BACKGROUND
 Sustainable national development must always follow the various
dynamics that occur in society
 The implementation of ICT has a strategic meaning in the effort to
strengthen national unity, the intellectual life of the nation, facilitate
community activities, supporting the creation of equitable distribution of
development objectives and its results, and improve relations among
nations
 The influence of ICT development in the era of convergence result in
fundamental changes in the organization and the perspective of
information and communication technology that has directly affected the
birth of the forms of new legal acts
 Globalization has put Indonesia as part of the world information society
that requires the establishment of arrangements concerning the
convergence of ICT at the national level so that the development of ICT
can be done effectively, efficiently, thoroughly, and spread to the whole
society to the creation of public welfare
PURPOSES
 Develop and facilitate the convergence
 Provides restrictions on the role of institutions that make policy,
regulation, supervision and control
 Utilization of limited resources effectively and efficiently
 Encourage investment and innovation
 Develop a healthy competition
 Develop an environment that is open, fair, and does not discriminate in
access to communications
 Encouraging interoperability services and network interoperability
 Ensure consumer protection
 Develop a network providing information and communication
technology universal (USO)
 Encouraging progress of domestic industry
 ICT for all to realize that aim to increase people's welfare in the
framework of the Unitary Republic of Indonesia and equated with
developed countries.
