2011 TO THE DIRECTOR GENERAL OF CIVIL AVIATION SAFDARJUNG AIRPORT NEW DELHI SUB: APPEAL ON BEHALF OF THE STUDENTS AND AIRCRAFT MAINTENANCE ENGINEER LICENSE HOLDERS Dear Sir, We the licensee as well as the student of Aircraft Maintenance Engineering encroaches upon your valuable time to consider our grievances as have been existed in our course being provided by the Institutes/Colleges affiliated to DGCA. At the outset, before going into the details of the grievances which we are facing, we may point out the brief facts leading to the Course of Aircraft Maintenance Engineering. The first and foremost criteria for getting into admission of Aircraft Maintenance Engineering is a student should have 10+2 with 50% aggregates marks in Physics and Mathematics or Graduation with Physics, Chemistry and Mathematics as their subjects or having Diploma in Engineering. Only those candidates, who are having the abovementioned qualification, can apply for Aircraft Maintenance Engineering Course. The above said Course is being conducted by Indian Institute of Aeronautics or any other Institutes affiliated to DGCA. The candidates, who applied for taking Aircraft Maintenance Engineering Course, thereafter had to take Admission Test consisting

of 100 Marks, comprising of objective type questions of 80 marks and subjective type question of 20 marks. It is relevant to mention here that after getting selected in the admission test, one has to pay hefty amount towards course fees and after paying the said course fees one has started three year course in Aircraft Maintenance Engineering, Affiliated to DGCA. It is stated that during counseling with the student it was projected to the student that, this is a very challenging and profession course, therefore withdrawal from the course are almost nil and even if one has to withdraw from the course, that should be done according to the rules and regulations provided in the prospectus. Further during the first week of college sessions the faculty and office staff boasted about the AME course thereby claiming 90% placement with a salary package of Rs.4,00,000/- to Rs.5,00,000/- into aviation sector with different airlines operating in India and abroad. However, one has to keep in mind that the student should have to clear his/her DGCA papers to get the license for maintenance of Aircraft.

It is stated that the students who had got admitted in three years AME course and had done regular classes including practical and theory paper on semester basis, even after spending hefty amount towards tuition fees, college fees, examination fees, hostel fees for

outstation students etc. It is relevant to mention here that the student after clearing all the semester in the College Examination find themselves to be eligible for DGCA Examination and accordingly, after hard work and all efforts to clear the DGCA paper passed out the

DGCA Examination with a hope to get lucrative job in the Aviation Sector having handsome package. However, the nightmare of the students starts from the date when they got the Basic Aircraft Maintenance License (Paper 3) from the DGCA. It would not be out of place to mention here that after getting license (Paper 3) from the DGCA, they find themselves in the middle of desert having no placement in the Aviation Sector as they do not find any

advertisement for Aircraft Maintenance Engineers either in the Government Sector what to say of in the private Sector Airlines, who runs Aircraft Company. The shocking aspect of the matter is that the students who qualify as an Aircraft Maintenance Engineers does not even get considered as a Graduate by any institution or corporate sector, if the student got admitted themselves and completed the Aircraft

Maintenance Engineering Course and had obtained the Basic Aircraft Maintenance License based on the 10+2 qualification remains same after 3 year of AME course. The only future prospects of those students are in the Aviation Sector with almost 0% opening and find themselves rendering jobless after completing so called Aircraft

Maintenance Engineering Course and after spending 3 (three) valuable years in completing the Course. Hence the result of getting such Course is almost nil or one can recognize it in negativity as they are neither a qualified graduate nor an Engineer. It is pertinent to mention here that nobody (company, firm or Aircraft owner) employee them as a trainee even the students want to get into it without any salary for experience, rather, all the Aviation Sector do demand years of experience Certificate from the Basic License holders in order to get a job in the aviation Sector. Moreover, during all these job search procedure, one could get as an experience was to find all corruptions into this field, and to get job into this aviation sector one need to have money for donations/bribe or have recommendation of MP/ Ministers or businessman, who can get a job in this sector.

Now, it is relevant to point out the discrepancies being meted out to the students of Aircraft Maintenance Engineering course and Aircraft Maintenance Engineer License Holder. It is pertinent to mention here that similar course is being conducted by Directorate General of Shipping, and there are huge numbers of college affiliated to DGS. The students who have passed out from DGS are well recognized, well placed and none of them feel frustrated and the placement ratio is almost 90% therefore, it is not understood as to why either the DGCA or the Ministry of Civil Aviation has treated the

student of Aircraft Maintenance Engineer step motherly. Moreover, it is well settled that any technical qualification is covered or affiliated under AICTE or under UGC but the course of AME has neither been recognized or affiliated by AICTE nor under UGC. It is not understood as to why the DGCA has not taken any step all these years to provide the student with any degree or certificate and that too the

abovementioned course has not been recognized by any Government organizations, including Government of India, institutions or in the corporate sector. The AME license holder is merely an ISC (10+2) passed as they qualified three years back from the respective schools and nothing more than that as the AME course is neither equivalent to Graduation or Bachelor in Engineering. Thus the future of the students doing AME course is very bleak and uncertain comparatively to the other courses being affiliated to AICTE or UGC or Government of India.

Moreover, the grievance of such students/ license holders are that though some aspirants get job in the Aviation Sector, they have been exploited by the Airlines or Aircraft Company, and they are forced to do the job after paying meager amount, as the officials of the Aircraft Company knows it very well that there are huge number of license holder are unemployed. Thus, running such courses is exploiting the students where the Government is boasted upon Education for all and where Education is there but no one is there to

recognize such education parted to the students of AME. Under these circumstances, it is imperative that such education system should be changed in order to bring right of equality to the Students going for AME Course and other technical education being parted by the Government of India or UGC or any technical education procured which is affiliated under AICTE.

It is therefore, most respectfully prayed to your goodself to kindly consider the grievances of the students/ AME License Holder and necessary changes or modification or amendment in the education system of AME be brought so as to enable the aspirants of AME will be able to call themselves as graduate or may be given proper and equal opportunity in the field in which they are qualified and to bring liquidity to it. An early immediate action in the matter shall be appreciated.
