INTRODUCTION
Master Plan for control of NTDs are essential for effective planning and implementation of sustainable NTD programmes in the African region. Each national NTD programme comprehensive multiyear plan (the NTD Master plan) provides national NTD programme goals, objectives and a strategy for 35 years based upon extensive situational analyses, and addresses all components of theNTDprogrammesrelevanttothecountry.ItenhancessynergiesbetweenvariousNTDinitiatives (e.g.,GWE,LFE,etc.)providethebasisforintegrated/linkedNTDprojectplansandincludescosting and financing requirements for effective NTD programme performance. In addition, the NTD ProgrammeMasterPlanincludesscenariosandstrategiesforfinancialsustainabilitythatlinktothe health sector budgeting / planning cycles and encourages strong linkages with other programmes withinandoutsidethehealthsectorineachcountry. ThenewthrustthatNTDProgrammeMasterPlanbringsincludesthefollowing: Ensuresthatthestrategiesintheplanaresufficientlycomprehensive(includesbothPCTand casemanagementNTDs)andbasedregionalpriorities,targetsandgoals. Plansbynationalstrategicprioritiesratherthanbydiseaseorinitiative; Integrates and consolidates activities with other health interventions and within the NTD programmetosolvesharedproblems; Evaluates the costs and financing of the NTD Programme Master Plan in order to ensure financialsustainabilityandlinkstheNTDprogrammetohealthsectorplanningandfinancing mechanisms. ProvidesastrongbasisforcountryAnnualNTDWorkPlans

ThepreparationofNTDMasterPlansispartofaprocessthatincludesanalysisandNTDprogramme plandevelopment,approvalanddisseminationofthenationalNTDstrategyandoperationalplans. ThereforethisguidelineistoassistcountriesintheAfricanRegiontodevelophighqualitystrategic plansbearinginmindtheneedtomeettheMDGstargetfor2015.Italsoaimstoprovideallpartners workinginNTDintheAfricanRegionwithaharmonizedtool,whichwillfacilitatethejointsupportto countries. The document will also form the basis for integrated implementation of all NTD activities in each country. Progress in implementation of planned activities as well as programme performance / outputswillbemonitoredregularlyandevaluatedatappropriateintervals.Thestrategicplanwillbe the framework for partners coordination, harmonization and alignment. Therefore, consensus on the content will facilitate the implication, commitment and accountability of stakeholders for resourcemobilization.Incountryconsultationswithallstakeholderswillalsoserveasplatformsfor reviewing progress and lessons learned, based on which the national NTD multiyear plan may be updatedorrevised,asrequired(seethefigurebelow). It is organized around three main parts, the Situation Analysis, the NTD Strategic Agenda and the Operationalframework.

PARTONE:SITUATIONANALYSIS
ThissectionoftheNTDstrategicplanshoulddescribedifferentenvironmentswithinwhichtheNTD programmewillbedevelopedandimplemented.Theseare: 1. The National environment (Country profile and how the various elements of the profile affecttheepidemiologyofendemicNTDsandtheircontrol) 2. The health system environment within which the NTD Programme operates including the placeofNTDsinthenationalhealthplanandthecommitmentofheathauthoritiestotheir control. 3. 1. COUNTRY PROFILE
Asstatedabovethissectionshoulddescribethenationalenvironmentalandcontextualfactorsthat arecriticaltounderstandthedistributionofNTDsaswellastheircontrol.Itshouldincludeissues relatedtothea.Administrativestructure,demographyandcommunitystructure;b.Geographic characteristic;c.SocioEconomicSituationandindicators;d.Transport,Communicationand Technology.

1.1.Administrativestructure,demographyandCommunityStructure
Thisinformationwillbeimportantfordeterminingdenominatorswhenassessingcoverageofcontrol interventions. Describe the political and administrative levels of the country (provide a national map displayingdistricts,implementationunitsetc). ii. Describe the population giving rural/urban distribution, general male/female ratio, distributionbydistrictandbydifferentagegroupstargetsofprogrammes(06months,659 months,under5years,514years;15yearsandabove);populationgrowthrates,primary schoolenrolmentrates,numbersofhealthfacilitiesandprimaryschoolsperdistrict,health servicecoverage(distancesandcatchmentpopulation). iii. 1.2.GEOGRAPHY
This section should provide information on elements that can affect the occurrence and the distributionofNTDsinthecountry:physicallocationofthecountryanditsneighbors,drainage,relief, vegetationandseasons. Describethefollowing: The major geographic characteristic of the country. E.g. forest, desert, coastal zones, rivers, lakes, ii. Meteorologicaldata:monthlyrainfall,seasonalpattern,rainydayspermonth,averagemonthly temperatures,andrelativehumidity. iii. Pleaseprovideamapforillustration. i.

