Establish, staff and lead a successful corporate business development function w
ith focus in the DOD and Federal Agency government contracting marketplace .Defi
ne, refine, and implement a business capture process that is tightly integrated
with proposal activities and business operations. Train company BD personnel in
all aspects of the BD and capture process. Following training, monitor the effe
ctiveness of all BD matrix personnel, providing leadership and direction as nee
ded. Lead and drive the capture of all corporate BD activities including plannin

Dec.2004 - Aug 2005. Logistics Fielding Chief , The Defense and Homeland Solutio
ns Operations, Science Application International Corp (SAIC) Abingdon, MD. Mr.
Tucker supports the SAIC Site Manager and is the principal logistics member of t
he Lead System Integrator (LSI) support staff at Abingdon MD. Mr. Tucker report
s to the Director of Logistics and is on site at the start of construction to su
pport the Total Package Fielding activities to include planning and coordinating
the storage of equipment and spare parts. He executes the detailed fielding pl
ans, defines site fielding requirements, identifies all required documentation r
equirements, and provides technical oversight of the Integrated Logistics Suppor
t (ILS) Plan and the evaluation of the Total Life Cycle Operation for each insta
llation. Mr. Tucker effectively interfaces and manages the business relationshi
ps with the LSI team members and program subcontractors to produce a team workin
g relationship. Mr. Tucker is required to provide daily TPF fielding status upd
ates to the SAIC Site Manager and the Director of Logistics, coordinates the web
based Supply Operation Control System (SOCS) at the on-site storage sites. He
is responsible for all on-site LSI personnel SOCS training and property manageme
nt planning and procedures. He is also responsible for ensuring that all equipm
ent delivery schedules are met and that all materiel is properly accounted for a
nd serviceable. He ensures that all critical materiel for the Family of Systems
(FoS ) is expedited in a timely manner.
Dec 2003 - Nov 2004. Project Manager-Halliburton, LOGCAP III and Army Field Sup
port Command, Rock Island, IL. Mr. Tucker was a key link between the Army's LOG
CAP leadership and KBR top management. His roles and responsibilities served to
represent the best interests of KBR and as the focal point for feedback in the
continuous refinement of the LOGCAP processes, procedures, and polices that is s
o critical to the Army's Field Support Command mission. The LOGCAP contract he
managed exceeded eight billion dollars a year.
May 2002 - Dec 2003. Support Plans Officer/DOL and Senior BRS Regional Manager,
ASG - TFF Camp Bondsteel, Kosovo. Mr. Tucker served as the Senior Logistician
to the ASG Commander and was responsible for the overall logistics management fo
r assigned organizations within the theater. Developed necessary plans, goals,
and schedules to facilitate accomplishment of functions and missions by function
al elements. Recommended logistics policy positions to the ASG Commander. Supe
rvised 160 employees assigned to the ASG.

Nov 2001 - May 2002. Regional Operations Manager, Brown Root Services, Kosovo.
Mr. Tucker was responsible for the planning, coordinating, documenting and supe
rvising the execution of all services and support to US Forces in Southern Balka
ns. He planned and organized project activities in Kosovo, Macedonia, Albania,
Greece, Bulgaria, and Romania. Mr. Tucker was responsible for the work efforts
of 5,000 employees in support of the US Army missions. He supervised the techni
cal and administrative side of the project and insured all work on the project w
as carried out in compliance with the contract. All work status was captured wi
thin the NTP Tracking System, which includes daily progress, delays incurred, an
d potential disputes. He was involved in future mission planning for the projec
t to include recurring missions. Mr. Tucker assisted in the development of the
timeline creation, project strategy, SOW, timeline, adherence systems implementa
tion. He promoted continuous improvement activities for the project. This posi
tion required 15-hour, 7 days a week in a forward deployed combat environment.
The value of the contract was $345 million a year.
