17:26 - Confirmed for Melanie Higgins (BClTV) that HHS has agreed to accept the Thai forensics experts in NY.
HHS has contact il"!fo and will be in touch shortly. Further follow-up should go through the taskforce until HHS
gets in contact with the Thai's.

17:02 - Received e-mail from Japanese Embassy (see unclass) requesting confirmation if we will accept JGSDF
personnel. Confirmed with Wendell Albright that the Desk has informed Embassy that we are still assessing the
situation.

15:35 - Confirmed wilh Wendell Albright (EAP/J) status of Japan offer. Desk understands that the mil-to-mil relief
teams have been rejected. Embassy and Desk would like confirmation as to the status of the Civilian relief teams.

HURRICANE KATRINA TASK FORCE

·ASSISTANCE TO FOREIGN NATIONALS

(U) Red Cross in Houston, the state designated center for Hurricane Katrina evacuees, has set up a 24/7
consular command center in the Houston Astrodome with daily briefings. All evacuees in the Astrodome now
have wristbands identifying them by status (diplomat, foreign national, or American Citizen). Although
displaced persons are now being directed to neighboring cities, all are being processed initially in Houston.
Therefore, the Department has urged foreign embassies to keep staff in Houston. New Orleans remains closed
to foreign consuls but they may travel to Baton Rouge to meet their citizens. Department has directed foreign
.embassies to register all their missing nationals at the ICRC website. The Department will coordinate
emergency cases with the U.S. Coast Guard. (Hurricane Katrina Task Force, DS/OFM Houston)

FOREIGN ASSISTANCE

(U) New offers of assistance have included:


• China has sent $5 million in cash to the U.S. Government, and offered a plane Ioad of medical and other
relief supplies;
• FEMA has accepted the offer of Greek cruise ships and MREs;
• Qatar has pledged $100 million in cash;
• Netherlands offered water pumps! treatment (60,000 L. per day) and a hospital ship with a helicopter
platform;
• HHS has reviewed and accepted a list of medical supplies offered by Canada;
• Afghanistan - President Karzai has pledged $100,000 in cash;
• India has pledged $5 million that will be sent via the JeRe, along with supplies.

(U) The U.S. may need to request commercial grade hydrogen, a key component of steel production. The only
U.S. producer is in New Orleans and is no longer operating. The nearest international supplier is in Canada.

(U) Two DS officers based in New Orleans were evacuated to Houston. They have now joined a team of25 DS
agents who are on their way by road from Houston to Baton Rouge. They will attempt to assess

Special Press Briefing on International Offers of Support

Following Hurricane Katrina

Mr. Harry K. Thomas, Jr., Executive Secretary of the Department of State, will brief the press on the State
Department's role assisting in the coordination of international offers of support in the wake of Hurricane Katrina. The
briefing will be OFF.CAMERA, on the record, and will begin at 10:30 a.m. on Wednesday, September 7, in the State
Department press briefing room (room 2209). .

Press may attend upon presentation of one of the following press credentials: (I) a U.S. Government-issued
identification card (Department of State, White House, Congress, Department of Defense or Foreign Press Center). (2)
a media-issued photo identification card, or (3) a letter from their employer on letterhead verifying their employment as
a journalist, accompanied by an official photo identification (driver's license or passport).

OUTSTANDING ISSUES

Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.

French Polynesia: Offer of 100 troops declined. No "no" cables now going out. AJdac on refusal of assistance offers
likely, but make sure TF US-1 shift coordinator knows.

Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified.

Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10,000 to the Samoan
chapter of the Red Cross who should forward it to the American Red Cross. Samoan chapter of the Red Cross who will
forward it to the American Red Cross. Desk will need to follow up so that acceptance cable (already drafted) can go out _
after acknowledgement of receipt of donation.

Thailand: 1) The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is
working with HHS to find a way for the team to at least tour the region with a Thai delegation. 2) Confirm the FEMA has
given final approval for the gift of the com and notify Susan Sutton, PolCouns in Bangkok as well as Melanie Higgins, Thai
desk officer (7-0036). The approval is needed before the Thailand ships the com to little Rock Air Force Base. OFDA rep
follOWing up on the approval, EAP rep to notify Embassy Bangkok and Thai desk Officer.