1.3.SOCIOECONOMICSITUATIONANDINDICATORS
Informationinthissectionshoulddescribethepossibleimpactneglectedtropicaldiseasesmayhave on the national economy and socioeconomic status of individuals either directly or indirectly. ExamplesofcommoneconomicalbasesareIndustry,Agriculture(irrigation,ricegrowing,livestock, Tourism,Fishery,etc.) i. Describethemaineconomicbaseofthecountryandtheirproportionatecontributiontothe Gross National Product (GNP). Describe the major sources of national income. Highlight occupationalaspectsthatareriskfactorsforNTDs. Provide some socioeconomic indicators of the countrys economic performance, such as GrossDomesticProduct,HumanDevelopmentIndex,Inflationrate,Unemploymentrate,life expectancy,Infantmortalityrateper1000livebirths,underfivemortalityrate,andpercent stuntedchildren.

Informationinthissectionshouldprovideadescriptionoftheexistingtransportandcommunication systemsthatcanassistinplanningandimplementingprogrammeactivities. i. ii. Describe available facilities and constraints concerning transport and communication beyond districts, specifically for health facilities and schools, including telephone network coverage and utilization rates. Indicate the extentto whichthe existingtransportandcommunication systemscanbe reliedonfordiseasesurveillanceandcontrolactivities,andwhatimprovements(ifany possible)willberequiredspecificallyinrelationtoNTDcontrolactivities. 2. HEALTH SYSTEM SITUATION ANALYSIS


2.1.HEALTHSYSTEMGOALSANDPRIORITIES
In addition to describing the overall country profile, it is crucial to provide a clear analysis of the health system within which the NTD Programme operates. This section should describe the health system goals and priorities including the top ten health problems in your country, the process of prioritysettingtheplaceofNTDsinthenationalandsubnationallistsofprioritydiseases.

ANALYSISOFOVERALLHEALTHSYSTEM
Provideaclearviewonthehealthsystemperformanceindeliveringpersonalandpopulationbased servicestothoseinneedandwhenneeded. Analyzetheequityinthehealthsystemintermofaccess,coverageandqualityofhealthservices, distributionandutilizationofresourcesandfinallytheimpactonhealthstatusindicatorssuchasthe reductionofinfantmortalityrate.

Informationinthissectionisimportantfordetailedplanningofprogrammeactivitiesin termsofsourcingforfunds,coordinationatvariouslevels,custodianoftheprogram, integrationetc.

3.1. EPIDEMIOLOGY AND BURDEN OF DISEASE
The information contained in this section should provide the current status of NTD endemicity and currentcontrolinterventionsandalsoguidetheselectionofareasthatcanimmediatelybetargeted for NTD interventions. Information from surveys and health service data (health case records) are equallyimportantincontributingtotheknownstatusofdiseasedistribution.Thelatterisparticularly importantforcasemanagementdiseases. i. ii. The NTD Master Plan, as a Multiyear strategic plan, require a clear strategic agenda. The StrategicagendaofthenationalNTDprogrammesshouldarticulatetheoverallprogramme vision,missionandgoals.ItshouldalsodelineatetheStrategicGoalsandMajorProgramme FocusandStrategicMilestones.Inaddition,theStrategicPrioritiesandStrategicObjectives should indicate the main pillars of excellence as well as the continuous improvement objectivesthattheprogrammeseekstoachieveduringthelifecycleoftheMasterPlan,as shownintheFigurebelow.

PARTTHREE:OPERATIONALFRAMEWORK
TheoperationalframeworkcomponentoftheNTDMasterPlanshoulddescribehowacountrywill operate in practice to implement the planned activities. The plan should also explain what the countryscapacityneedsare,howresourceswillbemobilized,howtodealwithpotentialrisks,and how the sustainability of the project achievements will be ensured. This part is an essential componentandshouldclearlyexplainhowtheprogrammeoutcomeswillbeattained. Itisimportantthattheoperationalplaniselaboratedinconsultationwithinvolvingstakeholdersto allow wider coverage of activities, avoid duplication of resources and to yield desired results even withintheexistingconstrainedresourcesforNTDcontrol.

The NTD programme is an integrated package of a number of diseasespecific programmes. It is important to maintain diseasespecific focus goal, objectives, strategies in the integrated package. This package of activities is summarized in Annex 1. Depending on the types of diseases targeted, and their overlaps, there are variations in types and numbers of the different drugs combinations distributed at a particular time. This information is summarizedintheAlgorithmgiveninthePreventivechemotherapyManual. i. This section is one of the most important parts of the plan.
