ion. Led the implementation and design of Windows 2000/Active Directory, report
ing applications for offline/mobile field inspection staff, digital photograph m
anager, an advanced 7TB statewide web based GIS system, an online DMME web stor
e, and web based E-GOV applications.. Completed the Commonwealth of Virginia's
IT project management testing and qualification program for IT projects from $10
0,000 to $1,000,000 and for projects above $1,000,000.

Executive Director and Technical Director, East Tennessee State University. Res
ponsible for all campus networks, centralized academic and administrative comput
er systems, voice services, cable TV networks, Internet based services, and dist
ance learning systems (10,000+ students, faculty, and staff). Responsible for th
e management of all full-time ETSU state 43 IT employees and 14 contract COLLEGI
S staff members. Other duties include oversight of the technical architecture at
ETSU, all University data center operations, systems operations. This position
developed operational, strategic and budgetary planning for the Office of Infor
mation Technology. As the Executive Director for COLLEGIS Corporation, I was re
sponsible for the site budget planning and Profit and Loss for East Tennessee St
ate University campus under a five-year contract between COLLEGIS Corporation an
d East Tennessee State University. Worked directly with the ETSU's senior mana
gement, including its CFO, Provost, Deans and Department chairs to identify and
develop Information Technology solutions and services.
Achievements while in this position included, significant reduction in losses du
e to telecommunications fraud, student calling chargeback, waste, abuse, as well
as Telco vendor slamming and cramming. Significantly reduced IT operating cost
s and internal staffing required to support operations. Reduced telecommunicati
ons operations costs through innovative call routing and 800 based revenue gener
ations, as well as initiating campus faculty/staff calling card programs. Telem
arketing based services to improve admissions office. Reduced backlog of Techni
cal and Telecommunications work requests. Led the network design for new Basic
Sciences Building and staff telecommunications requirements and services setup.
Established innovative network traffic shaping service for ETSU dorms. Led the
upgrade to ATM based network services on campus and campus wide network infrast
ructure design.
Led the implementation of campus wide LDAP directory services, campus network fi
le server consolidation, upgrade and expansion, as well as overseeing the instal
lation of a new campus fiber/fast Ethernet network (10,000 users), and significa
nt WAN/LAN upgrades. Led the implementation of a campus firewall, and new Micro
soft SMS based desktop management services. Received excellent customer perform
ance ratings during my employment with CollegIS. Promoted to site Executive Dir

Consumer Electronics, Knoxville, TN, 3/95 - 1/00
Manager of Innovation and Technical Architecture. My responsibilities included
developing the technical design, enterprise architecture, and systems management
processes for all Philips Consumer Electronics IT services and Technical Infras
tructure projects in North America. Responsible for the technical oversight of
infrastructure and technology related activities in the organization, as well as
the development of information technology standards. Operationally responsible
for the management of all enterprise network systems, and associated network su
pport staff. Other duties included Information Technology strategic planning an
d technical innovation within the Information Systems organization. As the Phil
ips Consumer Electronics Chief Technical Architect, I oversaw the Philips Consum
er Electronics Internal SAP R/3 project. In this position, I was responsible fo
r the oversight of the SAP R/3 data center development, IBM SP Frame design, a n
ationwide frame relay WAN infrastructure, SAP R/3 Bolt-on's, middleware, and tec
hnical interfaces, in addition to the technical oversight of the technical infra
structure project team. My position was responsible for coordinating technical
design issues with the Philips Consumer Electronics parent organization, located
in the Netherlands. Participated in Philips e-Commerce technology assessment a
nd technical architecture planning.
Accomplishments
* Participated in the design, development and rollout of an SAP R/3 based DATA
mart, as well as leading the design of a SAP R/3 interface to a mobile Lotus Not
es based field sales force application.
* Developed and implemented the pilot Philips Consumer Electronics Windows NT ba
sed network server, WAN, middleware, and desktop technical architecture. This p
ilot project was used to test and evaluate the following key infrastructure tech
nologies: Lotus Notes, Microsoft Windows NT server 4.0, Microsoft SNA server, Mi
crosoft SMS Server, Microsoft TCP/IP, NT Workstation 4.0, Windows 95, frame rela
y WAN, and fast Ethernet networks. This project was recognized as a model for th
e Philips Sound & Vision global desktop standardization effort.
* Recognized as a leader in IT for the Philips Consumer Electronics product divi
sion in the areas of Local Area Networks, Wide Area Networks, Lotus Notes, and W
indows NT based LAN's. Recently visited company headquarters in The Netherlands
to assist in consolidating the companies planned global desktop architecture.
* Provided technical assistance on the design and planning of the Hong Kong/Asia
Pacific frame relay, LAN, Windows NT architecture, and client desktop architect
ure. I have provided technical assistance to the global Philips standardization
projects in the areas of desktop standardization, e-mail platform standardizati
on based on Lotus Notes, and NT network server standardization.
* Efforts and network expertise resulted in the reduction of over $500,000 in ne
twork consulting fees for the setup, design, and installation of the Philips Dig
ital Videocommunication Systems network. Reduced Internet costs $415,000 annual
ly by using Microsoft Proxy server and a local Internet Service Provider.
* Developed Web based integrated Notes database for users throughout Philips Nor
th America.

