2.0. Major Technical Specification: Measuring range, capability and accuracy

3 MACHINE CAPABILITIES
3.1 M/C should be capable of complete automatic inspection of precision components. It Vendor to comply
should be able to to perform inspection of all parameters on five faces of a component
from start to finish without operator's intervention in between.
3.2 The system to be capable of measurement in point to point as well as in continuous Vendor to comply

3.5 Machine to be capable of complete checking of turbines blades including dimensions, Vendor to comply

4 CONSTRUCTION FEATURES :
4.1 The machine should have rigid traveling bridge, stationary table type of construction with Vendor to comply
wrap around bearing to provide high torsional rigidity during bridge movement. X and Z
measuring system axis should be of glass ceramic or other suitable material for high
stiffness and resistance to environment .

8.3 Deviation calculation from nominal & measured curves; The difference between the Vendor to comply
nominal and the measured data in the normal vector direction is calculated as deviation.
Actual measured data (scanned) should match (without referring any staring point, if
possible) automatically with nominal data (from strak data/drawing) irrespective of
measurement done by single/multiple probing and pointing out starting position of
scanning. Best fit calculation of measured curves and output of deviations. Graphical
presentation of nominal curves , measured curves & deviations. Import of Curve data
from CAD systems & strak data in various formats: VDA, ASCII, PAB & DXF formats.

9.0 SOFTWARE FOR EVALUATION OF TURBINE BLADES (INTERFACE FOR
MEASUREMENT FOR TURBINE BLADES).
9.1 A suitable Interface shall be provided for automatic generation of checking programme Vendor to comply
for measurement of blade root & profile as per BHEL drawing requirement of
dimensions, profile and orientation to be reported in tabular as well as graphical format
indicating comparison with accepted norms with best fit option. The interface shall have
following features. :
a) The Interface shall be quiped with all internal logics for transfering the reference Vendor to comply
setting at specific position of the blade as per BHEL practice for all type of blades as
mentioned at point no. 9.1(d) upon input of certain values by the operator in the Interface
as may be deemed necessary.
b) The Interface shall be capable of accepting the profile data of blade in following ways : Vendor to comply

e) All necessary features required on the machine to meet the above capabilities for Vendor to comply
automatic generation of checking programmes shall be supplied with the machine.
f) The vendor shall provide full technical support and modification / upgradation of the Vendor to comply
Interface during the warranty period of the machine. The technical support shall include
trouble shooting through Telephone, E-mails & visit of their experts if required.

10 OPERATING CONDITIONS
The machine shall be used on shop floor with temperature 25 +_ 3 deg C and relative

Single Phase AC 220/230V, Frequency 50+_3 Hz. All machine electricals, control

15 ACCURACY TESTS
15.1 Quality Plan for detailed accuracy test procedures as per standard ISO 10360 / VDI Vendor to comply
2617 / ISO 14253 to be conducted at supplier’s works and repeated at BHEL works to be
submitted. It should include; Maximum permissive volumetric length measurement error
test as per ISO 10360-2,Maximum permissive probing error test as per ISO 10360-
2,Scanning probing error test as per ISO 10360-4, form measurement error test as per
EN12181.
15.2
All the Accuracy tests as per submitted test procedures should be demonstrated to BHEL
engineers during pre-acceptance at suppliers works and during commissioning of the Vendor to confirm & Submit
machine at BHEL, Hyderabad .

BHEL persons deputed for training will be doing pre-acceptance at vendor's works and
give dispatch clearance after satisfaction from all angles. During pre-acceptance, all
accuracy tests mentioned at point number 15 shall be witnessed by the team. Also during
pre-acceptance vendor shall carry out complete dimensional checking of the blades
16.1 mentioned in 20.1 in the supplied Interface for blade checking as per point 9.1 Further, Vendor to accept & confirm
the vendor shall demonstrate all the features of the Interface as asked at point no. 9.1(d).
The finished blade (one each) for pre-acceptance shall be handed over to the vendor at
Hyderabad, India and the vendor shall carry the blades to their works at their cost and
responsibility and same shall be returned back with the supplied machine.
Supplier to take full responsibility for carrying out the erection, start up, testing of
machine, it’s control & all types of other supplied equipment / accessories etc. Service
requirement like power, air & water shall be provided by BHEL at only one point to be
indicated by supplier in their foundation / layout drawings. Other requirements like
18.1 vendor to confirm
crane(capacity of 10 Ton only) and helping personnel shall also be provided by BHEL.
Details of these requirements should be informed / discussed by vendor and agreed with
BHEL in advance.In case crane of higher capacity is required, representative of vendor to
hire mobile crane from local sources.

