Twenty years ago producer responsibility was seen as a vague term in Switzerland and elsewhere in Europe, and was still very much in its infancy. However, the Swiss waste concept from 1986 of AVOID, REDUCE, REUSE had begun to have an impact. The ground was prepared for the vision that a manufacturers or importers responsibility does not stop at the POS or with the warranty, but that it extends until the end of the useful life of the appliance. In other words, up to the point in time when the consumer decides to surrender an appliance to the public as waste for it to dispose of . Responsibility as a principle Switzerland should take pride in the fact that its manufacturers and importers, as well as its major distributors were amenable to this vision twenty years ago. They were open to the principle that the private sector is responsible for the environmentally sound recycling of products, produced or imported by it, at the end of the products life cycle. Recycling means: Reuse as a component, recycling into secondary raw materials, exploitation for energy or depositing as a harmless material which can be returned to the ground without causing pollution to the ground, water or air. Trust in a good system The fundamentals and principles laid down in the SENS articles of association twenty years ago still hold true. Transparency in the flow of materials and finance is the basis and precondition for absolute trust in a free-market economic system in which performance and price are not exchanged directly, but are processed via a third party, in our case via SENS and its funds. Another aspect of the private sector approach is that recycling companies, transporters and collection point operators have as much access to the market as possible on the platform which is created by SENS. Clear rules free market A glance at the European Unions solution for the environmentally compatible recycling of electrical and electronic appliances clearly shows that the SENS principles are also timeless against this background. The WEEE* directive obliges all the member states of the EU to set up take-back systems on the basis of producer responsibility. This time around, Switzerland has not had to adopt EU law; it is the EU that has adopted a successful model which has been in operation in Switzerland for nigh on twenty years. Switzerland is the only country in Europe to focus on a limited selection of key points in its legislative provisions on the recycling of electrical and electronic appliances. Pivotal to the Swiss VREG/ORAREEA** is the obligation of manufacturers, importers and commercial businesses to take back old appliances and recycle them in an environmentally friendly manner. The lawmakers left all other points, in particular the financing and organisation of the take-back systems, to the enterprises involved. In no other country has the private sector this much scope to implement its solutions. Given its success, SENSs sights are firmly fixed ahead, it is not looking back. It is facing up to the changes in the market with competence, reliability and transparency. It will make a special effort to offer its stakeholders and its consumers solutions which are even simpler, even better and even more efficient. Ably assisted by the SENS team, the members of the board of trustees and the entire SENS network, I await the challenges which the next 20 years hold with relish. Andreas Rthlisberger, President

1990 Foundation of S.EN.S (Swiss Foundation for Waste Management) The objective and purpose of the foundation was to develop a system for disposing of products and appliances which could hitherto not be recycled in an environmentally friendly manner. Among other things, this included refrigerators, discharge lamps, batteries, electrical and electronic appliances. The commitment arose out of the realisation that there was an urgent need to find ways of sensibly optimising the cycle of materials from production to disposal, to make more responsible use of natural resources and to minimise pollution. 1991 Introduction of the badge for refrigerators S.EN.S was commissioned by the FEA (Swiss Professional Association for Electrical Appliances) to prepare the concept for the nationwide recycling of refrigerators in Switzerland. The implementation of the refrigerator badge as a financial instrument got under way in November 1991. 1992/93 Formation of the IGEE (Swiss Association of Interested Parties in the Disposal of Electrical Appliances) In order to establish the concept for the nationwide recycling of electrical and electronic appliances in Switzerland, the IGEE was founded in association with representatives from the IT and CE sectors. However, this organisation was wound up briefly before implementation. The preliminary work of the IGEE shapes the current SWICO and S.EN.S solutions to a significant degree. 1998 Parliamentary ordinance, the VREG Introduction of the Ordinance of 14 January 1998 on the Return and Recycling of Electrical and Electronic Appliances (VREG). This ordinance forms the basis for the S.EN.S disposal and recycling system. To this day the VREG remains by far the most narrowly defined statutory regulation anywhere in Europe. 1998 Start of the project for the overall system The needs of the market led to the establishment of an overall system for the disposal and recycling of all electrical and electronic appliances in association with the members of the FEA, as well as with representatives of wholesalers and major retailers. This formed the cornerstone for the present-day recycling system with the advance recycling fee as a financial instrument. In this regard the S.EN.S online system was implemented as a comprehensive IT instrument.

