INTRODUCTION

We are passing through a phase, which is witnessing an unprecedented growth in the


number of aspirants for university education. This is also an era of emergence of new areas of
knowledge.
It is the resolve of the State to enable 20% of the 18-22 age-group to enter the campuses
of the Indian universities in the 11th plan period. A large number of first generation learners are
entering the portals of universities. This has been possible due to consistent efforts by society to
ensure enrolment from social groups like the Scheduled Castes, Scheduled Tribes, Other Backward
Classes, women, minority religious communities and other economically depressed groups, mostly
coming from the rural areas. Their entry into the hallowed spaces of higher learning have critically
changed the way we have been looking at the goals and direction of the policies and institutional
framework of higher education. With the entry of a large number of first generation university goers,
the very profile of the university campus, which has remained unchanged since the colonial times,
would be transformed. There is an urgent need to further democratize universities to make them more
equitable and inclusive places. At the same time, universities should be able to excite the creative
imagination of the young minds and create an ambience which helps generate diverse kinds of
creative and academic innovations. Issues of access, equity and social justice have to be considered
concomitantly with the need for fostering quality and excellence so as to develop a creative and
innovative human resource base.
Introduction of Credit-semester system in our University from 2009-10 academic year
onwards must now be reinforced with complementary changes. Revitalizing the idea of university in
an entirely new egalitarian context is the primary purpose of Single Window System (SWS) of
admission called Centralised Allotment Process (CAP). CAP provides the students with an
appropriate awareness and understanding of the programmes provided by the affiliated colleges under
the University. It helps the students to judiciously choose the right one from the wide range of
programmes with utmost freedom. It is introduced as a safety rail to prevent students from being
incapacitated in many ways. CAP assures the students not only transparency in admission
procedure, but also provides an opportunity to pursue their area of interest / specialized subject with
greater degree of independence than is customary at the undergraduate level, setting one’s own
learning objectives within the framework of the programme. This was often overlooked in the
traditional admission procedure, which resulted in a lot of discrepancies in the learning experience
as well as the admission procedures.
The greatest advantage is saving of time. The students need to submit only one
application and can track its status on-line. CAP eliminates manipulation at all levels. The students
are thus provided an excellent opportunity to choose a right programme as well as an institution of
their choice without fear or favour. The placement of the candidate in various programmes and
institution will be according to their choice, merit and socially determined norms. The
marks/Grades at the Plus Two level decide the eligibility for admissions to the degree programme.

It also cuts a lot of unnecessary expenditure of money incurred by way of submission of separate
applications in multiple institutions. Only one application needs to registered on-line for opting
multiple programmes/colleges on preferential basis. CAP thus eliminates anxiety and unnecessary
visits to institutions to enquire about the admission status.
The admissions under cultural/sports quota for outstanding students are decided by the
respective colleges in the best interests of students and the institutions concerned who excel in
respective fields. Admission to seats reserved for physically challenged candidates are also done by
the respective institutions. CAP assures that the seats under reservation for SC/ST/physically
challenged candidates are exclusively allotted to them. In other words, CAP ensures social justice.
CAP never infringes on the right of any stake holders in higher education. It only empowers all
sections - the academic community - through rule based, transparent and state-of-the art delivery
system.
CAP showcases the menu of choice of programmes and colleges before the student
community. It advises the students on the management of their plans to complete the programme to
the best. The greatest advantage is that it allows the students to select and specialize in particular
aspects of their chosen subject of study. The students are thus benefited in a big way, by combining
transparency and freedom to select subjects of their choice.

1. Classification/Categorization of Seats: Seats available in Govt./Aided/Self-financing affiliated colleges


and Self Financing programmes in Aided Colleges are mainly classified as Merit seats, Community seats
(applicable only in aided colleges) and Management seats. (The list of institutions, the number of seats
available etc are given in Annexure II)

1.1 Details of seats that come under the ambit of Centralised Allotment Process(CAP):
i. Govt. Colleges: Total seats available in government colleges
ii. Aided Colleges: Open quota seats, seats earmarked for SC/ST candidates
iii. Unaided Colleges/ Unaided programmes conducted in Aided Colleges: 50% of the total seats
including seats reserved for SC/ST/SEBC

1.2 The remaining seats under community quota (Aided Colleges only)/management quota (Aided and
Unaided Colleges and Unaided Programmes conducted in Aided Colleges)/sports and cultural quota
seats and seats reserved for persons with disabilities (PD) (all affiliated Colleges) shall be filled by the
educational agency concerned.

