Boiler Survey

This report contains DNV’s overall interpretation of the consequences of the many new DNV rules impacting the DNV fleet today. Our goal
is to help our customers stay up to date, while at the same time clearly state what DNV regards to be the motivation behind the changes, and
point out the most important changes.

Please note that the interpretations of the rules and regulations made by DNV and presented in this report are generic, meaning that special
exceptions or novel designs are not included. To obtain information regarding such special cases, please contact DNV’s experts listed in the

New boiler survey schedule and requirements


The DNV Rules of July 2006, in force from January 1st this year, contain some important
changes with respect to survey of boilers, mainly to incorporate the January 2006 revision of
IACS’ Unified Requirement Z18. This document will attempt to highlight the main changes
and advise ship managers how to implement the new survey schedule successfully.

Some managers may have to carry out a 3rd boiler survey during a 5 year period if the
upcoming boiler survey is credited at an unfortunate time. This document should provide the
necessary insight to avoid such a situation.

New survey schedule


- Two boiler surveys are required during each 5 year period of the classification certificate.
- The interval between any two successive boiler surveys is not to exceed 36 months.
- The survey shall be carried out on or before the due date. Time window is not applicable.
- One survey shall be carried out in conjunction with the renewal survey, i.e. during the 15
months prior to expiry date of the classification certificate.

The main change is the harmonisation of the boiler survey with the renewal survey.

The motivations for this change are:


- To allocate sufficient time for a thorough survey
- To ensure that all major class surveys are carried out during the time window of the
renewal survey in order to start a new 5 year certificate period with a “clean sheet”.

The practical implementation will be done in 2 steps:


1. In the February update of DNV’s production system, all boiler survey due dates will be
moved 6 months forward, but in no case beyond the due date of the renewal survey. The
survey time windows will be removed at the same time.
2. When a boiler survey is credited after 1st of October 2007, the due date of the consecutive
boiler survey will, when applicable, be limited by the due date of the renewal survey.

The above changes will be reflected in the vessels’ class status in DNV Exchange.

New survey requirements
At main class annual survey, the following requirements now apply:
- External examination of the boiler
- Verification of boiler water management
- Verification of integrity of oil burning equipment on boilers.
- Testing of safety and protective devices, incl. operational test of safety valves by use of
relieving gear.

Function test of exhaust gas economizer safety valves may be carried out by the chief
engineer at sea and recorded in the engine room log book prior to survey.

For the complete boiler survey, i.e. the survey including the internal examination, the
following requirements are new:
- Verification of boiler water management.
- Verification of procedures to protect boilers taken temporarily out of use (normally part of
the instruction manual).
- For Shell Type Exhaust Heated Economizers, all welded joints to be examined for cracks.

Practical handling
In order to ensure a smooth transition to the new survey schedule, DNV will not enforce
harmonisation of boiler surveys with renewal surveys before 1st of October 2007. This should
allow ship managers sufficient time to plan and prepare the surveys accordingly. However, it
is strongly encouraged to implement and comply with the new survey schedule without delay.

In particular, one should as far as possible avoid crediting a boiler survey during the first 9
months of the 5 year period of the classification certificate, as this will result in the need for 3
boiler surveys during the 5 year period in order to comply with the rules.

Examples

Case 1 – “worst case scenario”:

If the 1st boiler survey is credited during the first 9 months of the 5 year period, the 2nd will be
due before the 15 month window of the renewal survey, and consequently a 3rd boiler survey
must be carried out to comply with the Rules.

Case 2 – limited flexibility:

If the 1st boiler survey is carried out between 9 months and 2 years after the start of the class
period, the 2nd boiler survey will be due within the window of the renewal survey.

Case 3 – full flexibility:

If the 1st boiler survey is carried out between 2nd and 3rd annual survey (e.g. concurrently with
intermediate survey), the 2nd boiler survey will be due at the end of the renewal survey and
thus provide the best flexibility.