2000 Tenth anniversary S.EN.S celebrates on Mount Gurten with Bertrand Piccard as a special guest. 2002 Formation of the WEEE Forum (Waste Electrical and Electronic Equipment) What is the point of laws, targets and standards if compliance is not checked, and if evidence of performance is not measured, reported on and analysed applying the same methodology? There is a lively exchange of experiences in the WEEE Forum, a pan-European organisation for operators of systems for taking back electrical and electronic equipment; the rules and control instruments for recycling electrical and electronic appliances are soon to be defined. S.EN.S is a founding member and is represented on the Board right from the start. 2003 Start of the S.EN.S overall recycling system Based on the S.EN.S online system and on the introduction of the advance recycling fee (ARF), the S.EN.S overall recycling system is launched with 65 members of the FEA, as well as with the major distributors Carrefour, Conforama, Coop, Fust, Interdiscount, Jumbo and Migros. 2005 The toys and games industry join, as well as the building, garden and hobby appliance sector The toys and games sector (electrical and electronic toys and games), as well as the sectors for building, garden and hobby appliances and for power tools are integrated into the S.EN.S disposal and recycling system. Takeover of the operational area of recycling of luminaires and lamps for the Stiftung Licht Recycling Schweiz, SLRS (Swiss Lighting Recycling Foundation) Following intensive preparations, S.EN.S also integrates the area of luminaires and lamps into the S.EN.S recycling system for the SLRS.

Fifteenth anniversary S.EN.S celebrates in Lucerne with special guest Ralph Krger, the long-standing coach of the Swiss ice hockey team. 2006 S.EN.S becomes SENS Introduction of the new CI/CD. 2008 SENSs record-breaking recycling system Over 600 manufacturers/importers have signed up for the recycling system, and the volumes collected rise continuously: around 454000 large household appliances, 325000 refrigerators and 13300 t of small appliances are collected. Formation of SENS International As a subsidiary of SENS, SENS International is committed to the environmentally correct recycling of refrigerators in emerging markets. A first project is implemented in Brazil. In recognition of cuts in CO2 emissions as a result of high-tech refrigerator recycling, CO2 certificates are generated which SENS International sells to its stakeholders and industrial partners on site. SENS International commences its work from 1 January 2009. 2009 Change in the management of SENS With the formation of SENS International, SENS loses its managing director, Dr. Robert Hediger, who has led SENS with care, dedication and creativity since it was founded. He takes up the post of Managing Director of SENS International on 1 January 2009. He is succeeded by Corinna SchneiderTillmann, who has been at SENS for seven years and who supervised and expanded the Manufacturer/ Importer area.

Linkingpaymentstothe commoditiesmarket
With the collapse of commodity prices at the end of 2008, recycling companies demanded a higher payment for recycling services. They were right to do so. Otherwise, the payment up to summer 2008 would not have been justified because prior to that the costs had been more than covered by the sale of the recycled materials alone. This problem had never existed up to that time. Therefore, the ARF commission proposed that, in future, payment should be linked to commodity prices on the materials market. This is the only way in which amounts can be adapted fairly and, more importantly, instantly. As material prices rise, the payment falls, and as they come down, they rise. The complex project was implemented within an ambitious timescale thanks to the constructive and committed effort of recycling companies, representatives of the ARF Commission and SENS employees. It enabled flexible payment for large and small domestic appliances to be introduced on time. Four cornerstones of the new payment ordinance Operation (assets, investments, fixed and variable costs) Revenue from materials Disposal of harmful materials Return on equity Model system We will use a model system to illustrate the reality as much as possible with due regard for the total annual volume, under ideal market conditions. Needless to say, this model does not work for every affiliated recycling company. All the recycling companies split the total volume among themselves, which is why equity yields, operating costs and thus the payment cannot be reallocated one-to-one to the flexible settlement. Consequently, the following real purchase safeguards were built into the system: All the components (e.g. increase in prices) are reviewed once a year and adapted where necessary. The prices of iron, copper and aluminium are determined every month on a key date on the commodities market and form the basis for the level of the settlement. Deductions are made for the proportions of harmful substances in the appliances whose recycling incurs costs. The level of capital yield has been set by the ARF Commission and is fixed for one year. It may be reviewed annually and adapted if necessary.