2. RESERVATION OF SEATS

2.1 Types of Reservation: Out of the total Merit Seats available in Govt./Aided/Self Financing affiliated
colleges for various UG Programmes, seats will be reserved for different categories under the following
main items:
i. Reservation for nominees
ii. Reservation for Persons with Disabilities
iii. Special Reservation and
iv. Mandatory Reservation

2.1.1 Reservation for Nominees: An additional seat for each programme in affiliated Arts and Science
colleges shall be created exclusively for the purpose of accommodating students sponsored by the
Union Territory of Lakshadweep. This seat shall not be filled up by other candidates. The Head of the
institutions should forward the list of such candidates admitted, separately to the University, immediately
after admissions (U.O. No. Ac.AI/3/2761/06 dated 20.7.2006). Such applicants should apply directly
to the colleges concerned.

2.1.2 Reservation for Persons with Disabilities (PD):


3% of the seats are reserved for candidates with disabilities for all programmes. 1% (one percent of the
seats in UG Programmes) of seats shall be reserved for each of the three sections of the physically
handicapped (Blind, Deaf and Orthopaedically Challenged) with provision for interchange of seats, if
candidates are not available in a particular category in an year.
The selection of candidates under this category will be based on the rank in the inter-se merit list
and physical suitability, and not on the basis of the degree of disability.
‘Person with disability’ means a person suffering from not less than 40% of any disability as
certified by a Medical Board constituted for this purpose. Candidates who have a minimum of 40%
disability alone will be eligible for this quota.
Candidates seeking admission under PD category should attach with their application form, an
attested copy of the ‘Certificate of disability’ issued by a District Medical Board or bodies of higher status,
certifying the degree or percentage of disability.
No reservation of seats is allowed for Blind candidates for Science subjects.
(The applicants under PD quota should apply directly to the colleges concerned).

2.1.3 Special Reservation: The seats reserved under Sports Quota and Cultural Quota come under this
category. Such students should apply directly to the colleges concerned. They can also apply in CAP
to be considered in the general allotment.
2.1.4 Sports quota: Two seats in each programme (Interchangeable) shall be
reserved for candidates with outstanding records in sports & games.

A minimum of one seat shall be given if there are no sufficient seats. The applicant for admission to
the reservation quota should have represented at least the district Sports Zone.
Preference shall be given to Sportsmen who have represented the State/National School Meet over
the sportsmen who have represented the District/School. The applicant will produce the Certificate from the
Honorary Secretary of the State Association of the event concerned to prove District representation.
The following guidelines shall be followed in determining merits in sports for admission to the UG
programmes.
Marks shall be awarded to the Ist (Winner or the Winning Team), Second (Runner up or Runner up
team), third (third place) and participation as :

2.1.5 Reservation of seats under Cultural Quota One seat for each degree programme shall be reserved
for students who excel in Youth festival recognised by Director of Public Instruction (DPI). The
selection shall be made from among the applicants for the cultural quota on merit as follows.

v. The Principals after admitting the eligible candidates under sports, cultural quota and
PD quotas should inform the University with details of admission so as to enable the
University to deduct an equal no. of seats from the General Merit quota.
3. Mandatory Reservation :
3.1 Government Colleges : Leaving the seats set apart for Persons with disabilities, the remaining seats
for each programme will be distributed as per the G.O.(Ms) No.107/08/H.Edn dated 30.8.2008.
Students should apply in CAP for admission in Govt. Colleges.

*For the limited purpose of reservation, under this category, candidates belonging to all those
communities which do not enjoy communal reservation will be eligible. Candidates who wish to avail
reservation under EBFC will have to produce the Certificate that they come under the Below Poverty
Line (BPL) category of forward communities from the local bodies concerned and community
certificate from the village offices.
3.2 Aided affiliated Colleges : The seats for each programme will be distributed as per the existing
pattern given below.

