFB side of LitUe
Rock. PIs advise should this not be the case.

Finally, please note we're processing the dip flight clearances for the other three flights referenced below. and will
have those out to ALCON shortly.