Effectiveconsumer-friendly communication
SENS and SLRS agreed upon a joint publicity campaign to increase understanding and awareness of electrical recycling. Both non-profit organisations felt that it was important that every penny spent on publicity has to be used with strategic precision and with a view towards achieving results. The work on this campaign had specific outcomes: Target groups With regard to the choice of media and the form of communication, SENS wanted to concentrate on a core target group of some 3 million Swiss people who pay little heed to the environment in their day-to-day lives. The general public should be brought on board as a secondary target group, and recycling households with a sense of environmental awareness should be acknowledged. Website for the end consumer Parallel to the development of the campaign, an informative and entertaining website has been developed for end consumers and children.

Posters as a suitable medium As an extremely cost-efficient solution, posters were chosen for a highly visible awareness campaign to be displayed nationwide. 2589 posters were put up around the country to encourage people to take back their electrical and electronic appliances, as well as low-energy light bulbs. This resulted in an impressive 16.7 million opportunities for more media coverage. Long-term, exible concept idea Following a widespread basic introduction, the concept should be adapted on a modular basis for every type of appliance and every requested theme, and the campaign should be able to be continued with the long-term in mind.

The new 2-minute film e-Recycling quickly gets the message across to adults and children about the importance of recycling electronic appliances. The motivation for e-Recycling is the common thread linking the films content and design. Short film sequences are easy to edit for different contexts or to adapt as playback clips for more publicity at trade fairs or other events. Bighitwiththelittleones
SENS also devoted special activities to children in 2009. Investments in the growing understanding of recycling should, on the one hand, result in a discernible rise in the measurable returns quota of electrical and electronic games and toys. On the other hand, SENS is also pursuing long-term interests which are not readily quantifiable with its investments: it will take generations to achieve fundamental changes in attitude. Therefore, communication with children and, thus, tomorrows end consumers is essential for sustainably achieving new knowledge targets. Nevertheless, education must not be dry: since it makes more fun to learn through play, our mascot, SENSI, was once again central to communication for kids. And the little ones loved it! SENSI made an appearance at this years Suisse Toy fair, which was well attended by over 55,000 people. He was accompanied by his sidekick Murmi, who is well known from commercial TV. The pair stole the limelight from many of the other performers with the six SENSI Murmi shows which were staged every day. The 25 childrens places available at each show were booked out throughout, with the children attentively supervised by their parents and guardians. A recycling game which had been specially created for the fair

provided bigger kids with a thrilling, popular alternative. A total of around 1500 people visited the stand, taking away many fond memories, valuable recycling know-how and great giveaways. They also had the chance to win a competition: the main winners could look forward to a trip for all the family to the Europa Park in Rust with hotel accommodation included. Advertisements placed in various target group media were accompanied by communication activities on commercial TV and on the Internet. SENSI and Murmi raised awareness of the topic of electrical and electronic appliance recycling with a variety of reports, stories and puzzles. Electrical toys and games, as well as kids and parents, featured highly in the conceptual design phase of the new campaign. A website, movie, posters, online activities and advertisements were aimed at tomorrows recyclers of electrical and electronic appliances and low-energy light bulbs. They were packed with amusing features, interesting info and thought-provoking messages.