The seats under community quota shall be reserved for students of the community to which the
college belongs and such seats shall be filled on the basis of merit. The seats under management quota
shall be filled by the management from among candidates of their choice.

3.3 Self Financing Affiliated Colleges/Self Financing programmes in Aided
Colleges In Unaided Colleges and Self Financing programmes conducted
in Aided Colleges, 50% of the total seats shall be filled by the
management from among candidates of their choice provided they
satisfy the eligibility conditions. The remaining seats (50%) shall be distributed and filled as
detailed below:

For admission to seats coming under merit category students should apply in CAP. The
open quota seats in Govt/Aided/Unaided colleges will be filled purely on merit basis irrespective of
the category/community to which the candidate belongs.
3.4 Constituent Colleges Owned and Controlled by the University:
In Constituent Colleges Owned and Controlled by the University, 5% of the total seats shall be filled
from among NRI candidates and 5% of the total seats shall be filled from among the kin of University
Employees provided they satisfy the eligibility conditions. The remaining seats (90%) shall be
distributed and filled as detailed below:

4. CLAIMS FOR MANDATORY RESERVATION AND CERTIFICATES TO BE PRODUCED

(i) Claims for Mandatory Reservations must be made by a candidate at the time of submission of
application, with supporting documents as required.
(ii) The claims for mandatory reservation once made in the Application form cannot be altered by
the candidate under any circumstances.
4.1.1 Claim for Communal reservation under ‘Socially and Educationally
Backward Classes’ (SEBC): Reservation of seats to the Socially and
Educationally Backward Classes will be in accordance with the provisions
contained in G.O.(P) 208/66/Edn. dated 2.5.1966, as amended from time
to time.

(a) Candidates belonging to Socially and Educationally Backward Classes as per G.O. (P)
208/66/Edn. dated 2.5.1966, whose annual family income (i.e. annual income of all members in
the family from all sources taken together) is up to Rs.4.5 lakhs per annum (Rupees. Four lakhs
and fifty thousand only per annum) are eligible for reservation under this category. The
certificate should not have been issued earlier than 12 months prior to the submission of
application. Only the claims of the candidates of those communities that are included in the list
of communities will be considered.

(b) Candidates belonging to Ezhava, Muslim, Other backward Hindus, Latin Catholic other than
Anglo Indians and Other backward Christian communities, claiming reservation under SEBC
Quota should invariably produce both ‘Community’ and ‘Income Certificates’ obtained from
the Village Officer concerned. The attested copy of the above certificates should be attached
with the application. Candidates whose annual family income is above Rs.4.5 lakhs are not
eligible for reservation. The seats unavailed by SEBC category candidates will be allotted under
open quota.

4.1.2 Claim for Reservation under Scheduled Castes/Scheduled Tribes Quota


Candidates claiming reservation under Scheduled Castes/
Scheduled Tribes Quota should obtain caste/community certificate from the Tahsildar.

4.2 OTHER GENERAL RULES FOR MANDATORY RESERVATION :


The seats unavailed by the SC candidates will go to ST candidates and
vice versa.

4.2.1 The seats reserved for SC/ST shall be renotified twice through print media. If such seats are
remaining vacant after re-notification, the seats shall be filled as detailed below.

4.2.2 Government/Aided Colleges Except Colleges run by aided backward minority


Communities/Unaided colleges

The unfilled seats shall be filled up from candidates
belonging to OEC and in their absence, candidates belonging to SEBC. The
seats that further remain unfilled will go to the open quota.

4.2.3 Aided Colleges run by backward minority communities


The unfilled seats shall be filled on the basis of the merit as per the rank list from among the
applicants of the backward minority community, which runs the college. If seats still remain
unfilled, it will be filled as detailed at para 4.2.2.

4.2.4 Claim of OEC candidates against the un-availed seats of SC/ST candidates:
Other Eligible Community (OEC) candidates who claim allotment to the un-availed seats,
if any, under SC/ST quota should furnish community and income certificates obtained from the
Village Officer concerned. Those OEC candidates whose annual family income is up to Rs.4.5
lakhs alone are eligible for such seats. Candidates belonging to other eligible communities are
exempted from payment of fee at the time of allotment to UG Degree Programmes under
Government/Community quota irrespective of annual family income as per
G.O (Ms) No.36/07/SCSTDD dated 03.07.2007. They should provide Community
Certificate from the Village Officer in the Application form.