08:30: laos: BCEl will convert bank draft for $25,000 wIthout bank fee. OF-158 will be generated by bank after receipt
of check. Funds will transfer to fund cites provided in State 164963.'

EAP Regi~n Offers of Support for Hurricane Katrina Relief Efforts

Korea

The South Korean government is prepared to provide assistance, in cash or


in kind, either through FEMA or through the Red Cross. They have already
attempted to contact the American Red Cross, but don't yet have a response
to their offer. The ROK is also prepared to send a rescue team of 30-40
members to the stricken area, if that kind of assistance is needed.

ROK Embassy has been given contact info for S/ES CMS, but we are ready
to facilitate any direct communication with FEMA and the Red Cross if that
is preferable.

China

China has provided a $100,000 check to Charge Sedney in Beijing to pass to


the American Red Cross September 1.

Australia

Australia has offered to send two "community recovery experts" from


Emergency Management Australia to help in the recovery from Hurricane
Katrina.

Japan

The Embassy of Japan has been in contact with EAP/J, NSC, FEMA, and
the American Red Cross. We expect the GOJ to make a financial
contribution directly to the American Red Cross; as of 2:00pm local we have
not received info on how much it will be, but hope for an announcement on
Friday September 2 (Tokyo time).

The Japan International Cooperation Agency (llCA -- their equivalent of


USAID) maintains a stock of emergency relief supplies in Florida -- blankets,
generators, tents, and bottled water. Normally used for relief in Latin
America and the Caribbean, the GOJ has offered to release some of those
stocks to the US. As is the case for om: system, that would first require a
formal request from the appropriate agency - presumably FEMA - for

assistance. FEMA's Acting Director for International Affairs Casey Long is


aware ofthe GOJ offer, and promised to get back to the Japanese Embassy.

EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offer
of in-kind assistance, if possible. The GOJ remembers the assistance we
provided after the earthquake in Niigata in October 2004. That included
. $150,000 in disaster relief assistance and supplies provided and flown in by
US Forces Japan.

New Zealand

New Zealand Ministry of Foreign Affairs has conveyed condolences and


noted GONZ is ready to help "in any way as needed." NZ MFA noted New
. Zealand firefighters had assisted the U.S. in previous natural disasters as an
example. No follow-up on this end as yet. (Wellington 668)

Indonesia

IN additoin to the public statement of condolence issued by President


Yudhoyono, his spokesman privately conveyed condolences directly to EAP
front office (DAS Eric John) and asked whether the SBY administration
could be of any assistance.

Singapore
The government of Singapore has offered the services of three CH-47
Singaporean Air Force helicopters attached to the Texas National Guard as
part ofa long-term training arrangement. As of 16:00, one Ofthe CH-47s
had arrived at Fort Polk and the other two were en route. Singapore has
offered the use of these assets for up to two weeks if necessary. They have
been in touch with FEMA through the Texas Air National Guard.

(U) The USG identified forensic assistance asa top priority. Several foreign governments offered-
forensic assistance, including Germany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (I'askForce e-mails, telecons)

(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia. China, Egypt, Thailand, Spain, and Canada
for relief supplies, generators, fuel. and energy expertise. Canada and Mexico also deployed convoys,
including planes, helicopters. ships. trucks, crews. divers, and relief supplies. TRANSCOM will
transport water pumps from the Netherlands and Gennany. India and Pakistan offered money and other

China has sent $5 million in cash to the U.S. Government, and offered

1. China Pol Counselor Jia called around 1230 re China's donation of goods. They've
chartered two 747s to make delivery to a place to be designated by the U.S. He wants to
know what info we need from him and where they need to send the materiel. Got a
diplomatic clearance sheet to share with Mr. Jia. Ryan informed that arrival/distribution
point nqt yet named, but Chinese need to go ahead with request for diplomatic clearance
first anyway. .

Called Jia back several times at office and via cell phone between 1200 and 1315; no
response so left voice mail. Also called HuLihua, Chinese Embassy point man on Hurricane
Katrina issues, at 1300 and explained situation; he said he would ask Jia to call back.

Finally reached Jia; at 1430, per his request, faxed him a brief outline of the info
necessary for requesting a diplomatic aircraft clearance for hurricane relief supplies.

PolCouns Jia confirmed that the Chinese Embassy in Washington has wired the deposit
information regarding their US$5 million relief donation to the Treasury account in New
York; he said that as far as he knew there was no problem, but added he wasn't sure there
was anyone there to receive/act on the wire so we'll see tomorrow if this worked.

