AGRICULTURE DEPARTMENT

Introduction:-
Agriculture is backbone of the country’s economy and the Agriculture
Department strives to achieve self-sufficiency in food, fiber, sugar,
fruits, and other crops. It has the mandate for sustainable development
and conservation of bio diversity. It is making efforts for nutritional
improvement of masses diet. It provides raw material to local industry
and also generates exportable surplus to earn foreign exchange.

Challenges:-
Major challenge being faced by the Department is to feed ever-
increasing population of the country. Due to its efforts, the area,
production as well as yield per acre of wheat, rice and cotton crops has
increased. The production of various important crops like wheat,
cotton, rice, sugarcane, maize and gram has increased by 42.63%,
18.1%, 80.80 %, 40.41%, 104.23% and 74.93% respectively during
2003-04 over the year 1993-94. Agriculture Department is striving hard
to enhance quality of life by supporting the production of Agriculture in
the Province.

CROP REPORTING SERVICE

Creation

In the Punjab, a separate Directorate of Crop Reporting Service was


created as an independent organization with effect from 1-4-1978, in
the Agriculture Department whose main responsibilities are to conduct
sample surveys for advance information of area, production and
average yield of crops.

Mission Statement /Goals

To frame Agricultural policies and planning of the country accurate


statistics play a pivotal role. Keeping in view the paramount importance
of the work, Crop Reporting Service was put on task to conduct sample
surveys for advance information of area, production and average yield
of crops.

Main Goals are:-


To prepare estimates of Area and Production of crops according to a
crop forecast calendar is finalized in consultation with the Federal
Government.

Besides following data is collected/ maintained:-

• Harvest Prices of Crops

• Land Use Statistics

• Acreage estimation surveys of all major crops
• Yield Estimation Surveys on wheat, cotton, sugarcane, rice and
maize
• Grower’s Opinion Surveys on important crops (acreage & yield)
• Agricultural Machinery Survey

• Crop Condition Survey
• Collection and maintenance of Agricultural Input Data
• Preparation and submission of fortnightly crop situation report
and weekly meteorological report

• Supply of data to Govt./Semi Govt. Dept. and Private data
users.
Adhoc Activities

Use of Information Technology:-
The nature of job of this organization is of paramount importance and
plays a pivotal role in planning and policy framing. Acquisition of
information technology has become inevitable in this light speed
redden era. To equip this organization with information technology a
computer along with printer and UPS at district level and enhancing of
computer lab at provincial level is dire need of the day. More over
mobility of staff is must to achieve reliable results.
Detail of Objective Estimates:-
The Crop Reporting Service is responsible for estimation of Area,
Production and Average Yield of Agricultural Crops in the Punjab. The
acreage and yield of Major crops viz. Cotton, Rice, Sugarcane, Maize
and Wheat are estimated through objective sample surveys, conducted
in 1100 randomly selected villages all over the Province. Estimates of
other crops are compiled through Subjective Methods based on input-
use, farmer’s interviews and assessment made by the field staff. Crop
estimates indicating area and production of all major and important
minor crops, fruits, vegetables, fodders and condiments are released

according to a Crop Forecast Calendar designed in conformity with the


requirements of the Federal Government.

Future Planning

At present this organization is conducting objectives Area and yields


estimation surveys of five major crops viz. Wheat, Cotton, Rice,
Sugarcane, and Maize. Federal Government as well as other planning
departments are emphasizing for increasing the scope for objectives
estimates of other important crops. To accomplish this it has been
planned to enhance objective surveys of Area and yield estimates of
more nine crops.

About Organization Chart


As is crystal clear from the organizational chart maximum efforts have
been made to achieve the goals with minimum staff strength. At
present Director of Agriculture, Crop Reporting Services is supervising
the organization at provincial level. Four regions each consisting of two
ex-administrative divisions has been constituted, the work of which is
being supervised by the Statisticians. At district level an Assistant
Director (Statistics) has been posted to accomplish and supervise the
survey operations. At tehsil level Statistical Officers are supervising the
survey operations. And at selected village level Crop Reporter has
been posted to conduct the surveys. In 1100 randomly selected
villages 888 posts of Crop Reporters have been sanctioned, rest of the
villages are deficient from staff. The works of these staff deficient
villages are executed by giving additional duties to Crop Reporters and
Statistical Assistants. To cope with the entrusted duties the deficient
staff very kindly be provided on top priority basis.