5. ELIGIBILITY FOR ADMISSION

5.1.1 Academic eligibility should be satisfied as on the last date of submission


of academic data.

5.1.2 If an applicant for admission is found to have indulged in ragging in the


past or if it is noticed later that he/she had indulged in ragging, admissions shall be refused
or he/she shall be expelled from the educational institution.
No candidate shall be admitted to the degree programme unless he/she shall possess the
qualifications and minimum requirements thereof.

5.1.3 BA Degree Programmes


Admission to all BA Degree Programmes except BA Sanskrit/Tamil programmes under the faculties of
Language & Literature and Social Sciences shall be open only to candidates who have passed plus two
or equivalent examination or an examination accepted by this University as equivalent thereto. For BA
Sanskrit programme in addition to the above qualifications, candidates should have working knowledge
in Sanskrit and studied Sanskrit at least at SSLC or equivalent examinations. For BA Tamil programme
in addition to the above qualifications, candidates should have working knowledge in Tamil and
studied Tamil at plus two or equivalent examinations.

5.1.6 Programmes Under Faculty of Science


Admission to all B.Sc Degree programmes except new generation programmes shall be
open only to candidates who have passed the plus two or equivalent examination or an
examination accepted by the University as equivalent thereto with the main subject they
propose to offer for the B.Sc programme as one of the subjects. The eligibility criteria for
admission to conventional programmes and new generation programmes are given below.
1. B.Sc. Aquaculture:- A pass in Plus Two or equivalent examination with Biology, Physics
and Chemistry as optional, recognized by M.G. University.
2. B Sc. Food Technology and Quality Assurance: Candidates who have passed plus two
or equivalent examination with at least one of the following as an individual subject of
study: Physics, Chemistry, Mathematics, Biology / Home Science.
3. B Sc Botany: Candidates shall be required to have passed the Plus Two/equivalent
examination with Biology as one of the optional subjects at plus two level.

10. B.Sc. Computer Science: Candidates shall be required to have passed the Plus
Two/equivalent examination with Physics, Chemistry and Mathematics.
11. B.Sc. Electronics: Candidates shall be required to have passed the Plus Two/equivalent
examination with Physics, Chemistry and Mathematics.
12. B.Sc. Family & Community Science : Candidates shall be required to have passed the Plus
Two or equivalent examination or an examination accepted by the University as equivalent
thereto with essentials of Family & Community Science or Physics or Chemistry as one of
the main subjects.
13. B.Sc Food Science and Quality Control: Pass in Plus Two or equivalent examination with
Physics/Chemistry/Biology combination.

14. B.Sc. Geology: Candidates shall be required to have passed the Plus Two/equivalent
examination with any one of the following subjects: Physics, Chemistry, Mathematics,
Geology/Geography.

15. B.Sc Industrial Fish and Fisheries: Pass in Plus two or equivalent examination with
Physics/Chemistry/Mathematics or Biology as main subjects

5.1.8 Programmes Under Management Science
a. Bachelor of Business Administration (BBA): A pass in Plus Two or equivalent examination
or an examination recognized as equivalent thereto by this University
b. Bachelor of Business Management (BBM): A pass in Plus two or equivalent examination
with not less than 50% marks in aggregate.

In the case of candidates who have passed examinations of other
Boards/Institutes/Governments, except CBSE/CISCE, they shall be admitted only if these
examinations have been declared equivalent to the qualifying examinations of MG University.
Second languages will be allotted at the time of admission by the college/institution concerned
based on the preference of the candidate and availability at the college without incurring any
additional financial commitment on the part of the Govt/University and without any change in
the existing staff pattern of the department concerned.

