No problem accepting, the SWIFT BIC answer is simple. IF Rastriya Banijiya Bank needs to use a
SWIFT BIC, it's to gel the money to and through their correspondent bank that has a relationship with'
the U S Federal Reserve. The Department would not know this bank number, PBB should.
The Federal reserve system runs off the data provided to post to transact
these U.S. Dollar transfers below. '

1. China Pol Counselor Jia called around 1230 re China's donation of goods. They've
chartered two 747s to make delivery to a place to be designated by the U.S. He wants to
know what info we need from him and where they need to send the materiel. Got a
diplomatic clearance sheet to share with Mr. Jia. Ryan informed that arrival/distribution
point nqt yet named, but Chinese need to go ahead with request for diplomatic clearance
first anyway. .
Called Jia back several times at office and via cell phone between 1200 and 1315; no
response so left voice mail. Also calledHu Lihua, Chinese Embassy point man on Hurricane
Katrina issues, at 1300 and explained situation; he said he would ask Jia to call back.
Finally reached Jia; at 1430, per his request, faxed him a brief outline of the info
necessary for requesting a diplomatic aircraft clearance for hurricane relief supplies.
PolCouns Jia confirmed that the Chinese Embassy in Washington has wired the deposit
information regarding their US$5 million relief donation to the Treasury account in New
York; he said that as far as he knew there was no problem, but added he wasn't sure there
was anyone there to receive/act on the wire so we'll see tomorrow if this worked.
2. Mid-afternoon got a call from Amanda CUrtis at AmEmbassy Abu Dhabi (UAE), calling to
confirm that their three cables concerning the UAE response to Hurricane Katrina had been
received. Found three cables from Abu Dhabi and informed Curtis.
3. 1445 Yet another message from the Tunisian Embassy, this time from Air Attache Sr.
Col. Taieb Laajimi, saying they really need to know the destination of the two C-130s they
want to send. Will get back to him saying that hasn't been decided yet.

supplies. Discrepancies in the Israeli contribution section of the donor's matrix were
cleared up by Desk Officer Matt Rostock. A Hill staffer called to find out why ~we were
refusing assistance from Israel," and was directed to the Israel Desk. Ambassador Thomas
personally advised us to tell the Israelis that we did not need their forensic team at
present, but given the large number of bodies yet to be discovered we may yet.

During the previous shift the following report came in by cable from Bahrain:
"Major Arabic and English dailies carried a statement September 7 from the Ambassador
expressing "profound gratitude" for the $5 million offer of assistance from the Government
of Bahrain, as well as the many gestures of compassion, concern, and generosity shown by
the Bahraini people. English dailies Bahrain Tribune and the Gulf Daily News carried the
statement on the front page. Arabic dailies Al Ayam and Akhbar Al Khalij printed the
statement in full with a photo of the Ambassador. Following a meeting with the
Ambassador, Minister of Labor AI-Alawi thanked the Ambassador for his press statement,
which he said was very much appreciated by the Bahrainis."

...the two aircraft are loaded and should be airborne this afternoon. The Mission Commander is worried
about meeting the arrival times given the short lead time on the dip clearances (they got them this morning),
number of refueling stops. and a possible weather pattern in the North Atlantic. That said, they will make every
effort to get their loads their on time (it's a 20 hour flight each way and there are three pilots on each aircraft). One
of the aircraft is loaded with approximately seven (7) tons of blankets while the other has some thirteen (13) tons
of items like tents, children's diapers, detergents, quilts, and water. The approximate breakdown of the Tunisian
Red Crescent aid is as follows:
This makes an approximate total of 20.35 tons worth of aid from the Tunisian Red Crescent and much thanks to
everyone who made this happen with such short notice.

(C ) katrina Aid: As you know we worked very hard to spring the permissions loose, but so far with no luck. Steve
.Fox and Robert Ewing are working on it on the task force as we speak, but Robert thought it would take another 24-36
hours due to the aforementioned FEMA logjam. We have flagged directly for PDAS Cheney (and indirectly to Welch in
the Bel) that we may need front office assistance to spring this aid free of the FEMA logjam, since the way to do it is
to get your country treated as a special case as happened with France. Israel and a few other countries. Also. we
passed the stuck cable to you in bootleg; as on the one hand S has gone forward with authorizing Ambassador's to
pass along "heartfelt thanks" but the interagency has still frozen all cable traffic since Monday night. Result, you can
pass the contents of the cable even though the cable is still not front channel. Reason? Task Force/FEMA do not
want to send mixed messages encouraging countries to send up planes pre-maturely. What the Tunes have in the
favor is that the planes are ready since Saturday, the cargo began being loaded Saturday and all items are on the
FEMA pre-approved list. So. permissions are doable. The cargo list is now with OFDA. to which FEMA has delegated
the country by country permissions.

Planes should arrive inLittle Rock at 1300 and 1330 on 9/9. No earlier. no later. 25 tons of pre-approved goods,
mostly bedding, blankets. Stopover at Andrews both ways: RON at Andrews..1faxed the diplomatic dearances to
Hachana and suggested that he double track via MFA and keep a copy in case there are any issues for the planes
once in US airspace. Copies of key documents should be in the NEA folder on the task force as well since 1won't be
in on Thursday.

