In order to increase coordination between task force shifts and to m1n1mize (if not
prevent) "dropping" of pending actions, the following steps are recommended:
* Notebook for coordinators and bureau reps should be passed to next shifts
* Bureau reps and coordinators should fully brief replacements on all pending
action items and other pressing issues before departing task force room.
* Bureau reps should pass media play reports to Deputy Coordinator & Coordinator.
They should flag intervening anecdotes about foreign donors for them as well.
* Bureau reps who draft acceptance cables should know that they may use previous
cables to their region as templates. The EUR bureau rep should make sure to include the
boilerplate language for NATO and Partnership for Peace states about the EADRCC (Euro-
Atlantic Disaster Response Coordinator Center) .

2. (U) Embassy conveyed U.S. acceptance of the Russian offer of assistance (refs) to both Russia's Ministryof Emergency Situations
(EMERCOM) and to the Foreign Ministryon September
5. EMERCOM officials continue to stress that they have
aircraft and crews on standby, and would like to depart for
the U.S. as soon as possible. They seek information from

I rec'd a clarification on this question today from EMERCOM (Russia's Ministry for Emergency Situations).
"Electric Power station" does indeed refer to the two 20 kw generators the GORhas offered. They are as
described below. However, (contrary to plans EMERCOM had earlier passed us) the two generators were not
shipped on the two planes that will soon arrive in Little Rock.
EMERCOM proposes to fly the two 20 kw generators on a 4th flight. (a 3rd flight would carry medical supplies
and water disinfectant/chemical purlfler.) These flights would talk place after the first two have retumed to
Russia,
As for the smaller generators mentioned below (2kw): EMERCOM is no longer planning to fly those to the US.
EMERCOM will also transport transformers that would be used with the generators.

EMERCOM said they would bring two large 20 kilowatt generators as part of the relief package which
departed Wednesday night Moscow time for Little Rock. (This offer was noted in Moscow 11300 in
response to priority listed in State 163366.) EMERCOM told us the generators can operate at 60
hertz and are compatible with the US power system (State 163366 said 110 and 220 generators are
acceptable; generators must be able to operate at 60 hertz.)
Also included in the Russian package were two (possibly four) small 2 kilowatt generators. also
compatible with the requirements above.
I don't have information on the age of the generators. Mode of transport is via Russian IL 76 cargo
aircraft.

Our email address is OFDAlogistics@Usaid.gov and goes to the key logisticians both here in
DC and littlerock. Please remove rmt katrina, rmtkatrina dfid, and ~tkatrina customs
from your list--all of these officers are kept informed through RMT logistics of incoming
flights.
This email is a bit of concern for us because OFDA Logistics has not yet received a cargo
list from the NATO flight. Additionally, we are not sure the Russian offers of assistance
havebeen a~cepted by State (I realize that you have not approved these, b~t I am wondering
how they got to you without first goign through the State/OFDA process.) Basically, what
we had set up was once the cargo details are finalized with OFDA logs, we will plan a day
to come into Little Rock and let PMAT know they are coordinated and confirmed by way of an
OFDA Control #. We give this number to the country to put on thier application for
Diplomatic clearance--then my understanding was, after dip clrnce, it goes to you for the
ALAN number (??). We, in the meantime, would have let LRAFB known what we are planning.
I am concerned about flights into LRAFB being given clearance and LRAFB beign directed to
receive a flight without it having first been cqordianted through us. We run into a risk
of flights being cleared who's cargo could be problematic for us on the ground, could put
State in awkward political positions if it has been approved, as well as lack of
visibility for us to manage the # of flight·s into LRAFB. .
Can you please contact me and we can sort out if this procedure is acceptable and/or if
there are further things that need to be considered that could assist you in your role. (I

Also on September 13, USAID field team members visited an Ocean Springs,
MS point of distribution (POD) center, and spoke with Managers Carl King and Karen
McAndrew. At this center, tents from Russia and tents and generators from China were in
the process of being distributed. Three Russian tent systems had already been set up in a
damaged mobile home park, with four others assigned to work crews operating in Ocean
Springs. The Chinese tents are expected to go to other shelters this week. At first, the
Russian, five-person tents were difficult to erect, due in part to the directions not
being in English, but a crew from the local fire 'department have been helping to put them
up.

