Palau pledged to give 50K and raise 50K from private sources. They'd like to hand over to the
Embassy a 50K check this weekend. Emb is waiting to hear if Dept grants permission to accept the
50K check. Let's just address the 50K now. I did include a phrase at the end thanking them for trying
to raise "more."

RMI donation has in fact been passed to the ARC.

Thanks,
Micah

Subject: Checking facts for response cables for hurricane KaMna assistance

Gavin, Micah,

I am taking on David Atkinsons' Katrina duties while he is out, and need to check a few facts that I hope you can help me
with. I apologize if these are not your countries. I can't find a copy of the bureau phone list.

Was Palau's assistance $50,000 or 100,000. 1 seem to recall hearing both.

Can we confirm that we have passed along RMl's donation to the American Red Cross?

Below are the copies of'responses that David has been working.

Hurricane Katrina relief, in the form of a $50,000 appropriation
and a pledge drive that will raise the remaining $ 5 0 , 0 0 0 .
President Remengesau said that the US is always the first to
respond when it comes to disasters elsewhere, but this time it
is the US that needs help with rehabilitation.

2. Charge thanked the President's Chief of Staff for the

generous offer, and explained'that the US would prefer the
donation be given via an NGO such as the Red Cross per the
instructions in reftel. The Chief of Staff eaid the government
wants its donation to be acknowledged separately from the
donations the Palau Chapter of the Red Cross will be making, but
he said he would .discuss the possibility of making a donation to
the US Red Cross on behalf of the Government of Palau. Charge
said that if Palau insists on a government to government
donation, then the Embassy will have to receive authorization
from the Department Task Force. The Chief of Staff promised to
inform the Charge about Palau's decision.