2. Mid-afternoon got a call from Amanda Curtis at AmEmbassy Abu Dhabi (UAE), calling to
confirm that their three cables concerning the UAE response to Hurricane Katrina had been
received. Found three cables from Abu Dhabi and informed Curtis.

3. 1445 Yet another message from the Tunisian Embassy, this time from Air Attache Sr.
Col. Taieb Laajimi, saying they really need to know the destination of the two C-130s they
want to send. Will get back to him saying that hasn't been decided yet.

to the American Red Cross and offers of other assistance assistance with Hurricane relief operations (Canberra

The Korean Foreign Ministry is pressing for a response to the ROKG;s offer to send a 40-person search and
rescue team. It is organizing a charter flight to carry 100 tons ofin-kind assistance the ROKG hopes could leave
Korea September 10 and arrive in the U.S. the same day. A l2-person team of officials form the Korean
Consulate in Houston and volunteers from other Korean government offices in the U.S. has set up an office in
Baton Rouge to assist Korean nationals displaced by Katrina. The cash porton ofKoreaa's pledge ofUSD30
million will be transmitted directly to the UY.S. Treasury; the process will take several weeks as it needs to pass
through a pro-forma budget process and be approved by the National Assembly (Seoul 4033)

Singapore has deployed 3 Chinook helicopters and 38 personnel to support relief operations. The GOS wants to
send 4 additional personnel to augment the helicopter detachment, now operating out ofFt. Polk, Louisiana.

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance.· Travel in and around the disaster area is both

1. (C) Summary. Chi~a has offered assistance to help the United States cope with the
aftermath of hurricane Katrina. Offers include medical teams and supplies. President Hu
Jintao has also offered to bring supplies with him on his airplane, leaving Beijing at
3:00 p.m. local time on Monday September 5 for his visit to the United States. China
requests a U.S, Government iesponse to its offer by opening of business on Saturday,
September 3. End Summary. '

2. {C} MFA Director General He Yafei contacted Charge d'Affaires on september 2 to offer ,
again Chinese President Hu Jintao's personal sympathy and condolences to the President and ,I
to the American people for the calamity created by Hurricane Katrina.
DG He continued that President Hu has also personally expressed a desire to offer
assistance, including medical teams plus a team to fight epidemics. China would like to
know how many teams the United States would like, plus where and when China should send
them. President HU has also offered to carry relief supplies to the United States on his
airplane, which is scheduled to take off from Beijing at 15:00 hours on Monday September 5
for his visit to the united States. The Chinese are offering to bring blankets and tents
along with any materials the United States requests, and have asked for guidance on
facilitating customs clearance.

"China would like to know how many teams the United States would like, plus where and when China should
send them. President Hu has also offered to carry relief supplies to the United States on his airplane, which is
scheduled to take off from Beijing at 15:00 hours on Monday September 5 for his visit to the United States. The
Chinese are offering to bring blankets and tents along with any materials the United States requests, and have
asked for guidance on facilitating customs clearance." . .

One other thought is we could suggest an exchange of dip notes, i.e., they send one saying how pleased they were to'
provide x # of blankets, etc., and we reply with a note that confirms receipt and thanks them. Not sure if that would satisfy
them, but it might be more consistent with how we normally do things.

they have no objections to our signing this document, which they are considering basically to be a receipt and not an
international agreement.

The Chinese have made clear that they want a signature on a document signed by their Ambassador here and an
appropriate USG official. A cable will not satisfy them.

Any further thoughts on who would be the appropriate person to sign such a document?

One other thought is we could suggest an exchange of dip notes, l.e., they send one saying how pleased they were to
provide x # of blankets. etc., and we reply with a note that confirms receipt and thanks them. Not sure if that would satisfy
them, but it might be more consistent with how we normally do things.

If there's no cable acknowledging our acceptance of the material assistance provided by China. EAP should work with the
TF to provide that cable so there's a formal record of what was accepted. Perhaps the cable would be enough for the

Just got off the phone with the Task Force EAP watch, arid they informed me that there will be an 11:00 meeting between
eMS, DHS and FEMA to go over what has been offered and start the process of deciding what FEMA needs immediately
and in the mid-term. That will result in some taskers back to the field for those concrete offers we have on the books so
far.

