To, Sir I was admitted in University empanelled Jivodaya Hospital Ashok Vihar New Delhi on 14-03-2011 after examination

by the team of doctors and with a view to avoid further complications & risk to my life they decided to perform two surgeries on me simultaneously in one after the other namely Cesarean delivery & fibroid surgery confining me to the hospital for treatment & recovery for 6 days i.e. from 14-03-2011 to 20-03-2011 instead of usual 3 days for normal delivery 2. I had to incur Rs 52660/- from these two surgeries including the cost of treatment of new born baby and the expenditure for additional 3 days indoor treatment in the hospital .Details of expenditure along with vendors & essentiality certificate duly authenticated by the authorized medical officer and countersigned by the medical superintendent were submitted along with my medical reimbursement bill on 1-042011 .Expenditure of Rs 52660/- include the following: (1) Rs 42225/- embodied hospital bill no 1974 & 1975 dated 20-03-11 being the cost of a. New born baby treatment b. Two surgeries namely caesarian delivery & fibroid surgery c. Medicines, investigation & blood transfusion of cesarean surgery only d. Room Charges, doctor visits, surgery charges for 6 days covering both cesarean delivery & fibroid surgery e. Outside additional expenditure of Rs 7385/(Medicines fibroid Rs 5385/-, Investigation of fibroid Rs 500/- for ultrasound, Rs 400/- for biopsy of fibroid, Blood procurement from authorized blood bank surgery Rs 1100) 3. However , my reimbursement bill has been passed for Rs 30602/- including the treatment of baby instead of Rs 52660/- .On enquiry it was learnt that I have been paid at CGHS package rates ( Rs 19745 for self Rs 10857/- for baby treatment all inclusive disregarding actual expenditure) as per policy & practice of the University seem to be contrary to GGSIPU Medical Attendance Treatment Regulation as enshrined in BoM resolution 77 dated 24-01-02 .Further Jivodaya being Christian Missionary University Empanelled Hospital its bills along with expenditure incurred under its direction on the purchase of medicine diagnostic investigations procurement of blood from authorized blood bank etc should have been honored suomotto. 4 . Anyhow even if I was to be paid at CGHS package rates it should have been applied in Toto & not in parts, keeping in mind Para 3.2,3.3 & 11 of CGHS Delhi package rates

as issued by the Ministry of Health & Family Welfare No S 11011/23/2009 CGHSD11/hospital cell( Part 1) dated 17/082010( relevant Para also enclosed).It appears while processing my bill it has been assumed that it was a normal rather than cessearn delivery , that there was no 2nd surgery viz Fibroid performed simultaneously on me and that my indoor treatment was of 3 days rather than 6 days due to aforesaid complications 5. As per CGHS package rates, I am still entitled to the following:(1) 50% Charges of package rates for fibroid surgery ( Para 11 of regarding CGHS memorandum ) (2) Cost of Medicines , investigations , transfusion of blood Room charges, consultant visit, nursing care as allowed for 2nd Surgery ( Para 3.3 of said CGHS memorandum) : 19745/2 =Rs 9872 :