Waste doesnt only present a challenge for ecological, social and economic developments; it is also an opportunity. Switzerlands committed stance on clean waste management and its ongoing further development for the better have fostered job creation and the emergence of new business concepts. SENS was founded twenty years ago in order to establish an environmentally sound concept for recycling refrigeration and deep-freeze appliances. Over the years, the impressive solutions have meant that SENS has long since stopped being concerned with industrial recycling issues only. SENS is also seen as an indispensable partner for local authorities and recycling companies. Over time, SENS has played an important part in Switzerlands standing as a centre of environmental awareness through the quality and sustainability of its activities. It applies one of the highest standards in Western Europe and is also used as a beacon and a yardstick for development in other countries. The founding of SENS International in 2008 represented a further milestone in the expansion of crossborder activities in Europe. Among other things, SENS is blazing a trail with the introduction of new standards in developing countries for reductions in global warming and CO2 emissions. SENS will continue to focus on important strategic goals in the future with the requisite far-sightedness. For example, within the scope of the WEEE Forum SENS is involved in developing new collection and management standards, creating harmonisation across Europe. Promoting the use of less-common industrial metals such as tantalum or iridium represents another key focus in the alignment of new activities. Thanks to its comprehensive experience and competence, SENS has an important part to play in the roll-out of the end-of-life community within the European WEEE Forum. Heres to the next 20 years! Lets hope that our blue planet stays green and flourishing for a long time to come.

System analysis in the SENS recycling system Without ongoing improvement, good will soon no longer be good enough. Therefore, in-depth system analysis will be employed to demonstrate where further improvements can be made to the SENS processes. Analysis will be conducted comprehensively in all areas, from recycling to finance. Fund budget: The sharp reduction in the fund over the past two years calls for measures which will not only arrest the reduction but also restore the fund. The reserves which are prescribed by law, designed to safeguard the operation of the SENS recycling system for 12 months, must be achieved as quickly as possible. Internal processes and projects pursued at SENS will also undergo analysis to ascertain their efficiency. Shopping basket analysis (SBA): A process improvement was implemented back in 2009. The shopping basket analysis (SBA), which forms the basis for the allocation of costs to the ARF fund, will be redesigned. In future, it will comprise the stationary SBA, which corresponds to the existing SBA, and the new mobile SBA. The mobile SBA also enables SENS to include smaller businesses in the sample and to conduct in-situ sample analyses on recycling companies premises. By including these smaller businesses, the scope of the sample can be reduced drastically, cutting the costs associated with the SBA considerably.

Establishing the e-Recycling consumer label The e-Recycling label which has already been mentioned will be actively processed and publicised in 2010. Collection points and recycling companies will be equipped with it in the course of the year. The label will be used in communication aimed at end consumers and will also be available to our partners. Continuation of the communication campaign The campaign, which is implemented in association with SLRS, will be continued with advertisements in the press and an online campaign. The e-Recycling Internet platform will be continuously updated and expanded. Accompanying measures will also be adapted to the new basic platform. Increased return quotas in the toys and games sector After various planned communication activities in the press as well as group-specific targeting on the website www.e-recycling.ch, SENS will now also appear at the Suisse Toy in 2010 under the e-Recycling label. WEEE Forum conference in Zurich Following Dublin in 2006 and Vienna in 2008, Zurich is set to host the third WEEE Forum conference in September 2010. SENS is organizing the entire event together with the SWICO and the SLRS. The conference, which is held every two years, provides a platform for international exchange between stakeholders from a variety of areas (EU and member state authorities, manufacturers and importers, commerce, local authorities, NGOs, recycling companies). Twentieth anniversary SENS will be celebrating the twentieth anniversary of its foundation as part of the WEEE Forum conference in September 2010. VREG/ORAREEA revision in 2012 BAFU (the Swiss Federal Office for the Environment) is currently revising the Ordinance on the Return and Recycling of Appliances with Electrical and Electronic Components (VREG/ORAREEA). The revision will be conducted in association with a working group comprising representatives from all the areas involved (take-back organisations, trade, recycling companies, cantonal authorities, etc.). A rough draft of the new legislation should be available as early as October 2010. The revised VREG/ORAREEA is scheduled to come into force in July 2012.