Project Introduction (Scope)


Our project TPS(transaction processing system) for CRS objective is to
provide facility to department to manage all record, which must be
helpful for analytical reporting .it, will provide GUI environment so that
every user can easily work on it. The proposed system will take data
stores It and produces end results. In the proposed system data must
be gathered in an organized form so that there are no chances for any
data distortion. System will also provide better securities. Data on
computers will be more secure since it will be protected by passwords
and only authorized personnel will be able to access it. By using
technology there are availability that Backups of all the documents will
be readily available incase of data loss. In order to make backups,
floppy disks, External hard disks or CDs can be used. The
transformation of the data from one station to the other station require
resource like stationary, convance, some employee that take data from
one office and deliver it target office and resource are also required for
the analysis of the system. This money can be saved if a CRS can
remain in contact with Station Offices through a system. So a system is
required that provides a platform through which a Head Office can ask
Site offices about the survey and about the result of the survey with out
any delay and the confirm and control the survey process. The main
feature of proposed project is to provide such a system which facilitates
department to search because department is Punjab based so that
searching is almost available in the project that’s why user can easily
search data In almost all fields yield search, area search, experiment
field search etc.

FEASIBILITY REPORT
The specified Feasibility report is on the basis of CRS in agriculture
department which is backbone of our country. We are going to develop
database, data warehouse and data miner for CRS.
EXTERNAL PHISIBILITY
The main scope of the project must make a computerized, efficient
system and convert manual work in to computerized form by which
efficiency, reliability and product ability can be increased.
INTERNAL PHBISIBILTY
This software must be in the favor of the higher management, All
higher authorities can easily access data and fact, hidden trends of
data and all fact and figures must be in the control of higher
management.
STATEMENT OF WORK
The specified Project will design, develop, test and implement a
database driven data miner system for the CRS that will be backed up
with the full maintenance. The first version of the system will tend to
automate only one crop (wheat) on trial basis. The complete version
will be developed in a time span of six months but the trial version will
be developed in a time span of three month.
SOCIAL FEASIBILITY
After Consideration we have also been made as to check if the system
is socially feasible or not, according to the structure to the CRS. The
conclusions reached are the follows:
1) The system would introduce an efficient customer service,
receive better customers support, it will create a friendlier and
better manageable environment like never before.
2) This system has been designed in such a way as to satisfy the
requirements of the staff members to avoid any tension and
sense of work burden on them.
3) The extremely unnecessary manpower will be cut down, as now
the computer will do most of the tasks and the overall expenses
of the CRS Department will be reduced to some extent.

4) The system designed, is based on a very user-friendly


atmosphere and for which professional, technical expertise is not
required. The staff members can be easily trained as to how to
manage the new system. It will be considered that the skill of none
of the staff members is wasted due to the introduction of the new
system
TECHNICAL FEASIBILITY
The new computerized system for the purpose of CRS (Crop Reporting
Services) is technically feasible as in the sense that in association with
Visual Studio.NET (vb.net) and Microsoft SQL server 2000 the over all
system will become east to manage. VB.NET will allow a user friendly
interface and a vast number of facilities and features to ease the
handling of data, reduce time wastage, allow quick manipulations,
allow staff of preliminary computer knowledge to run the system
smoothly, reduce to quite an extent the draw backs of the manual
system discussed previously, work as efficient back end store with
Microsoft SQL Server 2000 and last but not the least, generate
customized reports for the CRS.

OPERATIONAL FEASIBILITY
The new computerized system for the CRS will be more
manageable, easier to handle and to work with. It will be far
more efficient and quick. The hardware and software prescribed
for the system are easily available in the market at a reasonable
and feasible rate. It is less likely that the new system will be

affected by the advancing new technology in the IT field. The


system will be in process and reliable for a longer period of time
without many maintains expenses. The CRS Project along with
the records and be easily maintained and kept up to date
without hassle and confusion as in the case of the manual
system.