5.1.9 Preparation of Rank List


The Rank List shall be prepared on the basis of ranking marks arrived at as follows:
Handicap of Five marks for every successive attempt after the first attempt subject to a
maximum of twenty marks will be deducted from the total marks in the case of those who have
taken two or more chances to complete the examination. The number of chances means the number
of chances taken for passing any part of the qualifying examination after the prescribed programme
period. Appearance for improvement of marks shall not be considered as an additional chance.
No handicap marks for SAY pass outs be imposed if admitted in the same academic year
but five marks shall be deducted if he/she is ranked in the admission list of the succeeding year.
Candidates who have passed the qualifying examination under SAY scheme or such supplementary
scheme are eligible to apply for first year programme in the same academic year, but they have to
produce the mark lists on or before the closing date of admission as notified by the university.

5.2 BONUS MARKS


The Bonus Marks will be awarded as follows:
1. Bonus of 15 marks shall be awarded to applicants with NCC or NSS Certificates for
admission to all programmes. In respect of NCC candidates, the bonus marks will be
awarded on the basis of NCC Certificates signed by the Director and issued by the
Directorate of NCC to candidates who have secured al least 75% attendance after having
participated in its activities during the programme of study immediately preceding the
programme for which admission is sought. An additional bonus mark of 3 will be given to
‘A’ Certificate holders, 5 marks to ‘B’ Certificate holders and 5 marks to ‘C’ Certificate
holders in proof of their high proficiency.
2. In respect of NSS candidates, the bonus marks will be awarded on the basis of NSS
Certificates issued by the competent authority.
3. Bonus of 15 marks shall be awarded to the Ex-servicemen applicants and widows and
children of Jawans and Ex-servicemen seeking admission to the Degree Programmes.
Applicants to this category should invariably produce along with the application form an
attested copy of certificate issued not earlier than six months from the last date of
submission of application from the military authorities or state/Zilla Sainik Welfare Officer
to the effect that he/she is the son/daughter of ex service man or an ex service man

himself/herself. The certificate should clearly show that the benefit of reservation has not
been granted earlier to any member in the family. In the absence of the certificate the claim
will not be considered.
a. The benefit of bonus marks can be scored by a candidate only under one category
i.e., either NSS or NCC.
b. Bonus marks shall be added only if the candidate has obtained the prescribed
minimum qualifying marks in the qualifying examination while calculating the
index marks.

* Marks have been standardised to 1200 as there are various streams of higher secondary
programmes namely Kerala Higher Secondary, CBSE, CICSE, Kerala Vocational Higher
Secondary etc. This has been done for maintaining uniformity. The total marks of Kerala Higher

Secondary Board (1200) is accepted as the bench mark. Likewise, subject total of other streams also
have to be standardised as out of 1200. In the case of streams with grades instead of marks, the
corresponding marks shall be computed and entered in the respective column. While calculating
marks based on grade, the maximum marks of the computed figures (relevant grades) will be
reckoned.
But the marks obtained for vocational subjects in VHSE/THSE, etc. are to be excluded
while calculating index marks.

6. CENTRALISED ALLOTMENT PROCESS (CAP)


There is only a single application form for applying for admission to all the UG
Degree Programmes in various affiliated colleges for considering them in the Open/Reservation
Quota except sports quota/cultural quota and Persons with Disabilities (PD) quota. If a candidate
submits more than one application his/her candidature is liable to be cancelled. The candidates
seeking admission through community merit/management quota/sports quota/cultural quota and PD
quota should submit separate applications to the respective colleges also. The above candidates
should also apply under the Centralised Allotment Process, if they are to be considered for general
allotment.
Application Fee:
The application fee will be as follows
For General candidates:Rs.100/-
For SC/ST candidates:Rs.50/-
Submission of Applications:
Submission of application i.e. registration of personal and academic data as well as
options for programmes and colleges shall be done on-line. Before submitting the application form,
candidates are advised to verify the details of programmes in a college including hostel facilities
through the website of individual colleges, In addition to the information given in the prospectus
published by the University.

6.1 On-line Registration of Personal and Academic Data :


For online registration of personal and academic data, the candidates must visit the web
site, www.mgu.ac.in and click on the link “Admission to UG Degree Programme 2011-2012”.

