Situation Update on Flooding No. 4

This report is issued by OCHA Sub-office in Mindanao, the Philippines. This special report covers the flooding situation in Central Mindanao.

I.

SITUATION OVERVIEW

PAGASA today reported that Tropical Depression Egay has moved out of the country, however, another Low Pressure Area (LPA) was estimated at 710 km west of Visayas which is expected to bring scattered rain showers across the country. To date, the spate of continuous rains and the previous weather disturbances have already caused flooding and flashfloods in ten provinces and five cities of Mindanao. NDRRMC today reported that 135, 921 families (703,199 persons) have been affected in Mindanao. In Cotabato City and the adjacent municipalities of Maguindanao, flooding was aggravated by clogged waterways due to an accumulation of water hyacinths in Rio Grande de Mindanao from the Liguasan Marsh. On 20 June the Cotabato City Office on Social Welfare and Development Services (OSWDS) reported 34 of the 37 barangays were already affected by flooding. A total of 22,065 families (74,311 persons) are affected and remain home-based; while, 7,987 families (23,658 people) are displaced and have sought temporary shelter at 28 Evacuation Centres (ECs). The City Government provided relief assistance (packs of rice and water containers), as well as other local private organizations and NGOs. A call for further assistance has been issued by the City Government due to extent of floods.

OCD ARMM (19 June) reported that 21 municipalities (179 barangays) in Maguindanao with 53,899 families (327,816 individuals) have been affected by floods. In total, 82 schools, 304 houses, 241 stores and2 markets have been damaged in Maguindanao. In Lanao del Sur nine municipalities (120 barangays), with 4,535 families (22,675 individuals) have been affected. Jolo has four affected barangays. The following figures are indicative only. More comprehensive information will be released upon completion of the Damage Assessment Needs Analysis (DANA).

HUMANITARIAN NEEDS AND RESPONSES

Evacuation Centre at Notre Dame Village, Cotabato

The MHT met yesterday (20 June) and discussed the flooding situation affecting central Mindanao. Cluster leads provided interim inputs based on initial information and observations The results of DANA assessment are still being consolidated. ACF Cotabato coordinated with OSWDS Cotabato City, and distributed non-food relief assistance (780 jerry cans, hyposol and tarpaulin for communal use) on 16-17 June at various evacuation sites in Cotabato City. CCCM Camp management is considered a priority need. DSWD and volunteers, are providing manpower support , however, there is a need to strengthen the support capacity on camp management and coordination. Child Protection (Sub-Cluster) all child protection (CP) working groups were activated in order to develop a strategy and a response mechanism to the floods including the development of a CP network and psychosocial activities. Food Field assessments have been completed and priority areas will be identified. WFP, together with DSWD, will provide information in the next two days. Interventions could include food distribution, Food for Work, and clearing of sewage and drainage chanels. Health Incidence of diarrhoea has been reported in the camps. Five teams are conducting the DANA assessment. DOH distributed oral dehydration salt and chlorine for water treatment. Nutrition The general SAM level is 10% in Maguindanao. The clusterIt recommended infant feeding in emergencies. WFP also is targeting 6-23 months supplementary feeding and will work with Save the Children. Protection MinHRAC shared their field report, highlighting the less visible displacements in Cotabato City; these residents are encamped in interior areas (at the diversion road), and could be reached by a canoe.

GBV GBV volunteers will be incorporated in the planned training by UNICEF on camp coordination. A culture of silence around GBV issues is still strong in this region. As a result there is a need to disseminate more information to raise the profile. Education The cluster conducted a rapid assessment using the DANA tool in different affected schools in Maguindanao and North Cotabato. The assessment results indicate most schools along the river banks are affected. Early Recovery Cluster members participated in the DANA and identified the damage of 847 houses and 14 dikes. It remains difficult to access and assess the inner barangays. Dikes are required in most of the areas around Rio Grande. Municipal DRRMCs also requires additional capacity. Coordination Requires strengthening within the City Government of Cotabato. OCHA met with the City officials and presented its support services on coordination and information management in behalf of humanitarian community. OCHA pDarticipate in a coordination meeting at OSWDS today at 0900h in Cotabato City hall. The DANA assessment teams met today at the ORG to feedback and consolidate the DANA results. Next coordination meeting with OSWDS will be on 23 June at 0900h in Cotabato City hall.
