Independent Political Movement (MPI) of


Salvadorans Abroad

HISTORIC MISSION

The Independent Political Movement (MPI) for Salvadorans Abroad


was founded on December 15, 2010 in Los Angeles. Los Angeles is
the second city in the world that holds more Salvadorans, after San
Salvador.

The MPI was born following 30 years of lies and empty promises by
one after another governments in El Salvador, by the attention of
millions of Salvadorans outside the country (voting abroad, etc.).
Upon 20 years of the Peace Accords, the MPI is a response from the
diaspora to the danger of a regression of democracy in El Salvador
before the monopoly of political parties in public affairs; a monopoly
which threatens the principle of equality of all citizens in the
unrestricted enjoyment of civil and political rights.

The straw that broke the camels back for Salvadorans abroad was the
mockery of the members in the current Legislative Assembly to the
ruling of the Constitutional Chamber of the Supreme Court of Justice

on non-partisan candidates, also known as "independent candidates"


or "citizen nominations". Rather than comply fully with the ruling of the
Constitutional Chamber in terms of promoting non-discrimination of
citizens to be elected by popular vote as public officials, the deputies
of all political parties voted to impose locks and obstacles so as to
make feasible a nonpartisan candidate. This discrimination dynamic
was topped by the president of the republic himself, Mauricio Funes,
when in December 2010 he sanctioned the legislative decree
containing these locks and obstacles.

The MPI is a citizens' movement without inclination to any political


party, open to all Salvadorans resident in any nation in the world. The
MPI respected Salvadorans in their religious belief, sexual orientation,
political ideology. All Salvadorans and Salvadoran who wants to join

VISION

We, who constitute civil society in the XXI Century, we are the
generation that has been prepared, thanks largely to the sacrifices of
those who left the Savior during the twentieth century. Despite all
these sacrifices, to 20 years in the Peace Accords, we experienced a
very imperfect democracy, asymmetrical, corruptible, subject to
illegitimate interests and that after each election feel the Salvadorans,
both inside and outside the country, each time this type of democracy
we represent less.

In that sense, the less room we can feel a kind of democracy where
political parties themselves are those who are responsible for fouling
the institutions and organs of state and policy to their modus vivendi
and modus operandi. The leadership of the political parties manage
the institutions and organs of state as a personal fiefdom, as sources

of employment for their relatives, friends and comrades, no matter at


all if the common people, "Juan Pueblo, are satisfied with the kind of
democracy there-you. This is the political reason which resulted in the
MPI in order to contribute to a profound democratic regeneration.

PROPOSED FUNDAMENTAL

The MPI of Salvadorans abroad wants and suggests that the


Salvadoran citizen has a decisive role in the choice and control over
decisions that affect them, full engagement in carrying out, within each
policy area:

- The direct citizen participation in decision making at all levels of


government: executive, legislative and municipal.
- Establish mechanisms for public control and supervision over the
activity of po-der executive, legislative and municipal.
- Transparency in the functioning of public administration, with free
access to accounts and public procedures.
- To promote, defend and strengthen the independence of the
Judiciary, which was established in the Chapultepec Peace Accords in
1992.
- Advocate for general interest prevails over the interests of pressure
groups in the internal affairs cough involving the interests of the entire
nation.

FINAL CALL TO THE WHOLE NATION

We condemn the use of violence, discrimination, and promulgate the


use of dialogue to achieve political objectives.
We believe that the present and the future belongs to us all and all
Salvadorans, inside and outside the country. We can not conceive the
future of El Salvador, 20 years after the Peace Accords, but so

genuine and authentic citizens have the decision on our future, hope
and trust that we can be a better society. So make history.
Let our democracy. Our goal is to create a platform that allows us to
meet the challenge of building a genuine participatory democracy in an
effort to "das and all.
We are deeply convinced that the only way to bring our country El
Salvador of the current situation of confrontation in which the big hit is
the people is through independent candidates. We need the
involvement, commitment, and he wrapped-up in all sectors and forces
of Salvadorans who live in El Salvador and the outer, to take public
positions on honest citizens, honesty, honor-able, workers , as in the
same town.
Just as we survived on the outside, we pledge to work for democracy,
from sunrise to sunset, as a condition of civilized life, as a form of
government and policy making, as a procedure to participate, decide
and choose, as a method treatment to-two public affairs and the
various conflicts, and sure route to solving large-des national
problems. Our own actions will be an exemplary democracy.
We are and we want to be a movement of social justice, equity, equal
opportunities, the full enjoyment of economic, social and cultural rights.
We must eliminate extremes of wealth and poverty, ending social
exclusion, defeat poverty, unemployment and hunger.
We devote to the task of rescuing the political and public service
management and honest responsible collective heritage and
legitimacy of democratic institutions. The country will recognize in our
movement to champion the fight against corruption and the re-
foundation of an ethic of political accountability, and transparency
In this context, our country has to promote the strengthening and
democratization dadera do not function as a "'party."
The expansion and deepening of democracy is the way forward in the
transformation of economic structures, social and political. A process
of true transformation can only be based on the strength of civil
society, in their initiative and creativity, and the use of forms and
methods of legitimate action. Democracy is strengthened with more
democracy and not closing the spaces or restricting civil and political

liberties. The State is obliged to the people to ensure the full exercise
of these freedoms.
