Responsabilities:. Responsible for day to day running of all HSE activities for all project location .
Direct liaison with client HSE in order to provide assistance and guidance for all HSE matters
associated with all phases of the project. Responsible for the updating Emergency Response Plan
(ERP) and review for all related procedures and policies. Direct liaison with process management
teams regarding start up procedures. Ensuring that all personnel undergo H2S induction training and
are competent in the use of Breathing Apparatus sets. Providing bi-weekly training to personnel in
H2S matter. Weekly hygiene inspection carried out with the camp boss. Setting and achieving target

Preparing Operation Readiness of the project according to the company’s HSE standards and

Responsibilities : I was responsible for the co-ordination of all activities carried out by the Yanbu
olefins plant Field Safety Team and for ensuring that they carry out their duties and responsibilities
in line with the requirements of the Company Policy Statements and procedures.
Ensuring all safety rules, regulations and procedures are fully implemented and adhered to by all
personnel (Company , Contractors or Subcontractors).
Ensuring that all prescribed safety measures are applied to maintenance and repair work, and
authorizing the Work Permits accordingly.
Assisting the Operating Units to carry out Risk Assessments, as per the procedure, to identify
potential hazards and define the appropriate safety measures to be adopted; issuing specific
instructions in case of particular hazardous jobs. Checking and verifying any safe working
procedures developed by the Operating Units, in particular for simultaneous activities, to ensure that
they are correct and are in line with the Company's policies and procedures.
Ensuring that the Accident/Incident and Near Miss Procedures are followed by all Unit Supervisors,
etc. Investigating all reported accidents/incidents and near miss occurrences to identify the causes
and avoid future recurrences. Preparing and issuing statistical reports on accident/incident trends.
Training personnel in the use of the safety equipment, the requirements of the safety procedures, and
in safety matters in general. Training personnel to perform the roles assigned to them in the event of
an emergency situation. Organizing, monitoring and assessing periodic drills and simulations of
emergency response to specific emergencies, fire, gas, explosions, etc.
Carrying out inspection of safety and fire fighting systems and equipment; preparing technical
reports on the work carried out, condition of safety equipment, faults , problems, etc.

Responsibilities : Establishing the company’s health and safety objectives.
Establishing a program in which health and safety is an integral part of management – from top level
managers to supervisors . Elaborating a policy which should detail the arrangements for protecting
employee’s health and safety and outline responsibilities of management and employees. Policy must
be supported by written procedures so that every one in the company is aware of their
responsibilities. Ensuring that employees follow and understand the procedures . Reviewing and
updating policies and procedures to reflect any changes in legislation , rig and equipment ,
substances used in the workplace , systems of work or the work environment. Assure in all
instances , the normal response to an emergency hydrogen sulphide situation because Hydrogen
sulphide is soluble in water , also is soluble in oil , as the temperature of the oil increases , the
solubility of the hydrogen sulphide increases ; there are several ways that this gas can be released
from the mud.
Training and motivation of the workforce , ensuring effectiveness of inspections , audit , deficiency
prevention , corrective actions and completion of all reporting requirements . Conducting job hazard
analyses of all tasks that might expose workers to the hazards associated with electrical energy and
implement control measures that will adequately insulate and isolate workers from electrical energy.

Responsibilities : Preparing , implementing and monitoring Safety and Environmental Management
systems in support of company activities, including the administration and execution of internal and
external (with contractors and subcontractors) audit programmers.
Providing inspection advice and support to departments both construction and commissioning , and
ensuring suitable measures are in place to enable inspection programmers to be effectively
completed.
Providing support to operations, safety documentation , rules necessary for the safeguarding of
persons during the installation, operation, or maintenance of electric supply and communication lines
and associated equipment , for electrical equipment and installations used to provide electric power ,
also safeguarding of property from hazard arising from the use of electricity.
Preparing implementing and coordinating the necessary procedures and controls to meet the
requirements of new legislation which underpins the Safety Case regime in interfacing with client .
Managing the system of internal audits of the Health & Safety, Environmental and Quality
Management Systems and ensuring that internal audit schedules are achieved . Ensuring that internal
audit reports are completed and that any non-conformity raised are addressed in conjunction with the
auditor and the relevant department head .
In addition I was in charge with:
- Preparation of overall Protection (HSE) Philosophy.
- Conceptual design of HSE systems and preparation of related authority documents.

