RESOLUTION URGING THE CONGRESS TO PASS THE HB 468 ALSO KNOWN AS


“THE SANGGUNIANG KABATAAN REFORM AND EMPOWERMENT BILL”

WHEREAS, Iligan City Tertiary Schools Athletic Association (ICTSAA) is an association of all tertiary schools in Iligan City
namely: ICC, IMCC, LIF, MSU-IIT, MSHC, SMC, and SPC.

WHEREAS, ICTSAA is an organize association having two (2) division namely: Board of Directors (BOD) which is compose
of Dean-of-Student-Affairs (DSA) in different schools, and Executive Board (EB) which is compose of different
Student Council President in different schools.

WHEREAS, the Executive Board has the sole right to legislate and to uphold any stand either be it the local or in the national
issues concerning the youth in general.

WHEREAS, the Association pushes for the direct and meaningful participation of the youth in the affairs of the State.

WHEREAS, pursuant to the 1987 Constitution (Art. II Section 13 -- "The State recognizes the vital role of the youth in
nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It
shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs").

WHEREAS, pursuant to the Youth in Nation Building Act or Republic Act 8044 stipulates that the State “recognizes its
responsibility to enable the youth to fulfill their vital role in nation-building”.

WHEREAS, doing so is contraindicated to the entire essence of Republic Act 7160 also known as “The Local Government
Code of 1991” which is to enhance and deepen the empowerment of the people at the local level.

WHEREAS, House Bill No. 468 or the Sangguniang Kabataan (SK) Reform and Empowerment Bill sponsored by Akbayan
Reps. Walden Bello and Kaka Bag-ao seeks to “putting the SK on the right track” requiring “an overhaul of its set-
up”.

WHEREAS, the Association strongly disagree the abolition of the SK and present alternatives to it as a struggle against
tokenism and band-aid solutions.

WHEREAS, the Association supports the provisions of the HB No. 468 especially the strengthening of the Katipunan ng
Kabataan or KK as an oversight body in the affairs of the KK.

WHEREAS, the Association supports HB No. 468’s provision on the creation of the Katipunang Pangkaunlaran ng mga
Kabataan which has the mandate to draft the youth development plan of the SK.

WHEREAS, the Association recognizes the need to, as HB No. 468 provides, democratize the access to power by
introducing anti-dynasty provisions.

NOW THEREFORE RESOLVED AND FINALLY RESOLVED, with the power of the Executive Board, the ICTSAA
Executive Board came with the resolution to support and urge the Congress to pass the HB 468 also known as “The
Sangguniang Kabataan Reform and Empowerment Bill”.