They're aware of the need to get back to Beijing this afternoon on Pres. Hu's offer to hand carry relief supplies for the

Well, after a long day of phone calls, it turns out that ONEMI was not/not
able to get all of the information together today in time for the shipment to take off
tonight. We agreed to start speaking again tomorrow morning to examine possibilities for
a Thursday evening departure. They know we need confirmed flight numbers before we can
grant final approval. }

I have more information - but still not all - from ONEMI on the shipment measurements. I
have updated and attached to movement request form.

ONEMI has called and provided us with the total size of their donation shipment:

Weight - 3,000 Kilos


Volume - 24 cubic meters

I have started to fill out OFDA's flight movement request form, but we are still missing
data on the smaller, detailed measurements. ONEMI said they would give us the rest of the
details on Wednesday 'morning.

At this point, they are looking to send this shipment to the U.S. on a LanChile flight
from Santiago to Miami and then transfer the pallet(s) to an American Airlines flight to
Dallas. They seem ready to go tomorrow evening (the flight leaves around 8:30 PM) but
they will not take any action until we give them the final go-ahead.

Questions for OFDA:

Once we fill in the blanks and send the final form to you, how long will you need to
approve?

They have also asked how and to whom this shipment should be addressed. Do you have any
guidance on that for us?

Yafel contacted the DCM on September 23 to reiterate PRC
President Hu Jintao's offer to provide assistance to the
United States in times of natural disasters. suggesting that
such assistance might be useful to address potential damage
to the Gulf Coast from Hurricane Rita. DG He also expressed
concern about the safety of Chinese personnel at the Chinese
Consulate General in Houston and asked the USG to provide
, protection to these individuals in accordance with the Vienna
Convention. The DCM thanked DG He for the PRC's offer of
assistance and assured DG He that the State Department has
. been in touch with the Chinese Embassy in Washington
regarding cooperation to ensure the safety of Chinese
Consulate General Houston personnel affected by the
hurricane.

Embassy Beijing Acting DCM James Van Laningham called at about 0500 EDT and advised Chinese FM is pressing post
to better define needs so that they may finalize their assistance package. In addition to the $5M, they are also proposing
to send a medical treatment team and various supplies as needed. The Chinese expressed an urgent need for a
response within the next hour. The Watch advised the TF will open at 0700 EDT and a VTC will convene at 1100 EDT to

2. (C) China has offered a monetary contribution of


USD 5 million for emergency relief assistance. The
Chinese have requested a United States Government
. account number so that they can make this cash
donation by wire transfer. (Note: Embassy has given
the Chinese the account number of the United States
Disbursing Officer (USDO) at the Bank of China in .

Offer: A Dedicated Cargo Planeload of Relief Supplies

3..(C) China has also offered to send in-kind relief


by airplane to the United States. China is offering
to send tents and blankets. Does the USG need these?
If not, please suggest alternatives. China has also
asked where the airplane carrying supplies should go
and for gUidance on customs clearance of relief items.
(Note: This planeload of relief supplies apparently
replaces the previous offer to carry supplies aboard
President Hu Jintao's airplane (Reftel A).

4. (C) China would like to send a medical team to


the United States. The Chinese Government has asked
whether the United States needs a team and. if so,
which medical skills the team should have. (Note: At
16:40 hours Beijing time, the Chinese asked the USG to
decide within an hour what kind of team the Chinese
should send. AlDCM explained that because of the time
difference with Washington, D.C.• no one would be
available to provide an answer that quickly. End

5. (C) The Chinese Government probably plans to make


a public announcement of its offers of assistance this

"China would like to know how many teams the United States would like, plus where and when China should
send them. President Hu has also offered to carry relief supplies to the United States on his airplane, which is
scheduled to take off from Beijing at 15:00 hours on Monday September 5 for his visit to the United States. The
Chinese are offering to bring blankets and tents along with any materials the United States requests, and have
asked for guidance on facilitating customs clearance." .