• Tecnimont – TWS , Aromatic Project - Shuaibah, Kuwait; HSE Engineer , January-
December 2004.
Responsibilities : Preparation and maintenance of Safety and Environmental Management System
procedures. Liaison with outside Authorities and Agencies with regard to verification health and
safety aspects. Provision of technical support and assistance to operations , safety and
documentation functions. Co-ordination of updates to safety cases for operated installations .
Preparing and maintaining the company inspection and certificate standards. Ensure that all
classification and Verification\Examination activities relating to site installation , including annual
surveys are planned and coordinated.
Administer certain contracts(and provide input to budgets) on behalf of Production Operation
Department (such as Verification\Examination Bodies , Radiological Protection). Acting as
radiological protection supervisor for site and coordinating radiological protection activities.
Providing assistance in the execution of Hazardous Operations (HAZOP) and risk assessment studies
in support of engineering modifications as necessary . Recognition of confined spaces and their
hazards such as temperature extremes, engulfment hazards, slick surfaces, noise, and assure specific
safe work practices for testing, monitoring, and ventilating the atmosphere, isolation of energy
sources (lockout-tagout). Providing a classification system for confined spaces (Class A-Immediately
Dangerous to Life/Health (IDLH); Class B-dangerous, but not IDLH; Class C-potentially
hazardous). Providing a checklist of factors to consider for each class, and providing information on
establishing a permit-based entry system, testing and monitoring the atmosphere in a confined space,
safe work procedures, and safety equipment and clothing (PPE). Planning rescue procedures and
training. Identifying potential hazards associated with lead-containing paint, and providing
recommendations to reduce lead exposure and prevent lead poisoning among workers involved in
painting steel structures.
Develop and implement procedures to control hazardous electrical energy which include lockout and
tagout procedures and ensure that workers follow these procedures. Identify potential electrical
hazards and appropriate safety interventions during the planning phase of construction or
maintenance projects. This planning should address the project from start to finish to ensure workers
have the safest possible work environment.
Evaluation of potential fall hazards; implementation of fall protection programs : proper erection,
maintenance and use of access equipment (e.g., scaffolds and ladders) , installation and maintenance
of appropriate barriers (e.g., guard rails and/or covers on floor openings) and proper selection and
use of fall restraint and fall arrest systems in situations where exposure to falls cannot be eliminated.
Assuring measures and precautions which must be taken when working with trenches to protect
workers in excavations and to ensure that the earth does not collapse on workers who must enter
inside.
• Sirte Oil Company , Libya , Attahaddy field and gas plant , Safety and Fire
Division , Safety Department , Safety Specialist ; January-December 2003 ;
Responsibilities : Responsible for HSE matters such as: work and environment protection , technical
safety regulations , work safety procedures , HSE reports , work permits system . Monitoring
fire&safety standards throughout the gas plant and gas field by recording accidents , incidents , near
miss statistics and reporting results and general trends and recommendations for appropriate action.
Implementing and coordinating the company safety programs to reduce or eliminate occupational
injuries , illness , deaths and financial losses. Conducting regularly safety inspections and talking
with workers about their health and safety concerns checking and confirming that any corrective
actions have been completed in a timely basis. As well , identifying and appraising conditions which
can product accidents and financial losses
Elaborating risk assessments and job safety analysis regarding industrial accidents and diseases.
Caring out inspections and controls at every work location for ensuring that all the safety rules and
regulations were strictly observed . In charge with investigations and examinations in case of
accidents and lost time incidents and elaborating investigations` records. Proposing solutions for