2. (U) Summary: With the personal support of Foreign Minister Lavrov, the Russian
Government on September 2 officially offered four aircraft with search and rescue teams
and equipment to help with relief efforts for the Hurricane Katrina aftermath. The
aircraft are loaded and ready to fly immediatelyj Embassy Moscow has already been provided
with manifests for a total of 93 persons (rescue teams and flight crews). The Ru~sian
Government is willing to add relief supplies -- including temporary shelters, medicine and
rations -- to the flights, if that would be helpful. The Russian Ministry of Emergency
Situations is experienced and capable. Our Russian interlocutors are looking for an
answer asap to their offer. The Embassy has deployed reftel'talking points and will send
an interim response for the Ambassador's signature using the same points. End Summary.
3. (U) On September 2, the Embassy has been in continuous contact with the Ministry of
Emergency Situations (EMERCOM), the Ministry of Defense and the Ministry of Foreign
Affairs.
Contact to offer Russian assistance for the aftermath of Hurricane Katrina was initiated
at the instructions of Foreign Minister Lavrov. The Deputy Chief of EMERCOM has double-
tracked the assistance offer with a letter to the Louisiana Office of Homeland Security
and Emergency Preparedness (letter faxed to Task Force One). EMERCOM International
Operations Department Chief Aleksey Avdeyev told us September 2 that EMERCOM has prepared
the following four aircraft for immediate departure for the U.S. :
4. (U) For.the aforementioned aircraft, EMERCOM has forwarded to the Embassy the names,
passport information and specialty of 50 rescuers, eight helicopter crews, seven
coordinators, and three aircraft crews. They seek notification to proceed, designation of
airport for arrival, as well as visa support and further instructions. EMERCOM canceled a
planned training event (to have taken place in Norway) in order to prepare the above
aircraft.
5. (U) ~eneral Colonel Mazurekevich, Chief of the Ministry of Defense's Main Directorate
for International Military Cooperation, contacted the Defense Attache to offer the MOD's
help and to offer that, for the aforementioned flights, the Russian side would be willing
to provide temporary shelters (tents), medicine and rations.
6. (U) EMERCOM has its own airlift capabilities as well as disaster relief packages
designed for such scenarios.
EMERCOM conducted a very successful civil emergency exercise scenario with NATO in
Kaliningrad, Russia last year. EMERCOM provided disaster relief in the· wake of the
December 2004 Tsunami. This included search and rescue teams, helicopters, medical teams,
water sanitation, and a field hospital. Some members of the response teams speak English;
EMERCOM can also provide its own interpreters. EMERCOM has a partnership relationship
with FEMA, the U.S. Army Corps of Engineers, and the Iowa National Guard.
7. (U) Action Request and Recommendation. The Russian Government has the aircraft ready
to depart immediately and requests a response as soon as possible. The Embassy has
deployed the points in ref tel and will send" an interim response for the Ambassador's
signature drawing upon the guidance in ref tel. We judge the Russian offer to be serious
and EMERCOM to be capable. Despite the enormity and difficulties associated with the
overall relief effort, the Embassy recommends a positive response if possible.

