Israel- (1924) Senator Frist's office called H with a constituent complaint, claiming that Israel's contributions
were not listed on the State website. The Executive Summary, which lists Israel's contributions, will be sent to
Senator Frist's office through H.
Jordan - (1600) Mobile Hospitals from Jordan. FEMA and HHS have declined. IfJordan could send-
through AID mission - medical supplies (no drugs) instead, such as first aid kits, USAID will attempt to place,
As of 1600, the plane bringing King Abdullah of Jordan had taken off. TFI still has not received confirmation
from the Jordanian Embassy in Washington accepting the aforementioned compromise.

Saudi Arabia - The Secretary met with the incoming Saudi Ambassador today in New York. The Saudis,
through guidance provided in State 163278, have provided S100,Ooo,OOO in assistance (Riyadh 6305) to an
Aramco subsidiary based in Houston. Aramco is to spend the money to buy relief items and provide them to
NGOs and local governments. The problem they are having now is trying to find ways to spend the money.
Saudis have commented that they are okay with press coverage of this donation.
Riyadh - (1030)Embassy Riyadh is in possession of a check from the AGFUND (Arab Gulf Programme For
United Nations Development Organization) for S250k. The check was sent by HRH, Prince Talal Abdul Aziz
Al Saud (AGFUND President) to Amb. Oberwetter at the US Embassy. The check is made out to the Embassy
of the U.S.A. The funds are intended "for the support of emergency relief and rescue operations targeting
women and children victims of the recent hurricane in the U.S.A." Roger Anderson, Charleston Disbursing
Office is in direct contact with post on instructions to process the check through financial systems.
Israel
FEMA advises that four generators offered by Israel may no longer be needed. The
generators were in Spain enroute to Israel when Israel offered to send them back to the
US. FEMA had asked for technical information before deciding whether to accept the
offer. Israel Embassy Special Advisor I Iwas expected to B6
call the Task Force with the information by Sunday 9/11. [FEMA's need is for 60 Hz,
150 Kw or larger, 110 or 120-240 volts with adaptors for US plugs.] A decision
regarding whether to accept the offer will be made after] lealls on Sunday. B6
Saudi Arabia .
The 100 million dollar aid offer reported by Embassy Riyadh on 9/07 (Riyadh 6305 on
the Class system) has been added to the Summary of Foreign Assistance Received or
Expected. While no formal acceptance cable has been sent, according to NEAlARPI
Office Director Alan Misenheimer the offer has been discussed in meetings of the
outgoing Saudi ambassador with the President and the Secretary. The offer is
complicated by the fact that the money is not to go directly to the USG, but to an Aramco
Subsidiary based in Houston which would use the money to buy relief items and provide
them to NGOs and local governments. According to Misenheimer, thiS procedure is
likely to change after discussions with the Saudis. "The incoming Saudi ambassador will
present his credentials to the Secretary on Monday, and how.to handle this offer will be
one ofthe topics on the agenda. Misenheimer recommends that no acceptance cable be
sent at this time.

Of note, we've also received offers of assistance from Iraq ($1 million) and an additional
$500,000 from Japan, bringing Japan's total assistance to-$1-million ($ 200,000 to
American Red Cross and $ 800,000 worth of emergency assistance supply).

No problem accepting, the SWIFT BIC answer is simple. IF Rastriya Banijiya Bank needs to use a
SWIFT BIC. it's to get the money to and through their correspondent bank that has a relationship with
the U S Federal Reserve. The Department would not know this bank number. PBB should.
The Federal reserve system runs off the data provided to post to transact
these U.S. Dollar transfers below. \

John/David/Eileen: Just got off the phone with Gary Grappo in Riyadh. Saudis are likely to announce a donation of
100 million USD to the Bush Clinton Relief Fund today. They may choose to give a donation government to
government. I told Gary that the Secretary is meeting Bandar this afternoon and we would like to have confirmation
prior to that meeting. .
John/Eileen: Pis. tell Gary via e-mail how the Saudis can donate funds to the Bush Clinton effort or the USG soonest.

Saudi Arabia - The Secrelary is meeting with the incoming Saudi Ambassador today at 1740L in New York. The Saudis
have offered $100,000,000 in assistance, and the Secretary's talking points for the meeting include thanking the Saudis for
their gift. We have very little information on the specifics of the Saudi offer, and our Embassy in Riyadh is working on
obtaining more information concerning the Saudi pledae, . .
Pis see cable attached. Problem is how to record this properly. Post did not, as per guidance, wait until Task Force
approved the donation.

It is ok to tell the donor that the contribution was made to the Katrina Relief Fund. The instructons are in the
below cable. Refer to paragraph #6 for details. Confirmation/reciept of the collection can be provided after
the transcaction is processed at the FSC.. You do not need to provide the information that I requested in my
earlier email - that information only needs to be provided to us if the donation comes from a foreign govt.

The following countries have transferred monies to the USG for Katrina relief. We now have a total of $113MM in a
State Account. We expect a total of over 800MM. The interagency would like to move the 113MM immediately to an

Yes. business checks can be scanned in PCC. Without knowing exactly what the PCC reject message says, I don't
know why the check isn't being accepted by the scanner. There are times when a check will not be
accepted ...perhaps the signature went through the banking information, the check might have dark borders that
interfere with the read, who knows. We will always have some checks that won't scan and will need to be sent to the
FSC for manual processing.

