I am serving on the Katrina Taskforce and the issue of whether the reply of acceptance should be via dip note came up for
Togo. (Sorry, It is 3:30 AM, and I can't remember which one of you handles Togo and Senegal)
1) At any rate, Togo's offer was a bit different in that it came from the Embassy in Washington to the Dept of State in a dip
note. Can you possibly verify AF'sprotocol on replying to dip notes and advise;the subsequent AF TF Rep at this same
address. (An earlier notation from the AF TF Rep on the shift prior to mine; indicated that the AFFO staff assistant advised
that the SOP on dip notes is to send them to the 7th floor but I am not clear on what that means logistically. If can provide
some clarification to my successor on the TF, this can be acted upon. THANKS!
2) Similarly, there is suppose to be a dip note from Senegal but that documentcannot be found in the TF. Would greatly
appreciate any assistance you can provide in tracking this down. THANKSI ., .

Outstanding Issues
Cables:
• Please ensure the geo TAGS are correct when using templates from other posts. I had to correct 2 draft cables (that
used Cameroon tags for Nigeria and Rwanda so please use the versions of the cables saved in "My Documents")
• Nigeria: need to complete clearances; make sure to clear with OFDA Tony Stitt; also verify with Nigeria Desk that real
amount is $1 million and not $100,000,000 as typed in cable (I changed It).
• Rwanda: need to complete clearances; make sure to clear with OFDA Tony StItt
• Senegal: Pete Davis of AFfW advised that offer of Senegal Ambassador in Washington for $100,000 is coming from
the Ambassador's discretionary fund .. He may deliver a check instead of wiring the money. Dip Notes to be
exchanged first. ACTION: Day shift 13 SEP should contact Pete to confirm receipt of Ambassador's DIP NOTE and
have Pete send response, clearing it with usual UMJR and Task F:orce officers. Clear with OFDA Tony Stitt as well.
• Replied to Monica Rancher's Query about how private Cameroonians can contribu~e money and how American School
stUdents can send books and letters to children in the Astrodome.
• Updated chart of AF donations to date.
0845 Call from Robert Gresbrink of Embassy Yaounde requesting ABA routing number for Cameroon's donation of 250
million CFA (Approximately $450,000). Cable instructions emailed to Gresbrink. Acceptance cable circulated for
clearance.
1300 Call from Zina Pierre, lobbyist representing the Government of Togo, informing the Task Force that the President of
Togo wishes to donate $100,000, but was advised by the Embassy in Lome that they had not received any instructions on .
what to do with these offers. Contacted AFIW Desk Officer David Galindo, forwarded the relevant cable instructions to
him. and infonned him that upon receipt of something in writing from the GOT, to notify the Task Force duty person, who
will prepare a response with instructions on wiring the donation.
1443 Email from Pete Davis, Senegal Desk Officer, advising GOS wants to donate $100,000. Advised Davis to get
something in writing and Task Force will draft cable with instruction on wiring money.

There hasbeen no public release of who offered what. The Executive Summary of what has been accepted has been
distributed, however, through H to some selectees on the Hill. Others are referred to website which lists all OFFERS of
assistance. We do not want to release a public list until we are sure everything Is In order and in any case, would need an
ExecSec chop.
Kathleen, the Katrina Working Group is updating the matrix and hopes to get a final version ready within a few days.

This is the last one] received. It does not, however, reflect donations from South African ($2 mln),
Namibia ($100K in fish) that we heard about at the UN. Perhaps Katrina task force has sent Bill or Ginny

2. Received email from Robert Gresbrink advising of $25,000 donation from Commercial Bank
of Cameroon. Sent reply asking for more details.
* Accra -TF1 confirmed that USG is no longer accepting gifts in kind. Drafted cable
with guidance for Accra on declining offer. Sent to AF/W Phil Carter and OFDA Tony Stitt
for clearance 10:20 a.m. on 9/15. AF/W has cleared. Phone call from Scott Tricknor in
Accra (tel 233~21-775348), saying that post has informally advised the GOG of the
difficulty in accepting in-kind donations and that they are considering changing their
pledge to a cash donation. Scott was meeting with GOG officials today and will report
what they decide. Hold cable until we hear further.
* Rwanda - See previous report. Received clearance from AF/C; revised cable to
reflect current TF1 preferred language and format. Submitted two copies and diskette to
TF Coordinator. Returned to add RM clearance (see email to Joan Segerson). Once
clearance is received, need to reprint cable and recopy onto diskette.
* Conakry -- Received phone call, email, and cable advising of unexpected donation of
$500,000, delivered to the embassy by representatives of ,the council of ministers.
