Purpose:
I have substantial experience in budgetary management, personnel management, eme
rgency management, writing governmental grants, administering governmental grant
s, training, public speaking/instruction, purchasing of budgetary items, educati
on, human resources, criminal laws, laws regarding public dissemination of info
rmation and grant writing.
I have extensive training in teaching/training-development and have a broad ran
ge of computer skills. In addition, I have taught public school and college leve
l courses from classroom level to internet based. Adult education and training
is a strong suit I have developed over the years. I have taught PowerPoint and
the use of such for presentations as well as having developed many instructional
classes using the same.

EXPERIENCE
1999-Retiring 1/6/2011 Chief of Police - City of Morgan's Point Resort , Bel
ton TX.
Currently Police Chief of a 16 man Department in a progressive city located in C
entral Bell County, Texas. The community is the 5th largest city in the County
with a population of 4,900 and has experienced a 100% growth over the past six
years. Manage the overall operation of the police department daily operations
, annual budget, and work toward the goal of a total community policing in a div
erse community.
Accomplishments to date, taking over a department in turmoil, correcting and est
ablishing a highly regarded Department in the law enforcement community, establi
shing a computer based system for the department, implemented a new policy and p
rocedure system, developed an officer's take home car program, building the city
police into a community oriented policing operation/problem solving oriented p
olicing department, and the writing and implementing of the Police Budget. Auth
ored and administered 3 governmental grants to successful completion and audit.
Formation of Internet Watch Program, Citizen's Police Academy and the establish
ment of a regional Underwater Dive Search and Recovery Team, now deemed one of
the 4 best in the State of Texas assisting in Hurricane Katrina and Rita recover
y. Formed the Police Officer Support Team, a group of citizen volunteers who co
mpliment the Department with support and financial backing for equipment. Serve
as Co-Emergency Management Coordinator for the City, and previously Public Inf
ormation Officer for Bell County Emergency Management which encompasses some 350
,000 people to include the cities of Temple, Killeen and Fort Hood Military inst
allation. Serves as Assistant City Manager for the City of Morgan's Point Resort
and has spent 6 months as interim city manager for the city.

1998-Present Faculty Member - Criminal Justice - Central Texas College


Instruct college level Courses in the criminal justice field. Plan, direct, writ
e and implement courses with emphasis on distance learning in the criminal justi
ce field. Responsible for criminal justice course that are taught on the Blackb
oard format, having to write the courses for use in this format.

1998-1999 Instructor - Bell County Alternative School


Certified Instructor for the Academy Independent School District assigned to
the Alternative School, teaching Junior High age children that have been sent to
the school for either committing a criminal act or violation of the Education
Code.

1973-1998 Sergeant - Temple Police Department ( Retired - 25 Years Service)


Police Sergeant with the Temple, Texas Police Department. The City of Temple co
vers 70 square miles and is an ethically diverse community of approximately 60,0
00 residents. The Department totaled 160 full service Nationally Accredited per
sonnel. Began career in 1973 as a communications specialist, becoming a patrol
officer in 1975 serving in the patrol division, traffic division, crime prevent
ion/community policing division, DARE Unit, and promoting to Sergeant responsib
le for Patrol, the Training Division ( responsible for TCLEOSE trainin
g records and Instructing Police and Citizen Training ) , and DARE Supervisor pr
ior to retirement. During the span of the career with the Temple Police Departm
ent, received 84 decorations, the Presidential Award for Law Enforcement, and Na
tional Police Officer of the Year by the Washington Center for Criminal Justice
Studies. Chairman of the Central Texas Council of Government - Grant Review and
Allocation Committee ( 6 Years) Authored and approved for over 24 Grants durin
g this time period.