Manager of Network and System Operations. I directed the management and operati
ons of the ORISE Networks and associated technical support team. This team cons
isted of a VMS systems manager, computer operator, network coordinator, network
technician, and ORACLE database administrator.
* I was responsible for the design, operation, tuning, security, backup and reco
very planning, as well as the maintenance of the ORISE T1 and 56kb based WAN. I
was responsible for the management of the organization's centralized UNIX and O
racle systems, its VMS based payroll systems, as well as its departmental NetWar
e and Macintosh based servers.
* Responsible for the development, implementation, and installation of the organ
ization's first Internet firewall. (ACL filters on a CISCO IOS router).
* Provided technical guidance and expertise to the organizations internal deskto
p support group.
* Managed daily operations of two ORISE computer centers and five campus LANs co
nnected to the ORISE WAN.
* Lead the conversion from legacy VMS VAX Basic in-house developed applications
to ORACLE DBMS based Financials running on Digital UNIX based database servers.
Installed, configured, and managed all UNIX servers.
* Led the transition from terminal based clients to a network-based client/serve
r and PC LAN/desktop environment.
* Planned and executed the conversion from five independent electronic mail syst
ems to one Groupware based organization system (WP/Novell GroupWise).

network engineering services and technical support services, including evaluatin
g and testing hardware and software configurations for customer implementation.
Created, established and maintained testbed environments to streamline operati

* As a Lead Network Engineer and Project manager, I developed LAN proposals, and

* As a software engineering team member, I assisted in the development of a real
-time tracking application that utilized the Wind River VxWorks real-time operat
ing system and a VME based 68000-based Motorola processor. In this role I was r
esponsible for the development of C code to integrate TCP/IP and serial RS232 co
mmunications to an existing VMS based legacy system application.
* Provided technical network expertise, and assisted in the design and coding of
real-time applications in C. Coded all serial communications processes in C and
FORTRAN.
* Set-up customized network of Sun servers and PCs for the development team that
allowed access to the servers via TCP/IP, NFS, and an X11 based windowing envir
onment.
* Corrected FORTRAN software deficiencies in the legacy VMS based system.

Electronics Warfare Technician. Collected Morse, non-Morse, and Teletype based
communication targets. Assigned as the assistant automation officer for Delta C
ompany, 201st Military Intelligence Battalion.
* Performed database administrator duties (DBASE III), as well as systems admini
stration duties for the company computer networks.
* Designed and developed custom DBASE application for the exploitation of enemy
communications target data.