The take-back organisations are faced with two central concerns: the voluntary finance and the privatesector character of the VREG/ORAREEA should be retained. This will also ensure in future that the takeback system can be tailored to meet the needs of the market with independent finance, and that everyone concerned can have a say on how the system is shaped. However, every effort will be taken to offer manufacturers and importers reliable protection against free riders and against online trading. The revision will also look at ways of monitoring the used-goods trade: in future, it will be more difficult to export used appliances declared for reuse to other countries. Corresponding requirements will also be passed onto customs and judicial authorities. It is also hoped that adapting the categories of appliances to the WEEE directives will simplify procedures, as well as bring about more informative benchmarking for collective service in the European area. SENS will keep its clients abreast of any further developments relating to the revision of the VREG/ ORAREEA.

SENS has had a vision right from the start: it shouldnt be up to the state to sort out the problems of waste, which is a by-product of industrial production; this should be done by the private sector itself. The disposal and recycling of waste should be a task for businesses, not for the state. This is the only way of ensuring that cycles are completed sensibly and with the requisite efficiency. What spurred us on was a desire to enforce the (natural) law of the cycle. Looking back, we can say that we pitched it just right. However, we are only half way there. We want to be able to report in 2030 that: Producer Responsibility is the economic basis for respectful use of our resources, recycling costs are built into the product or usage price, they are no longer itemised separately, certain appliances are taken back and recycled as a matter of course, and this is one of the services provided by the supplier of the product. Producer Responsibility now has a little sister, Citizen Responsibility: Consumers will not acquire ownership of electrical and electronic appliances, but will merely buy the use of them. At the end of the service life of old appliances, they will be handed over to the manufacturer/ importer/ shop or their take-back systems (Producer Responsibility Organisations). The take-back and recycling systems ensure that the old appliances are reproduced in conformity with uniform quality standards into secondary raw materials, components or energy. These systems are no longer nationally focused, but are producerdriven collection, recycling and usage systems. They act internationally on the basis of efficiency considerations and business management considerations.

SENS and the other take-back systems in Switzerland will form part of a European network which will ensure that producers have access to the requisite raw materials in the right quality and in the right place. European companies once again have the courage and the wherewithal to produce in Europe. Swiss and European citizens once again have the will and the wherewithal to perform at the highest level and to stay at the top. All areas of performance are based on the theme of climate protection through recycling. This determines the authorities tasks and activities. SENS and SENS International will also be at the forefront of this.

Annual Report
The Stiftung Licht Recycling Schweiz SLRS (Swiss Lighting Recycling Foundation) works in tandem with SENS to operate a separate recycling system for lamps and luminaires which have to be recycled. The SLRS is responsible for managing the Funds for Lighting Equipment and Luminaires. It has become a tradition for the SLRS to publish its annual balance sheet in the SENS Annual Report.

Comments: The number of light bulbs in circulation in Switzerland which have to be recycled is up 4% on the previous year. The drop in revenue from ARF is attributable to the fact that the ARF was halved in mid 2008. The total volume of light bulbs recycled, expressed in kg, was at the previous years level. However, there has been a clear rise in the volume in terms of absolute numbers because there is an ongoing drop in the average weight on account of the rising quantities of compact energy-saving light bulbs. All in all, the development mentioned led, as expected, to a slightly positive result for the Fund for Lighting Equipment.

Comments: The volumes recycled are up significantly with a rise of 43%. The cost of recycling only rose by 18% due to the lower recycling payments which have been linked to the trends in the prices of metals since mid 2009.