Steps for Registering On -line:


1. Create a ‘Username’ and ‘Password’. (The password will be used for all future online
operations). The password created by the candidate should not be revealed to others
who may misuse them. This may result in tampering of the options and the University
will not be responsible for any such eventuality.
2. Follow the online instructions and fill in the minimum personal details required.

3. Generate a Chalan print out. The Chalan bears an ‘Application number’. The
application number will have to be remembered by the candidate for all future online and
offline operations.
4. Approach the nearest SBT branch enlisted in the CAP portal along with the Chalan print
out and the remit required fee.
5. Collect the sealed Chalan copies from bank (Student copy and University copy). Only
after completing this step, will the Application Number and password get activated.
6. Go to the login Panel in MGU CAP Web Portal and Use the activated Application
Number as user name and previously used password for Login.
7. Fill the Application form with the remaining as personal details, academic eligibility and
the options.
8. Verify with the relevant documents and confirm the details entered on-line.
9. Take the print out of filled up application for final submission to the University.
10. Submit the signed application along with copies of the necessary documents to Deputy
Registrar (Acad – I), MG University, PD Hills, Kottayam, PIN: 686560 by post or in
person.
The student can check their application status online using their User id (application
number) and password.

6.2. Procedure for Online Registration of Options.

6.2.1 All options for which the candidate is eligible will be displayed on the Home Page. The
candidate may follow the directions given therein to register the options. The data entered
should be saved regularly by clicking the ‘save’ button, so that the data already entered is
not lost due to unexpected reasons. The candidate should enter only those options in
which he/she is interested. Candidate should also note that he /she will be considered for
allotment only to those programmes and colleges opted by him or her. So a candidate who
has not opted for a programme-college combination will not be considered for allotment
for that combination. Existing options, registered by the candidate and available in the
home page can be cancelled by clicking the delete button. All options registered by the
candidate will be processed. If a candidate gets allotted to a particular seat, based on his or
her option, he /she is bound to accept it, failing which, he /she will lose that allotment as
well as his /her claims for any seats in any stream. Such candidates will not be eligible for
any further allotment in any stream. The options for college(s) and programme(s) can be
done while filing online registration of personal and academic data or subsequently within
the last date of submission of application. No extension of time will be granted for
registering options under any circumstances.

6.2.2 Options have to be registered only through the website www.mgu.ac.in. Based on their
eligibility, candidates should register their options in their ‘Home Page’ for the
programmes and colleges, within the stipulated time, for being considered for allotment.
Candidates can visit the website and follow the instructions given therein to register their
options.
The steps involved in registering options are summarized below :
 Accessing the website
 Logging on to the candidate’s Home Page
 Registering of Options
 Saving the Options registered
 Submit the Option registered
 Viewing the list of Options registered
 Logging off from the Home page.
6.2.3 The options in the ‘home page’ of the candidate at the time specified for closing of
registration of options will alone are considered for processing.

6.2.4 The options in the ‘home page’ of the candidate at the time specified for closing of
registration of options will alone be considered for processing. Once the candidate
completes the option entry, he/she can view his/ her options by clicking on the ‘View
Option List’ provided. An option list will be generated and the candidate can take a print
out of the same and keep it for future reference. If the candidate wants to change his/her
option already registered, he/she may revise the options as desired and should see that the
options are listed as per his/her priority.

6.2.5 Processing of options and Publication of Rank list


Before the Trial Allotment, the application details as entered by the candidate will be
published for verification by the candidates. Candidates will have the provision to modify
option details even at this stage. Rank list shall be prepared on the basis of the ranking
marks arrived as per the rules in this regard.

6.2.6 Trial Allotment: A Trial Allotment will be conducted to give an idea about the chances of
getting allotment to a programme and college based on the options, merit and the
reservation norms. The trial allotment does not guarantee that the candidate will get
allotment in a college or programme of his/her choice for ranks may vary in the actual
allotment subject to data modification by the applicants after the trial allotment.

6.2.7 First Allotment: After the Trial Allotment and the period earmarked for rearranging
options, the first Allotment list will be published in the website www. mgu.ac.in on the date
to be notified. A provisional Allotment Memo will be displayed in the website and the

candidate shall take a print out of the same to be produced in the bank for remitting the
required fee. The allotment memo will show the personal details, the college and the
programme to which the candidate is allotted and the fee to be remitted.