Dec 1999 - Oct 2001. Business Development Manager, Ilex Systems, L3 Communica
tions, Sierra Vista, AZ. Mr. Tucker reported directly to senior Vice President
of Depot and Worldwide Service Support. Mr. Tucker managed all aspects of the c
ompany's Business Development activities, and Intelligence Fusion System's initi
atives and capabilities. Mr. Tucker's responsibilities included development of
new business initiatives by providing evaluation, analysis, and procurement reco
mmendations. Mr. Tucker was the principal exhibit manager for 16 trade shows pe
r year worldwide. Mr. Tucker assisted the Human Resource Manager in job fairs a
nd college recruitment seminars. Mr. Tucker demonstrated strong communication,
negotiation, strategic planning logistics, program management, sales training, a
nd leadership skills. Mr. Tucker published five highly praised technical articl
es in professional journals. He developed and successfully managed the US ARMY
CECOM SEC Intelligence Fusion System Business Development Program with outstandi
ng results. Mr. Tucker was the senior ILEX procurement planner for preparation
of Task Orders and future acquisition opportunities. He was responsible for the
supervision of 30 personnel.
Aug 1998 - Dec 1999. Business Development Manager, Stan Greer Inc, Hereford, AZ
. Mr. Tucker was responsible for all governmental sales, general construction i
ssues, proposal preparation, subcontractor bid analysis, and commercial materiel
requirements. Mr. Tucker managed four Army contracts valued in excess of $14 m
illion issued through the JOC program at Ft. Huachuca, AZ. Mr. Tucker supervise
d 70 employees.
Dec 1997 - Aug 1998. Project Manager, Day and Zimmermann's Inc, Sierra Vista, A
Z. Mr. Tucker's duties included five month's of proposal preparation of definin
g the most cost effective manning, identifying cost reduction process, implement
ation of Velocity Management Concept/Statistical Process Control Procedures/Tota
l Quality Management, and the successful partnering with sub-contractors and the
government team. Mr. Tucker conducted detailed oral presentations and logistic
s performance exercise to the government's Source Selection Board. Additionally
, Mr. Tucker provided consultant duties advising the CEO, and President of Day a
nd Zimmermann Inc on all logistics matters dealing with base operation requireme
nts at Ft Carson Co. and Ft Jackson S.C.
Dec 1996 - Aug 1997. Chairman Source Selection Board, Information System Comma
nd, Ft Huachuca, AZ. Mr. Tucker was responsible for the critical source selecti
on of the Operations, Maintenance, and Supply Europe (OPMS-E) $182 million "best
value" contract. Mr. Tucker's superb procurement management resulted in the co
ntract award being completed six weeks ahead of projected deadline without prote
st. This contract was the largest and most important ASC award in FY96.
Aug 1995 - Dec 1996. Deputy G-4, U.S. Army Signal Command, Ft Huachuca, AZ. M
r. Tucker served as a Senior Logistician in this worldwide command. Mr. Tucker'
s responsibilities included integrated logistics and acquisition support plannin
g and materiel fielding for over 300 mission area projects worldwide; planning l
ogistical resource management of over $10 million; retail communications securit
y logistical support; and maintenance management for over $153 million.
Aug 1993 - Aug 1995. Regimental Support Squadron, 2 Armored Calvary Regiment, 1
8th Airborne Corps, Ft Polk, LA. Mr. Tucker was the Commander of the largest m
ultifunctional logistics command in the Army. Mr. Tucker was responsible for di
scipline and well being of 1,900 soldiers and their 5,000 family members. His o
rganization provided 6,000 soldiers with their equipment, direct support mainten
ance, level two medical support, and transportation. Mr. Tucker was responsible
for rapid deployment and garrison management of ten companies, Material Managem
ent Center, and Brigade Consolidated Dining Facilities. Mr. Tucker managed $5.5
million in Class II, III, IV, VII, VIII, and IX supplies and was responsible fo
r all logistic support at JRTC and supported all rotations. Mr. Tucker maintain
ed the property book for 6,000 major end items valued at $300 million. He was d
irectly responsible for successful deployment of units of Somalia, Haiti, Bosnia
and their sustainment while deployed.
