STARFISH FAMLY SERVICES
Inkster, MI
Responsible for all program areas of the agency, as well as joint oversight (wit
h the CEO) of quality improvement processes, information technology services, a
nd facility operations. Six direct reporting directors/managers. Operational
responsibilities included: Head Start; Early Head Start; after-school education
al enrichment and summer-time programs; parent education, and in-home assistance
for new parents; supervised independent living for youth in foster care; and, a
shelter and crisis center for teens. Also operated one of southeast Michigans
largest and well regarded outpatient and in-home mental health programs, serving
infants, children, youth and adults.
Accomplishments included: established a new clinic site for mental health servic
es; established a Family Resource Center as a service integration hub for famili
es served by the agency; expanded the number of Head Start and Early Head Start
sites; assisted in designing a new central information management system; and, w
orked with United Way to create a multi-site center for training childcare provi
ders serving children ages 0-5 years and preventing childcare expulsion. Held p
rimary responsibility for the Boards Program and Quality Committee. Worked with
University of Michigan and Michigan State University on research design and pro
gram evaluation, funded through multi-million dollar grants from private foundat
ions.

e; adoption; post-adoption services; family preservation; family reunification;
individual and family counseling; parent education; respite care; in-home counse
ling and support services for families with children with serious emotional impa
irments, or developmental disabilities; independent living and skills training f
or youth; and, education and training grants to youth aging out of foster care.
Directly responsible for budget development and financial management of operati
ons totaling over $21 million annually. Five regional directors, and one admini
strative assistant, were direct reports. Responsible for 10 regional offices st
atewide.
Key Accomplishments:
Participated in strategic planning for the overall organization. Worked closel
y with the CEO, other vice presidents, and the Board in both short and long-term
organizational planning.
Developed measurement tools for regularly tracking program performance and qual
ity outcomes.
Ensured that all programs operated within licensing and contractual requirement
s, as well as accreditation standards.
Regular analysis of financial performance and program outcomes utilizing a wide
variety of computer applications, including spreadsheet, database applications,
graphics and website presentations.
Responsible for development of pro formas and business plans for program growth
and establishment of new programs and/or establishment of new office locations.
New programs developed included: mental health services for children in foster
care and post-adoption; established mental health contracts with CMH entities a
nd DHS; four child day care centers; expanded refugee services to include a new
west Michigan office, and to serve special populations, including victims of chi
ld trafficking; established Michigans largest shelter for homeless families; and
, the only statewide contract for providing education and training grants to you
th aging out of foster care.
Responsible for recruitment, hiring, orientation, training, evaluation and disc
ipline of nearly 300 professional and non-professional staff in 10 locations sta
tewide.
Served on multiple statewide task forces with other agency executives and finan
ce managers.
Frequently met with legislators and their staff to discuss issues of public pol
icy affecting disadvantaged children and families. Worked together to effect ne
eded changes in laws and public policy.
Managed joint research projects with Michigan State University School of Social
Work.

Key Accomplishments:
Overall growth of foster care services from $1 million annual budget to $12 mil
lion annual budget.
For over fifteen years, the Division regularly exceeded budget expectations, cr
eating operating surpluses totaling more than $20 million.
Administered diverse programs for children, youth, adults and families througho
ut the State of Michigan. Programs are among the largest of their type in the s
tate (e.g. foster care, adoption, residential services for homeless families, re
fugee resettlement, employment and job placement).
Expanded programs statewide, from 2 locations to 10, and negotiated all necessa
ry contracts and funding with both government and private sources.
Effective in writing grant proposals for program start-up and on-going operatio
ns. Averaged nearly $700,000 per year in successful grant awards over five year
period.
Provided strong leadership to the division during multiple periods of expansion
or contraction.
Regularly prepared proposals, budgets, program presentations and reports for fu
nding sources, including: U.S. Department of Health and Human Services; U.S. Sta
te Department; U.S. Department of Housing and Urban Development; State of Michig
an Department of Community Health, and Department of Human Services; Michigan St
ate Housing Development Administration; and, numerous foundations. Worked in co
operation with state universities (U of M, and Wayne State) in developing resear
ch proposals, conducting research and publishing findings. Presented research f
indings in conferences and workshops.
Responsible for recruitment, hiring, orientation, training, evaluation and disc
ipline of nearly 350 professional and non-professional staff in as many as 12 lo
cations statewide.
Provided management and program consultation to numerous public and private ent
ities regarding management systems, finances, accreditation, product marketing,
public relations, strategic planning, cultural and health needs, among other top