6.2.8 Remitting of Fee: The prescribed fee due to the University will have to be remitted by the
candidate to the account specified by the University in any designated branch of State Bank
of Travancore as enlisted in Annexure -III as per the time schedule prescribed. Once the
candidate remits the prescribed fee, the bank will acknowledge the receipt of the fee by
affixing the seal in the student’s copy of the allotment memo.

6.2.9 SC/ST candidates, who get allotment, shall remit a token amount of Rs.50/-.
The payment of fees through any other mode of remittance will not be accepted.

6.3 Cancellation of Options/Alteration of priority of option as after the first allotment:


Candidates who remit the fee as per the first allotment within the prescribed time limit will
have the facility to cancel/alter the priority of their higher order options in the list of
options registered by them before the next allotment. This facility will be activated in the
‘Home Page’ of the candidates on the dates notified.

6.3.1. Those candidates who do not remit the fee on or before the date specified, will lose
their current allotment as well as the eligibility for further allotments.

6.3.3. Cancellation/Re-arrangement of options after the first allotment: Candidates who remit
the fee as per the first allotment within the prescribed time limit will have the facility to cancel/re-
arrange their higher options before the second allotment during a specified period.

6.3.4. After the first allotment, the options below the ‘allotted one’ of the candidates will
automatically be removed from the option list of the candidate. For example, if a candidate
had registered 40 options in all, and if he/she is allotted his/her 20th option, all options from
21 to 40 will be automatically removed from the option list. Options from1 to 19 will
remain valid and will be considered for future allotments. He/she may delete/rearrange any
options among the remaining options as per his/her desire. But the candidate will not be
permitted to register any fresh option to the existing ones.

6.3.5. Existing options registered by candidate, available in the Home Page, can be deleted by
clicking the delete button. Preference of options can be changed within the notified period by
clicking the ‘rearrange options’ button, entering the preference number against that particular
option and by clicking the ‘Update’ button. To change the preference of an existing option,
the new preference number should be entered in the box against the corresponding option

and the ‘Update’ button clicked. The other options (except the one changed) will be
automatically re-numbered and displayed. Deleting/Changing of preference of options must
be done one at a time, each time clicking the ‘Update’ button. It will not be possible to make
a further change without clicking the update button after any deletion or reordering.

6.3.6 If a candidate is satisfied with an allotment and does not want to be considered again
for further allotment(s), he/she must cancel all the remaining higher options. A
candidate retaining all or any of his/her higher options after an allotment, is bound to accept
the next allotment, if any, failing which he/she will lose the previous allotment as well as the
new allotment. He/She will not be considered for any further allotments.

6.3.7. The facility for deletion/re-arrangement of options will be available during the notified period
only.

6.4 Second/Further Allotments and Remittance of Fee :

6.4.1. The Second/Further Allotment list will be published on the dates to be notified.

6.5 Other rules related to allotment


6.5.1. All options registered by the candidate will be processed. If a candidate gets allotted to
particular programme and college, based on his/her option, he/she is bound to accept it by
way of remitting the required fee, failing which, he/she will lose that allotment and will not
be considered for any further allotments.

6.5.2. Candidate will not be allotted to a College/Programme, not opted by him/her.

6.5.3. A candidate is bound to accept an allotment as per the priority of options registered. If he/she
gets allotment in the subsequent phase, based on higher options against arising/future
vacancy, he/she has to surrender the seat already occupied by him/her.

6.5.4. Any request to retain a previous allotment after a further allotment (based on the
higher options registered) will not be considered under any circumstances.

6.5.5. Failure to report for admission by candidate in the allotted college at the stipulated time and
date will result in the forfeiture of his/her chance for admission to that programme/other
programmes/further allotment(s).
7. POST ALLOTMENT ACTIVITIES

7.1. Reporting at the College: Candidates need to report for admission before the Principal
concerned only when the announcement regarding the same is made by the University.
He/she should report with the following documents in original.
(i) The Allotment Memo received online.
(ii) Receipt of fee remitted in the bank.
(iii) Certificate to prove date of birth.
(iv) Transfer Certificate (TC) from the Institution last attended and Conduct Certificate.
(v) Mark lists of all parts of the Qualifying examination.
(vi) Migration Certificate, if applicable.
(vii) Any other documents required to be produced before the Head of Institution.