Right now, we just want to make sure if US Embassy is a good channel to help collect and divert the funds being
raised, and from your following email it sounded very positive. However, we will need to inform our partner China
Foundation for Poverty Alleviation (CFPA) on your following response, and they will also need to get the s~gn off from
their affiliated authority, the State Council of Poverty Alleviation, and MOFA on this idea before we can finalize using
the US Embassy channel. The campaign started yesterday and will end on September 26, and I would be in touch
with you in the next weeks and to discuss any new developments and the nextsteps.

guidance on how to handle financial donations from private citizens to the USG. Embassy suggests that a wire
transfer mechanism be in place to receive private contributions. Embassy Tokyo has received envelopes of cash
arriving at the embassy; offers of cash donation from municipal governments in Japan; and, a private Japanese
citizen who plans to come to the embassy on Wednesday to deliver a $1million dollar donation. The individual
wants to donate to the USG, not the Red Cross or an NGO. Post expects significant press coverage of the
donation and request urgent guidance. Forward to RM for action, with CC to EAP.

FOLLOW UP to Embassy Seoul: Dan Larson called back and was advised that no change from previous
instruction that all foreign in-kind donations must be vetted by FEMA. If the Koreans could provide additional
delails on their offer of a reconstruction team, the request could be properly evaluated. Larson hoped that S
would be able to call to thank Korean officials.

for financial contributions from foreign govts. EAP rep advised him that TF-1 was unable to verify the correctness
of the ABA routing # as several other posts reported problems: there appears to be one digit too many in the
ALDAC data. SUbsequently, Embassy Abu Dhabi and Manama sent emails to TF-1 with correct information.

Embassy Bangkok poJoffJim Cole called to report that Thai Foreign Minister Kantathi has a pre-arranged call with
the Secretary at 7:30 am EDT today Sept 6. The Foreign Minister will raise the Thai offer of medical teams for
Hurricane relief, and will be pressing for an official USG response to the Thai offer.

Acting DCM Jim Vanlaningham, Embassy Beijing, called to report the Ministry of Commerce has given him a
copy of a short list of supplies which will be carried on the Chinese 747 ready to depart Beijing. The Chinese
have received the USG message to hold off on relief shipments for now, but the Chinese want the plane to depart
Beijing at noon Wednesday, (Beijing time), and report that the FAA has told them that Houston would be the
destination airport. Chinese officials are frustrated with USG delays and have asked post if other foreign relief
flights are being accepted. Post wants a more definitive response to be able to give Chinese officials.

we can follow up over the week. Please instruct Embassy Bangkok to approach GOT. A couple ofpoints as of
now 4:40 pm Sunday (subject of course to change):

Mr. Hu from Chinese Embassy called. Bank of China in Beijing is trying to transfer funds-to Treasury NYC

taskforce. Note: no other foreign governments appear to be complaining that this routing number is wrong, so

Korea

(9/1) The South Korean government is prepared to provide assistance, in


cash or in kind, either through FEMA or through the Red Cross. They have
already attempted to contact the American Red Cross, but don't yet have a
response to their offer. The ROK is also prepared to send a rescue team of
30-40 members to the stricken area, if that kind of assistance is needed.

FEMA hasn't yet provided State with guidance on what is needed; they've
indicated they don't want search-and-rescue teams traveling to the area
unless carefully coordinated.

ROK Embassy has been given contact info for SIES CMS; but we are ready
to facilitate any direct communication with FEMA and the Red Cross if that
is preferable. .

China

(9/1) China has provided a $100,000 check to Charge Sedney in Beijing to


pass to the American Red Cross September 1.

(912) On 1 September, China expanded their offer; adding a TBD number


of medical teams and supplies (blankets and tents) as possible
contributions. Chinese President Hu Jintao also offered to bring supplies
directly on his aircraft when he visits the U.S. Monday, Sept. 5. Embassy
Beijing is waitingfor instruction on that offer.

Australia

(9/1) Australia has offered to send two "community recovery experts" from
Emergency Management Australia to help in the recovery from Hurricane
Katrina. .

(9/2) PM Downer ofAustralia announced overnight it will contribute $7.5


million USD to the Red Cross and a n emergency management team,
specializing in disaster recovery and victim identification, to the effort. An
additional 15-20 person team may be dispatched if necessary.

Japan

(9/1) The Embassy of Japan has been in contact.with EAP/J, NSC, FEMA,
and the American Red Cross. We expect the GOJ to make a financial
contribution directly to the American Red Cross; as of 2:00pm local we have
not received info on how much it will be, but hope for an announcement on
Friday September 2 (Tokyo time).