Feb 1992 - Jun 1993. Chief Logistics Assistance Officer, 7th Army Training Comm
and, Vilseck, Germany. Mr. Tucker represented as the Senior Army logistician re
presenting the Commanding General, Army Material Command (AMC) in all logistic m
atters and served as AMC's focal point for resolution of logistics problems at t
he Combat Maneuver Training Center (CMTC). Mr. Tucker ensured that all maintena
nce, production, servicing operations, and rebuild operations were performed saf
ely, reliably, on schedule, an in the most cost-effective manner. Mr. Tucker pr
ovided for planning, direction and organization of two logistics assistance offi
ces and managed 50 personnel that covered 430 square miles on a 24 hour, 7 day a
week basis.
Jul 1991 - Jan 1992. Chief Logistics Assistance Officer, Kuwait. Mr. Tucker di
rected the Department of Army's Logistics Assistance Program (LAP) in an active
combat theater. Mr. Tucker provided logistics support to all U.S. government ag
encies in Kuwait. He managed and maintained the Army Prepositional Stock and wa
s required to provide daily logistic situation reports to CINC, Chief of Staff o
f the ARMY, Commanding General, U.S. Army Material Command, and DCSLOG, DA.
Jul 1998 - Jun 1990. Executive Officer, 501st Forward Support Battalion, 1st A
rmored Division, Vilseck, Germany. Mr. Tucker, as Chief of Staff, was responsib
le for directing and coordinating staff operating policies; informed and advised
the commander, and represented the commander in his absence. Mr. Tucker receiv
ed Commander's decisions and ensured they were designed to produce the intended
results. Mr. Tucker supervised the internal operational readiness program of FS
B and the Command Inspection Program.
Jun 1986 - May 1988. Chief of Fielding Division, Project Management Tanks, Vil
seck, Germany. Mr. Tucker was responsible for fielding 800 Abram Tanks, Bradley
, and M113 vehicles annually in Europe. Mr. Tucker planned and directed the act
ivities of 100 military, civilian, and contractor personnel. He resolved all is
sues related to fielding, logistics, procurement, and quality of new equipment.
Mr. Tucker worked directly with commanders and contractors to ensure new equipm
ent fielding and training were performed effectively. He briefed P.M. Tank, Con
gressmen, and CEOs to ensure timely flow of information for implementation of re
commended system improvements.
May 1984 - May 1986. Chief of Staff, Anniston Army Depot, Anniston, AL. Mr. T
ucker was responsible for the 4,500 civilian employees who rebuilt tanks. He wa
s also responsible for the associated armament, fire control, and small arms. H
e received, stored, and issued general supplies and conventional ammunitions wit
h a $299 million annual budget. Mr. Tucker coordinated the staff actions and po
licy with eight directorates. He was directly responsible for Just in Time (JIT
) inventory process, all Depot procurements, lean manufacturing, and the state o
f the art supply chain management techniques. Mr. Tucker analyzed all logistics
operations that required economic considerations and applied them to administra
tive, financial, and operational plans as required. Mr. Tucker maintained stron
g acquisition planning programs and implemented Statistical Process Control at t
he Depot. Mr. Tucker directly managed the function of a special staff of 40 per
sonnel.
May 1983 - Feb 1984. Procurement Fellow, General Motors Corporation, Detroit, M
I. Mr. Tucker directly worked on acquisition strategies for the XII00 Transmiss
ion for Abrams Tanks. He demonstrated knowledge in Statistical Process Control,
Quality Assurance, and Human Resource Management as it applies to a commercial
manufacturing firm. Mr. Tucker participated daily with GM executives to gain ex
perience and perception of management and develop mastery of GM's operating chal
lenges.
1979 - 1982. Contracting Officer, ARRCOM, Rock Island, IL. Mr. Tucker was the
Contracting officer for 32 personnel engaged in the acquisition of ammunition fo
r the Department of Defense. Mr. Tucker managed acquisition programs exceeding
$400 million per year. Mr. Tucker was required to interface with DOD, DA staff,
PMs of all military services to analyze current and future year procurements, p
roduction, and mobilization plans to determine the methods of acquisition requir
ed to accomplished program objectives. Mr. Tucker consistently delivered outsta
nding performance to Congressional, contractor, and command sources. Mr. Tucker
orchestrated the command's first solicitation for an $850 million multi-year co
ntract.

ed in various assignments as a junior through mid-level leader in the areas of A
rmor, Infantry and Logistics.