7.2. Fees other than the one already paid as applicable to the programme/institution, will have to
be remitted by the candidate at the time of taking admission in the college.

7.3. Verification of Documents. The Principal/Head of the Institution shall be personally


responsible for verification of original documents and satisfaction of the correctness of the
records produced by the candidate at the time of seeking admission in the College/institution.
The admission should be done on-line through the panel provided by the University by
ensuring the correctness of the candidate details. If any discrepancies are noted in the online
data and the original records, the allotment will be cancelled. The University will also verify
the records produced by the candidates who got admission in due course.
Any lapse on the part of the Head of the Institution with regard to the irregular
admission shall be viewed seriously (Circular No. Ac AI/3/2114/2008 dated 06/11/2008).

7.4. Cancellation of Higher Options after joining a College: Candidates who join the college
on the date specified can cancel their remaining options fully or partially or change the
priority of their remaining options before the date specified. A candidate, not interested in
any further allotments, must cancel all his/her options before the specified date, failing
which, the options will remain live and will be considered for further allotments, if any.

8 SEAT ALLOTMENT PROTOCOL

8.1. Admission & Allotment in Colleges: Allotment of seats in all colleges will be
college/institution wise.
8.2. Allotment in Colleges to Candidates with multiple claims under Mandatory Quota: All
candidates included in the Rank lists are eligible for allotment under State Merit (SM).
Candidates might be entitled for other reservation quotas also under Mandatory Reservation.
For example, a candidate may have the benefit of SEBC reservation

(EZ/MU/OBH/LC/OBX) or Scheduled Caste (SC) or Scheduled Tribe (ST) claim. The seats
will be offered on the hierarchy of quotas.
The hierarchy in order is as follows:

(i) State Merit (SM) – All candidates included in the Rank Lists are eligible for allotment
under State Merit.
(ii) Communal Reservation (SEBC/SC/ST).
A candidate without SEBC/SC/ST reservation benefit will be considered only against the
‘State Merit’ seats wherever available at the time of allotment.

9. FEE

9.1. Fee for the various programmes in Government/Aided/Self Financing Colleges for the
admission to 2011 batch will be available in the University web site.

9.2. Candidates belonging to SC/ST communities allotted against merit seats or against the seats
reserved for them are exempted from payment of fee. Candidates belonging to OEC
admitted against merit seats or against the un-availed seats of SC/ST are exempted from
payment of fee (As per G.O.(Ms) No.14/2005/SCSTDD dated 5.4.2005 & G.O.(Ms)
No.36/07/SCSTDD dated 03.07.2007). Candidates belonging to OEC admitted to
Government seats through SEBC reservation are also exempted from payment of fee. (As
per G.O. (Ms) No.50/2006/SCSTDD dated 22.09.2006).

9.3. Claim for fee concession to OEC Candidates : Candidates belonging to Other Eligible
Communities (OEC) are exempted from payment of fee at the time of allotment to Under
Graduate Programmes under Government/Community quota irrespective of annual family
income as per G.O.(Ms) No.36/07/SCSTDD dated 03.07.2007. They should provide
Community Certificate from the Village Officer along with the Application Form, in order to
avail this benefit.

9.4. SC/ST/OEC candidates will have to pay the ‘Caution Deposit’ as per rules.

9.5 Students who get admitted on higher option at a different institution/programme mode will be
eligible for refund/adjustment of fees paid at the institution/Programme Mode they leave.

10 OTHER ITEMS

10.1 The whole process of allotment to the UG Programmes will be done by the Mahatma
Gandhi University.

10.2 University will not entertain any request for change of any date fixed in the Centralised
Allotment Process/Admission from time to time.

The "Hon'ble Supreme Court of India has directed that if any incident of ragging
comes to the notice of the authority, the student concerned shall be given liberty to
explain and if his explanation is not found satisfactory, the authority would expel him
from the institution