The Japan International Cooperation Agency (JICA -- their equivalent of


USAID) maintains a stock of emergency relief supplies in Florida -- blankets,
generators, tents, and bottled water. Normally used for relief in Latin
America and the Caribbean, the GOl has offered to release some of-those
stocks to the US. As is the case for our system, that would first require a
formal request from the appropriate agency - presumably FEMA - for
assistance. FEMA's Acting Director for International Affairs Casey Long is
aware of the GOJ offer, and promised to get back to the Japanese Embassy.

EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offer
of in-kind assistance, if possible. The GOJ remembers the assistance we
provided after the earthquake in Niigata in October 2004. That included
$150,000 in disaster relief assistance and supplies provided and flown in by
US Forces Japan.

offered the use of these assets for up to two weeks if necessary. They have
been in touch with FEMA through the Texas Air National Guard.

to be returned to Little Rock for USDA and FDA approved, and pending approval, the vegetarian MREs
would enter the distribution system. The option ofbreaking down the MRE packets and removing the
meat products is being explored.

Commodity movements:
Thirty planes with relief supplies from abroad have arrived in the U.S., and 119 countries have offered
assistance. Two trucks oftents and tent structures from China are expected to depart from the Little

within the relevant Homeland Security Emergency Support Function (ESF) cells. The UN team
conducted assessments in Louisiana and have determined that four team members (health, logistics, and
planning experts) will remain for the next two weeks to assist U.S federal and state officials. Four UN
assessment team members departed September 13. Two UN staff members are assessing health center
locations in Louisiana today (more information to follow). USAID staff is facilitating contact between
three UN logistics and planning staffand the New Orleans Parish Liaison Coordination Team today,
following a request by the parish for this expertise.

contributions being sent to the embassy. The embassy's Medan office has received a check from a local
theological school in Medan (approx $25,000. denominated in local currency. rupiah). This is intended as a
reciprocal gesture in response to U.S. assistance to Sumatra following the tsunami. I informed him that the aldac
cable information on financial contributions was geared more toward the receipt of govt-to-govt contributions and
private contributions were being channeled to NGOs or the www.bushclintonkatrinafund.org website. However,
the post was in receipt of this contribution. RM will need to provide guidance on disposition of these funds and

Acting DCM Jim Vanlaningham, Embassy Beijing, called to report the Ministry of Commerce has given him a
copy of a short list of supplies which will be carried on the Chinese 747 ready to depart Beijing. The Chinese have
received the USG message to hold off on relief shipments for now, but the Chinese want the plane to depart
Beijing at noon Wednesday, (Beijing time), and report that the FAA has told them that Houston would be the
destination airport. Chinese officials are frustrated with USG delays and have asked. post if other foreign relief

principle:' Mobile medical team will consist of 80 - 100 persons; approximately 10 - 20 registered nurses and the
remainder are Thai Army doctors. Supplies of medicines, rice and other consumables will be sent along with the
mobile medical team. Timeframe of delivery of mobile medical team and supplies is approximately one week;
PolCoun Nopakun noted most likely Saturday, September 10. Nopakun requested information on where team and
supplies should be delivered. .

• Recommend Thal Government contact US Embassy in Bangkok via formal channels and propose. Will

this to the USG via a note to Embassy Bangkok. This will give us the important details of their offer so that we can
follow up over the week: Please instruct Embassy Bangkok to approach GOT. A couple ofpoints as of now 4:40

Australian embassy called and inquired if permission had been granted to allow consular access to New Orleans.

Announcement by Taskforce Coordinator that FEMA has requested that additional shipments of relief supplies be
postponed. Called David Atkinson to inform bureau .. Bob Goldberg and Jim Keith have been notified. Bob will call
Chinese embassy and explain that, for now, the lwo 7475 (scheduled to depart Beijing September 71ceal time)
will need to remain in Beijing for the time being .

Mr. Hu from Chinese Embassy called. Bank of China in Beijing is trying to transfer funds to Treasury NYC
account and is encountering problems. Routing number cited by bank is consistent with State 163278: 02010-
3000-4. Called RM Duty Officer (cell phone off) and asked them to have RM confirm routing # and inform
taskforce. Note: no other foreign governments appear to be complaining that this routing number is wrong, so
most likely this is a transient technical problem with the Bank of China.