20.0 PROVING OUT
20.1 After successful completion of erection and testing at BHEL. Hyderabad supplier shall Vendor to comply

measurement as per point no. 9.0 Further, all the features of the interface shall be

indicated at Annexure I. Vendor shall be fully responsible for complete checking of
blades as per drawing accuracies and other requirement specified by BHEL to the full
satisfaction. Clarification, if any, required by the vendor regarding development of
interface, prove out should be discussed and got cleared during initial technical
discussions.
21.0 TRAINING
Training of BHEL Engineers in the following field for the following period shall be
provided
(a) Software operation , - 2 Weeks
(b) Electrical, Electronic & CNC maintenance for machine & other supplied equipments
21.1 - 2 Weeks Vendor to confirm
(c) Mechanical & Pneumatic maintenance of the machine & other supplied equipments -
2 Weeks

Training charges if any shall be indicated for week basis for each discipline.
The training shall be imparted at the time of Machine Pre-acceptance tests at vendor's
works and suitable nos. of competent, English speaking experts for each area shall be pre-

22.0 SPARES
22.1 Supplier shall offer Spares for at least 2 years, two shift trouble free working of machine

Hand held Pendent Tacho- generators and rotor feed back devices individually priced.
Consolidated list of all motors, their data-sheet indicating torque, and power ratings
should be submitted alongwith the offer.
One complete drive consisting of both controller and power card, One axis feed motor
complete.
22.2 *FEEDBACK SPARES; Scanning heads for linear measuring scales-3 Nos.,

25 GUARANTEE
25.1 Vendor should offer performance guarantee of 24 months for the total system from the
date of successful commissioning / prove out and handing over. Any spare required
during guarantee period shall be arranged by the vendor free of cost and duty levied is to
be borne by the vendor. Vendor to take full guarantee of the total system including all Vendor to comply
accessories supplied alon with the machine.

26 ANNUAL MAINTENANCE CONTRACT
26.1 Vendor should offer as an option Annual Maintenance Contract charges for up keeping Vendor to submit

separately with and without spares.
27 General Requirements

29.0 MACHINE NETWORKING
29.1 Machine control should have necessary hardware & software so that it is ready for Vendor to comply
interfacing with gigbit Ethernet Local Area Network with 100MB/ sec. Speed available
on machine on UTP cables for NC program & other related DATA transfer . This
network to be connected to Wide Area Network / Internet. It should cover following
features:
29.2 The machine should appear as a node just as any other PC in the entire network Vendor to comply
(Network Neighbourhood).
29.3 The program transfer should be simple copy & paste method just as it is done in case of Vendor to comply
PCs.
29.4 The networking should be capable to transfer programs from/to machine across the Vendor to comply
network in CNC mode.
29.5 Vendor to comply
The network should be capable to transfer programs with UNIX based stations.
29.6 Vendor to comply
All necessary Anti-Virus measures shall be incorporated.
29.7 The above Networking features shall be completely demonstrated and established on all Vendor to comply
the supplied machines by the vendor during pre-acceptance at vendor's works as well as
at BHEL, Hyderabad during commissioning of the machines.
Machine should have adequate and reliable safety interlocks / devices to avoid damage to
the machine, work piece and the operator due to the malfunctioning or mistakes.
30.1 Machine functions should be continuously monitored and alarm / warning indications Vendor to confirm
through lights/ alarm number with messages (on CNC display and panels) should be
available.
A detailed list of all alarms / indications provided on machine should be submitted by the

(1) Programs shall be suitable for both ‘L” and “R” executions for drawings listed at Sl
No.s 1 to 15.
(2) Programs shall be suitable for joint blade or lock blade executions (as applicable) for Sl No.s 1 to 15.
(3 ) Drawings are representative types only. Blades will be of same shape, but different dimensions.
(4) For blades listed at sl no 1 to 5, the data entry shall be in both STRAK-UEB mode and manual mode.
(5) For blades listed at sl No 6 to 20, the data entry shall be in manual mode only.
