My accomplishments/responsibilities in the organization have included:
Reorganization of City telecommunications function with focus on automating man
ual processes, maximizing existing telecommunications resources, enhancing telec
ommunications services, and planning for next generation telecommunication envir
onment.
Creation of the Telecommunications Section within the Department of Fire-Rescue
and incorporation of the cable TV administration function with other telecommun
ications regulatory functions, including right-of-way administration, pay teleph
one regulation, and wireless communication regulation.
Administration of 2.5 million dollar annual telecommunication budget.
Development and implementation of cost containment policies and procedures for
local, long distance and cellular telephone usage and billing, including automat
ion of billing processes and charge back for personal usage.
Creation of a strategy for implementing IP voice systems to more effectively ut
ilize a robust data infrastructure while providing enhanced voice services.
Planning and implementation of voice, data and cable television infrastructure
wiring for various City relocations and new facilities.
Upgrade of PBX system purchased with the Riverside Center, acquisition of equip
ment, and coordination of the programming and installation of over 800 telephone
s, fax machines, and modem connections during the move of City staff into the fa
cility.
Key participation in negotiating 10-year cable television license agreement wit
h Comcast that provided enhanced services to the citizens as well as services to
City facilities and subsequent regulation of this license agreement.
Implementation of internal automated microcomputer-based tracking systems, incl
uding an automated city data processing equipment inventory/locator system, trai
ning record system, change request tracking system, and long distance billing ch
argeback system.
Review of citywide automation proposals and requests to ensure the most effecti
ve, cost-efficient implementation.
Creation and management of the City Information Center to promote end-user comp
uting through the use of microcomputers, including training programs, help desk
program, and microcomputer hardware and software procurement, installation, and

I joined Unisys Corporation in World Headquarters in Detroit, Michigan as an ent
ry level Associate Technical Writer in May 1976. I progressed through various i
ntermediate supervisory and managerial positions until I became Manager of the P
rogram Products Division Documentation Group in the Miami Development Center in
January 1981. I remained in this position until the corporation closed the Miam
i Development Center in early 1982. At this time, I chose to accept a position
with the City of Miami rather than continue in this position with the combined s
taffing and responsibilities of the Miami Development Center and the Philadelphi
a Development Center in the Philadelphia, Pennsylvania area.
My accomplishments/responsibilities in this organization included:
Establishment and management of the documentation function in the development c
enter in the Miami area. This process included relocating the documentation fun
ction from Detroit to Miami and hiring, training, and managing a staff of 13 wri
ters/editors.
Preparation of corporate plans for software product development. This process
included interfacing with the corporate marketing staff to determine customer ne
eds and allocating the system resources and manpower required to complete the pr
oject.
Participation in the preparation of functional and design specifications for so
ftware products approved for development by the corporation.
Participation in the quality assurance process for the software developed in th
e Miami center. This process included ensuring that the products matched the fu
nctional and design specifications, that the legal copyright process was success
fully completed, and that the necessary marketing and technical documentation wa
s complete and accurate.
Preparation of software products for shipment to program products distribution
for duplication and distribution to customers.
Coordination of mainframe system maintenance and operations, including instruct
ion of operations personnel and hardware and software troubleshooting.
Development of automated procedures for producing application program product d
ocumentation and development of corporate standards for format and content.
Interface with customer education personnel in the production of materials for
internal and customer training classes.
Preparation of the annual budget for the documentation group and of a quarterly
budget review document.