It is ok to tell the donor that the contribution was made to the Katrina Relief Fund. The instructons are in
the below cable. Refer to paragraph #6 for details. Confirmation/reciept of the collection can be provided
after the transcaction is processed at the FSC. You do not need to provide the information that I .
requested in my earlier email - that information only needs to be provided to us if the donation comes from
a foreign govt. Hope this is clear now.

Normally, a cashier will summarize all collections at the end of the business day by transmitting all collections in the
WinACS software. This will also create a summarized deposit ticket for all USD checks that are to be sent to the FSC or
that were processed via PCC (for those .post using PCC)
By transmitting this single collection, you "force" WinACS to prepare a single deposit ticket for this one check, even
though there may be more collections and checks in the cashier's possession.
This allows for special handling of that single check deposit. It is a procedure that is taught in the cashier training courses
and is often used when the check is drawn on a foreign bank
However, in this case, the FMO stated that it is not a check drawn on a foreign bank but they will process it that way
since PCC will not accept the check as is.

special handling.. WinACS should take the collection IF you have loaded the new reference files. The collection of a
USD check will create a deposit for the check to be used to forward that single check to the FSC. You force WinACS
to do this by transmitting that single collection, creating the single check deposit to forward to the FSC.

My cashier tried to deposit the check into 19X6755, allotment 9927, revenue code ABDJ using the
instructions provided by the email from RM on 9/7 and State 164963and others. It was rejected in PCC.
Please see my other questions below.
Please be aware that I have a check and I am not trying to make a wire transfer.
All I want to do is make this deposit and report it back to the Department as quickly.as possible so it does
the most good as quickly as possible.

The Saudi government provided $100 million in "in kind" Katrina relief through Aramco's U.S. subsidiary. Aramco
separately gave $5 million to the American Red Cross.
One other bilateral factoid that might be good to know - did Saudi pledge any money toward Hurricane Katrina relief? I
know Kuwait did so wanted to make sure I'm covering the bases.

I'm sorry Roland. but this seems to be off-base regarding Saudi Arabia and I am not able to clear. I don't see how you can
include the Saudi donation in your $845 million of monetary assistance. The Saudis have not committed to providing oil or
cash to the USG. The Saudi government, as reported in Riyadh 6305, committed to providing $100 million to the U.S.
. subsidiary of Aramco to "purchase relief items identified in'; STATE 163366. In my discussions with Aramco 3-4 weeks
ago, they were well along in the process of implementing this assistance.
I think that we are misleading the Under Secretary if we imply that that the USG has control over the Saudi 100 million
donation at this stage. It seems to me that the train has left the station. .

It is ok to tell the donor that the contribution was made to the Katrina Relief Fund. The instructons are in the

earlier email - that information only needs to be provided to us if the donation comes from a foreign govt.

Is this check drawn on a foreign bank? If so, PCC will not accept the check and it must be forwarded
to the FSC for special handling. WinACS should take the collection IF you have loaded the new
reference files. The collection of a USD check will create a deposit for the check to be used to
forward that single check to the FSC. You force WinACS to do this by transmitting that single
collection, creating the single check deposit to forward to the FSC.

Tunisia
The Tunisian Flight is en-route, stopped at Andrews for re-fuelling and scheduled to arrive in Little Rock
around 4PM EST. According to Desk Officer Bill Lawrence the two C-130's contain 7 tons of blankets and 13
tons of tents, water, detergent, diapers, and other relief items from Red Crescent. Not that many flights have
actually arrived (or been accepted) this week which makes the Tunisian and Egyptian contributions very
significant.
Israel
A relief flight from Israel arrived on the night of the 8_91h carrying 70 tons of relief supplies. Discrepancies in
the Israeli contribution section ofthe donor's matrix were cleared up by Desk Officer Matt Rostock. A Hill
staffer called to find out why "we were refusing assistance from Israel," and was directed to the Israel Desk.
Ambassador Thomas personally advised us to tell the Israelis that we did not need their forensic team at present,
but given the large number. of bodies yet to be discovered

Kuwait
The Secretary wanted to comment on total aid received at the Under Secretary Hughes swearing-in. A debate
among S/ES staff regarding the exact nature of the Kuwaiti $100 million! $400 million offer ensued prior the
Secretary's comments and was resolved with input from the Desk. Kuwait Desk Officer David Berns up-dated
the "action" section of the donor's matrix. . .
Cleared-up discrepancies in donors matrix including addition of$15 million in assistance from Oman.
During the previous shift the following report came in by cable from Bahrain:
"Major Arabic and English dailies carried a statement September 7 from the Ambassador expressing "profound
gratitude" for the $5 million offer of assistance from the Government of Bahrain, as well as the many gestures of
compassion, concern, and generosity shown by the Bahraini people. English dailies Bahrain Tribune and the
Gulf Daily News carried the statement on the front page. Arabic dailies Al Ayam and Akhbar AI Khalij printed
the statement in full with a photo of the Ambassador. Following a meeting with the Ambassador, Minister of
Labor Al-Alawi thanked the Ambassador for his press statement, which he said was very much appreciated by
the Bahrainis."