NEA Bill Lawrence (x 74676) called to advise that U.S. Ambassador to Tunisia Mr. Hudson said that two

news story" at our earliest convenience. This aid has not yet been acknowledged publically. Details in

Two Tunisian C-130's loaded with over 20 tons of relief supplies landed in Little Rock last Friday at 6 p.m. Tunisia
was one of the first countries to deliver relief to the afflicted area. Its contribution represents the leading edge of
the remarkable outpouring of sympathy and assistance from the Arab and Muslim world. One aircraft had 7 tons
of blankets (2000 blankets), and the other had 13 tons of relief supplies including large tents, quilts, detergents,
diapers. and mineral water.
The GOT, through Presidential Envoy Habib Ben Yahia who met least week with White House and State officials,
that each lime that Tunisia has been hit by floods. in 1969, 1979, 1989, and 1999, the U.S. has always stood by
the Tunisians with generous and timely assistance.
Ambassador Hudson has requested several times that we publicly acknowledge the Tunisians generosity and
their swift, proactive response, and unique in the Maghreb region.

...the two aircraft are loaded and should be airborne this afternoon. The Mission Commander is worried
about meeting the arrival times given the short lead lime on the dip clearances (they got them this morning),
number of refueling stops, and a possible weather pattern in the North Atlantic. That said, they will make every
effort to get their loads their on time (it's a 20 hour flight each way and there are three pilots on each aircraft). One
of the aircraft is loaded with approximately seven (7) tons of blankets while the other has some thirteen (13) tons
of items like tents, children's diapers: detergents, quilts. and water. The approximate breakdown of the Tunisian
Red Crescent aid is as follows:
This makes an approximate total of 20.35 tons worth of aid from the Tunisian Red Crescent and much thanks to
everyone who made this happen with such short notice.

Per our telephone conversation earlier today, the Foreign Minister from the Government of Tunisia
contacted the Ambassador here today to offer the use of two (2) C-130 airplanes for Hurricane
Katrina Relief Operations. In addition to the planes. the GOT has offered to fill the aircrafts with
blankets, tents, food, or other supplies, as necessary, and would like to know what, if anything is
needed.
Please let me know soonest whether we need to send this information by Front Channel Cable or if
this email will suffice. If a cable is required, please instruct to whom we send it and what is the
pertinent information (tags, subject, etc, as the ALDAC does not provide this information).

Tunisia
The Tunisian Flight is en-route, stopped at Andrews for re-fuelling and scheduled to arrive in Little Rock
around 4PM EST. According to Desk Officer Bill Lawrence the two C-130's contain 7 tons of blankets and 13
tons of tents, water, detergent, diapers, and other relief items from Red Crescent. Not that many flights have
actually arrived (or been accepted) this week which makes the Tunisian and Egyptian contributions very
significant.
Israel
A relief flight from Israel arrived on the night of the 8-9 th carrying 70 tons of relief supplies. Discrepancies in .
the Israeli contribution section of the donor's matrix were cleared up by Desk Officer Matt Rostock. A Hill
staffer called to find out why ''we were refusing assistance from Israel," and was directed to the Israel Desk.
Ambassador Thomas personally advised us to tell the Israelis that we did not need their forensic team at present,
but given the large number ofbodies yet to be discovered we may yet.

Kuwait
The Secretary wanted to comment on total aid received at the Under Secretary Hughes swearing-in. A debate
among SIES staffregarding the exact nature of the Kuwaiti $100 million! $400 million offer ensued prior the
Secretary's comments and was resolved with input from the Desk. Kuwait Desk Officer David Berns up-dated
the "action" section of the donor's matrix.
Cleared-up discrepancies in donors matrix including addition of$15 million in assistance from Oman.
During the previous shift the following report came in by cable from Bahrain:
"Major Arabic and English dailies carried a statement September 7 from the Ambassador expressing "profound
gratitude" for the $5 million offer of assistance from the Government of Bahrain, as well as the many gestures of
compassion, concern, and generosity shown by the Bahraini people. English dailies Bahrain Tribune and the
Gulf Daily News carried the statement on the front page. Arabic dailies Al Ayam and Akhbar Al Khalij printed
the statement in full with a photo of the Ambassador. Following a meeting with the Ambassador, Minister of
Labor Al-Alawi thanked the Ambassador for his press statement, which he said was very much appreciated by
the Bahrainis."

These comments are relatively unedited cut-and-paste responses from desk officers.
The MRN for the thank you cable to Israel for the offer of assistance is STATE 174118
The matrix for Israel is totally screwed up. I tried to correct this once, but was told the Task Force
would not remove anything from the matrix. The GO! offers of assistance are repeated multiple times
. with slight variations, all garbles of a couple of main offers (problem partly caused by GOI calling every
agency in town to reiterate their assistance offers). In the matrix, line 240 is accurate, line 243 is
accurate, lines 245 and244 are the same thing, line 246 is accurate, line 247 and 249 deal with the same
offer, line 250 is accurate. All other lines in the matrix concerning Israel are either inaccurate or garbled
repeats of the offers mentioned in the lines I just mentioned and should be deleted. All GOI offers were
eventually declined except for the relief flight mentioned in the second document.
Jordan
We conveyed to the GOJ a FEMAlDHS request for first aid kits without pharmaceuticals. The
Jordanians were studying the request and attempting to ascertain if they could fulfill it. If these items are
no longer needed, please let me know so we can officially tell the Jordanians.
I don't think a thank-you cable is needed for Jordan blc Secretary Rumsfeld already sent a thank-you
Jetter to King Abdullah, and the King received numerous thank-yous in person during his recent visit to
the U.S. Please advise.
Lebanon
No offer of help.
Libya hasn't made a specific offer of help. They would require an OFAC waiver to provide assistance;
we told them that.

The Palestinian Authority made a $10,000 donation to the American red Cross. The Matrix reflects this,
