Congress Report
Gender & Disability Development Centre Kenya Initiative organized a national congress on mainstreaming gender & disability within our ministries and government agencies and interested private entities. The aim of the congress was to discuss about the problems facing women, men and Persons with disability and aligning them to the dispensing constitution, Vision 2030 blue print and MDGs-MTP (Medium Term Plans). The first session (Key Note Speech) was addressed by Ms. Phoebe Nyagudi, Executive Director of the National Council for Persons with Disabilities NCPWDs. In her speech she expressed her gratitude of the number of attendees, she confirmed the number of persons with disability is 10% as of the total world population (World Health Organization report 2010), and she expressed weariness of exclusion of Persons with Disabilities-PWDs to social-cu ltural, economic and polit ical d evelopment ef forts. S he applaud ed the New Constitut ion as a Pillar to mainst ream ing disability with in ou r organizat ion. Ms. Nyagud i said, it is now a legislativ e requ irem ent for all govern ment and priv ate org ani zations to follow the disability policies and carry out intern al disab ility mainstream ing audit s. She said th e Perform ance Contracting gu idelines st ates that Governmen t Institutions are supposed to report t o the council on a quarterly basis on the disability objectiv es as st ipulat ed in the Disab ility Act . She said in broader context th e coun cil champion s welf are of PWD s through the facilit ation of the Disability Mainstreaming indicator in the Performance Contract ing of state governan ce. Gov ernm ent and state agencies disab ility friend ly buildings and infrastructu res are basic indicators of accom modat ing PWDs into Nat ional Dev elopment , lead ersh ip and sound governance, she added that Disab ility coordin ators, D isab ility Mainstream ing committ ee m embers and the lik e represent ativ e team s with in our organizations must be centrally placed in the process of m ain stream ing and implem entation. Sh e reinf orces that NCPWD will cont inue t o work in partnersh ip with all stakeh old ers and partners in scaling up disability m ain st ream ing activ ities.

Mr. Peterlis Nyatuga, Director of the National Commission for Gender Development, Presented the statistical analysis that shows performance of state corporation and Ministries in mainstreaming Gender. He said baseline survey data showed that a lot has to be done to mainstream gender. In response to concerns expressed by stakeholders and based on conclusion made as a result of gender mainstreaming practices in the Performance Contracts signed by Government Ministries and state corporations, NCGD undertook a baseline survey to assess the extent to which gender mainstreaming practices has been implemented with particular emphasis on outcomes attained by promoting gender equity and equality. Although the Government had put in place a number of capacity building programmes, policies and strategies to mainstream gender, a lot still remains to be done as most public institutions have not effectively and

successfully implemented gender mainstreaming policies. While there are many committed individuals and some isolated success cases as in NACC and Moi University, public institutions lack systematic approach to gender

mainstreaming. There is lack of leadership commitment at the highest levels, limited capacity on gender issues at all levels, lack of clearly defined goals and insufficient resources allocated to promote gender mainstreaming activities. He said the implications of the survey are that NCGD will reconsider its approach, if gender mainstreaming is to produce tangible and lasting results. Apart from developing gender mainstreaming guidelines, public institutions should develop stronger institutional structure, demonstrate commitment at higher levels, set goals, benchmarks and performance standards at all levels, and allocate adequate resources. Mr. Manyonge Isaac, National Council for Persons With Disabilities, said all government institution are to report on disability mainstreaming and other disability requirements to the National Council of Persons with Disabilities using the disability repotting form as stated in the Performance Contracting. He said reporting guidelines and form can be found and downloaded from the NCPDs Council website on www.ncpwd.go.ke Manyonge noted that, it wants to find some institution being unable to accommodate Persons with Disabilities during recruitment exercises. He reiterated that 5% is the recommended number of Persons with Disabilities in Institutions. He said we need strong management commitment to address the plight of Persons with Disabilities. Ms. Annette Wambui, Onchoro Oyiko & Co. Advocates, Presented the Legal Requirement for mainstreaming Gender and Disability. She based her presentation on the following; Constitution, Persons with disability Act, No.14 of 2003, Employment Act 2007, CEDAW, Maputo Protocol, Employment Act. She went through this legislative framework and suggested that all participants become TOTs (Trainer of Trainers) and create awareness within their institutions.

Highlighted the progress made in mainstreaming gender in the Police Service. She was concerned with disability mainstreaming in the Police Force. She noted that a clear policy on recruitment, deployment and promotion must be designed and followed. She added that tender committees must be trained to procure disability friendly infrastructure. Awareness; Sex disaggregated data,

Partnerships, Research and information dissemination; and good monitoring, evaluation and reporting is paramount for successful mainstreaming. Chief Organizer of the event Mr. Richard S Nasong`o, gave the final remarks with a summary of developing a database of Persons with Disabilities Professionals and increase capacity of the disability movement to place PWDs Job creation. On gender regular gender review research, gender profiling, gender mainstreaming training manuals, gender activism and inclusion of men in gender awareness projects. Civil Society Organizations like stakeholders and private sector engagement is paramount for successful mainstreaming of the two units. Prof. Koi Tirima, Chief Moderator of the event, initiated a Policy of Purpose Statement survey where participants formed groups, discussed and agreed to the convener GDDC Kenya to sent discussed suggestions for Research and Development by the Ministry of Gender, Children and Social Development, National Commission for Gender and Development, National Council for Persons with Disabilities and implementing Ministries and other Stakeholders.
