2006 to Present - Foreman Program and Construction Managers
Project Manager, Program Management Contract
New Harriton High School, $82 Million Construction Cost
Owner: Lower Merion School District, Montgomery County, Pennsylvania
* LEED Silver building and site development project replaced a
50-year old high school campus with an elegant, high-tech and
energy efficient building.
Key Accomplishments:
* Completed project on time despite a three month delay getting
started.
* With Pennsylvania law regulating the maximum building cost,
completed the building portion under budget, as well as completing
the overall project under budget. This avoided the need for a
referendum vote which would have delayed the project at least one
year.
* Negotiated and otherwise resolved construction claims to where
less than 0.5% of the project cost is in dispute or claim.
1998 to 2006 - P. J. Dick Incorporated
Quality Control Manager, General Construction Contract
National Oceanic & Atmospheric Administration Satellite Operations
Facility, $58 Million Construction Cost
Owner: US General Services Administration (GSA), Tenant: NOAA;
Location: Suitland, MD

2003 - 2006
* Hi-tech LEED Silver building used by NOAA to control all weather
satellite operations, including launch, orbital operations and
data processing, and recovery.
Key Accomplishments:
* Even though the A/E had previously refused to do so, convinced GSA
to have A/E provide AutoCAD files to the GC and subcontractors for
shop and coordination drawing preparation.
* Modeled the exterior faade and support structure to show that it
could not be installed as designed. This resulted in a change
order to P. J. Dick, rather than a significant loss.
* Overcame a challenging building automation system specification to
integrate multiple communications protocols into a working system.
Project Manager, Design-Build Contract
U.S. Customs Service Advanced Training Center, $20 Million
Owner: US Customs Service; Location: Harpers Ferry, WV

2002 - 2003
* New campus training facility for the Customs Service and other
Homeland Security departments.
Key Accomplishments:
* Managed project through pre-construction so as to complete work in
half of the time allotted in the design-build contract.
Project Manager, Agency Construction Management Contract
State Correctional Institution Fayette, $120 Million Construction Cost
Owner: Pennsylvania Department of General Services (DGS); Location:
Brownsville, PA
2000 - 2002
* New 1,236 cell maximum security prison and 100+ acre site
development project.
Key Accomplishments:
* Was considered one of the DGS's best-run projects.
* Organization and procedures developed served as model for other
DGS/Construction Manager projects.
* Took lead in establishing relationships with the Brownsville and
Fayette County Chambers of Commerce and their members, both to
support construction operations and post-construction business
opportunities.
* Developed the infrastructure and logistics plans to allow
construction to progress in an orderly and efficient manner on a
site with no utilities or services, rolling hills and ravines.
* Managed an Owner Controlled Insurance Program that saw very few
claims. Coverage included use of explosives for rock excavation.
Corporate Cost Control Manager
1998 - 2000
* Provided cost control, cost accounting and revenue & profit
projections for over forty active construction projects and
approximately $200,000,000 in annual revenue.
1992 to 1998 - Allegheny County Sanitary Authority
Civil Engineer, Senior Engineer & Project Manager
* Managed the design and construction of building and industrial
projects worth in excess of $70,000,000.
Key Accomplishments:
* Planned and coordinated the phased move of seven departments'
personnel from existing buildings, into temporary offices, and
then into three new buildings and six newly renovated buildings.
* Coordinated the implementation of 4-D CAD (predecessor to
BIM/Building Information Modeling) for the modeling and design of
a $180,000,000 wastewater treatment plant expansion.
MILITARY SERVICE
* 1987 to 1992, U.S. Army
* Served as a commissioned officer in the Corps of Engineers,
attaining the rank of Captain.
* Served in combat as a platoon leader during Operations Desert
Shield and Desert Storm.
* Was wounded in action in Iraq during Operation Desert Storm and
received Purple Heart.
