Managed financial operations for Howard University's 428-Bed teaching hospital.
Operating responsibilities for General Accounting, Reimbursement, Patient Access
, Medical Records, Patient Accounting, and Managed Care Negotiations. Responsibl
e for the entire revenue cycle. Total Revenue Budget of $300,000,000 net patient
revenues, and 2150 FTES.
Major accomplishments:
* Lead a twelve-month turnaround, taking a $14.1M operating loss in 2008, to a $
2.9M gain from operations in 2009
* Increased Net Patient Revenue $23M in 2009 by enhanced management of the "reve
nue cycle"
* Replaced and upgraded the entire financial management staff in less than 24 mo
nths.
* Upgraded and added the following financial systems:
1. New Budget System ( Vendor: Kreg )

Inova Loudoun Hospital, Leesburg, Virginia 1/99 - 2/07
(Through March 2005 merger with Inova Health System)
Formerly Loudoun Hospital Center.
Chief Financial Officer
Managed finance for this system with budgeted gross revenues of $342 million and
1200 FTEs. Operating responsibility for Finance, Medical Records, Materials Ma
nagement, Patient Accounts and Patient Registration (139 FTEs). Span of respons
ibility included:
* Inova Loudoun Hospital - 183 acute care beds.
* Loudoun Nursing and Rehabilitation Center - 100 beds.
* Loudoun Health Services. Free-standing outpatient surgical center.
* Loudoun Hospital Foundation
Major Accomplishments:
* Increased licensed bed capacity from 92 to 183.
* Engaged in a three-year turn around initiative, turning an $18.4 million loss
into a $14.2 million gain. The gain from operations in 2006 was $12.3 million,
a 6.1% return on net patient revenue, which was the highest in the hospital's hi
story.
* Reduced gross days in accounts receivable from 70 days in 1999 to 45 days in 2
006.
* Increased number of days in cash from 20 in 1999 to 140 days prior to merger.
* Directed successful effort to sell $18.2 million bond issue to add needed capa
city in June of 2002. Bond rating BBB from Fitch. Six months later, bond ratin
g was raised to BBB+.
* Completed a successful merger with Inova Health System with a community benefi
t of $200 million.
* Negotiated a joint venture outpatient surgery center between the hospital and
key surgeons.

* Negotiated terms for the construction of an office building on hospital campus


that provided up-front lease payments ($2.5 million) while giving county reside
nts access to new services, including Cardiac Catheterization.
Capital Health System, Trenton, New Jersey 11/76 - 8/98
(Consolidation of Mercer Medical Center and Helene Fuld Medical Center into 589
bed system)
Chief Financial Officer
Managed financial operation of the newly-formed Capital Health System, with a $2
00 million dollar budget, and 3000 employees. Reported to the Chief Executive O
fficer of the Health System, and met monthly with the Board Finance Committee on
the system's financial performance.
Major Accomplishments:
* Teamed with other senior managers on an ad hoc Board Committee, which directed
the consolidation of the two hospitals into a major Health System.
* Played a key role, as a member of the oversight committee, in establishing the
management team of Capital Health System.
* Evaluated and recommended vendors to provide a new financial CIS system for Ca
pital Health System.
* Developed the overall finance portion of the consolidated business plan for th
e new entity.
* Negotiated all new contracts with third-party payers.
Mercer Medical Center, Trenton, New Jersey 1/93 - 12/97
Executive Vice President/Chief Financial Officer
Managed the overall operations, including financial, of this 343 bed medical cen
ter, with four Vice Presidents as direct reports.
Major Accomplishments:
* Directed a re-design program that reduced annual expenditures by $4.5 million,
while developing a patient focus care delivery system. Brought all factions an
d aspects of the hospital together to support this effort.
* Developed and chaired a cost containment and standardization committee to help
reduce costs by $500,000 in six months.
* Participated in the development of a Physician Hospital Organization to negoti
ate managed care contracts with third-party payers.
* Played a major role in establishing a new corporate relationship with the Volu
ntary Nurses Association to provide home health care for Mercer Medical Center p
atients.
Vice President of Finance 12/82 - 1/93
Provided overall fiscal direction for the Medical Center and its affiliated orga
nizations. Reporting departments included general accounting, patient reception
/admissions and purchasing/materials management. Managed administration of phar
macy, laboratory, and radiology. Subsidiary activities included home care, card
iopulmonary, physical therapy and sports medicine operations, physician recruitm
ent and real estate ventures.
Major Accomplishments:
* Consistently maintained an operating profitability margin well in excess of st
ate average through revenue maximization and cost containment, without any adver
se effect on quality patient care.
* Coordinated a successful $27.4 million, A-rated, tax-exempt bond financing for
expansion of the facility.
* Established several diversification and satellite activities through subsidiar
ies of Mercer Holding Corporation.
* Represented the Medical Center on the Board of Directors of the Mercer County
MRI consortium, which was responsible for the implementation and financial overs
ight of this project.