EMERCOM said they would bring two large 20 kilowatt generators as part of the relief package which
departed Wednesday night Moscow time for Little Rock. (This offer was noted in Moscow 11300 in response to
priority listed in State 163366.) EMERCOM told us the generators can operate at 60 hertz and are compatible
with the US power system (State 163366 said 110 and 220 generators are acceptable; generators must be able
to operate at 60 hertz.)
Also included in the Russian package were two (possibly four) small 2 kilowatt generators, also compatible with
the requirements above. -
I don't have information on the age of the generators. Mode of transport is via Russian IL 76 cargo aircraft.
Task Force has asked for more detail on the Russian offer they say was passed to FEMA of an "electric
power station."
Specifically: age, capacity, compatibility with U.S. power system, and mode of transport.
Russian Embassy here was unaware of the offer as of 1730 our time:

Mexican Navy: Confirmed for PMAT that the USG accepted Mexican naval assistance.
Mexican Mi-17 Helicopters: NorthCom requested copies of the diplomatic notes exchanged between the U.S.
and Mexico regarding the use of Mexican Mi-17 helicopters in relief efforts. NorthCom is concerned about

DEVELOPMENTS
1) Russian offer of bandages: OFDA has issued control # 09-10-M028. USAID/OFDA Logistics working with PM to
secure diplomatic flight clearance for Russian aircraft carrying bandage donation (ref: STATE 167121).
2) Luxembourg: DCM Dan Piccuta reports Luxembourg offer of 1000 camp beds and 2000 blankets, formally accepted
by STATE 166971, will be shipped on Wed 9/14 to Huntsville via Cargolux as coordinated with USAID/OFDA and
NATO logistics, No action necessary.
OUTSTANDING ISSUES
1) Ukraine: Embassy Kiev (Malgorzata Bula-Duane) should clarify amount of cash donation from Ukraine.
2) Swiss offer of assistance: FEMA and TF apparently approved some items w/o the knowledge of OFDA. The original
list of approved items has now changed. As a result, OFDA has removed themselves from the approval process (see
email from Tony Stitt 9:02PM 9/12). FEMA and TF must collaborate to confirm commodities.
1) Need to find closure on comfort kits. For example, are there any medicines in the kit, is the writing in English
(if not, must be translated) and are the items easily identified? Desk confirmed that there are no food items,
but did not get info on other aspects. Desk should clarify. See OFDA specifications for kit contents.
2) Obtain CMS, OFDA and FEMA agreement on what to accept - circumstances have changed since last
agreement on 9/8. Current OFDA "green light" matrix shows "plastic sheets, bedding and comfort kits (no
food)." OFDA OPS thought that agreement covered tarps, not plastic sheeting (Swiss offered both). Do we need
tarps over plastic sheeting? Should we accept the tents too?
Other offers: pumps and appox. 100 people. to operate them - FEMA said "yes" to offer, but it is outstanding, no
action; forensic experts - this is on "standby."
3) Georgia offer of $50,000: This morning Desk Officer will draft dip note to accept their offer.
Georgian embassy wants to hand-deliver a dip note and check today (Govt declined to give to Red Cross, or to a wire
transfer to RC or USG). Desk Officer will draft a dip note accepting the offer, and will confirm with RM that check
can be written to "U.S. Department of State."
4) Greekoffers of ships: Today need to confirm with FEMA that cruise ship no longer needed (also, tum back cargo
ship which USG has not accepted).
Offer and acceptance of cruise ship .- Greek govt waiting on word of waivers of mooring fees, taxes before
sending ship. No need for ship (apparently two other ships are already available, and have been found to be
unattractive options). There's another offer outstanding from the Greek govt - a cargo ship - no USG
acceptance, yet it appears' ship departed for U.S. on/around 9/8.

(U) The Thai government has sent 36 boxes of blankets on a commercial airline, Thai Airways
(Flight TG 790) which is scheduled to land at JFK at 0635 today. These goods were sent ahead
of the Prime Minister's flight that will contain the rest of the aid that Thailand has offered.
(U) FEMA hasapproved the Gal offer of material assistance, including 3000 personal hygiene'
: kits, 3000 sheets;' 3000. blankets, and 150 large tarps. Pending flight clearances, the pIaile is
scheduled to depart India September 10, land in Boston, and arrive in Little Rock September 12.

The Russian (2 x IL-76) and Egyptian (2 x C-130) aircraft are on the ground at Little Rock. Russian aircraft
landed at 1440z and 1526z. Egyptian aircraft landed al 1628z and 1630z. All 4 are being offloaded as we speak.
