Subject: Format for Reply of Acceptance to Togo Offerof Assistance via DIp Noteand TFI Needs Co~ of Dip Note from Senegal
Brian/David:
I am serving on the Katrina Taskforce and the issue of whether the reply of acceptance should be via dip note came up for
Togo. (Sorry, It is 3:30 AM, and I can't remember which one of you handles Togo and Senegal)
1) At any rate, Togo's offer was a bit different in that it came from the Embassy in Washington to the Dept of State in a dip
note. Can you possibly verify AF's protocol on replying to dip notes and advise/the subsequent AF TF Rep at this same
address. (An earlier notation from the AF TF Rep on the shift prior to mine; indicated that the AFFO staff assistant advised
that the SOP on dip notes is to send them to the 7th floor but I am not clear on what that means logistically. If can provide
some clarification to my successor on the TF, this can be acted upon. THANKS!
2) Similarly, there is suppose to be a dip note from Senegal but that document cannot be found in the TF. Would greatly
appreciate any assistance you can provide in tracking this down. THANKSI ., .
Antoinette Corbin-Taylor
. AF Rep - Task Force 1
0845 Call from Robert Gresbrink of Embassy Yaounde requesting ABA routing number for Cameroon's donation of 250
million CFA (Approximately $450,000). Cable instructions emailed to Gresbrink. Acceptance cable circulated for
clearance.
1300 Call from Zina Pierre, lobbyist representing the Government of Togo, informing the Task Force that the President of
Togo wishes to donate $100,000, but was advised by the Embassy in Lome that they had not received any instructions on .
what to do with these offers. Contacted AFIW Desk Officer David Galindo, forwarded the relevant cable instructions to
him. and informed him that upon receipt of something in writing from the GOT, to notify the Task Force duty person, who
will prepare a response with instructions on wiring the donation.
1443 Email from Pete Davis. Senegal Desk Officer, advising GOS wants to donate $100,000. Advised Davis to get
something in writing and Task Force will draft cable with instruction on wiring money.
Did we reach a conclusion about whether checks should be made out to "State Department" vice "US Treasury." Assume
in either case, they should "Katrina Relief" on the notation section of the check.
During this shift, we've had two cases (Senegal and Georgia) where the WashOC-based Ambassadors offered Immediate
cash donations to aid the Katrina relief effort. .
If these offers had originated from the field, we'd ask Posts to get the offers in writing, and would then generate cabled
responses, cleared by the TF and RM.
Using the Senegal and Georgia cases as precedents, should regional bureaus or TF action officers be contacted by a OC-
based embassy offering a cash donation, the first step is to request the embassy to put its offer in writing.via diplomatic
note. State's response (from the appropriate regional bureau representative) similarly should be in writing, via diplomatic
note. Ideally, both dip notes should be transmitted prior to receipt of the donation. Naturally, desks should ensure that
their Posts also are informed, As with "acceptance cables", all diplomatic notes responding to donation offers should be
cleared by the TF (Coordinator and Director) and RM -- as well as other clearances (e.g., L) as appropriate.
Beginning of Shift
• Togo - Send Acceptance Cable for offer of USD 100,000; received dip note from
Embassy of Togo in D.C.
• Equatorial Guinea -Allison Lee had called from NY cell (202) 841-3715; FM
wants to present check personally at State Department. Sent information to AFIC
deputy Tony Newton to coordinate. Allison not sure of exact amount.

This is the last one] received. It does not, however, reflect donations from South African ($2 mln),
Namibia ($100K in fish) that we heard about at the UN. Perhaps Katrina task force has sent Bill or Ginny
more recent updates.
You may want to touch base also with our good friend Kelly Tucker, who is the Special Assistant to Amb.
Milloy (?) who runs the eMS Katrina Task Force. .

Yes, I'm getting off duty in Five minutes, but my successor, Chip Beck, will prepare
a cable with instructions. What we are telling desk officer callers is to get something in writing, so we can respond with
canned language on wiring money.
According to State 165032, I must clear this offer with the Task Force before providing information to the Senegalese.
Please advise. \ .
Thanks
