Mauborgne, Principal 1855 Brockett Road Tucker, GA 30084 Dear Ms. Magborgne, I am writing to formally oppose the proposal that has been submitted to the DeKalb County School Board for a T-Mobile cell phone tower to be constructed on school property of Brockett Elementary. I am compelled to speak out regarding this matter as I feel that it is my right and obligation both as a parent at Brockett as well as a homeowner in the school district. I can understand where the potential money that could be brought to the district would be appealing if that were the only issue that warranted consideration. However, the responsibility the school has to the students and the surrounding community is also something that should be factored into the decision. I have spent a considerable amount of time researching the issue of cell towers and the RF radiation they emit. The World Health Organization just classified cell phones into the category of possible carcinogens. I do not want my child or any child, for that matter, to be exposed to cell tower radiation while at school. I would hope that you would think of all of the children at Brockett to be, in a sense, your children during the time that they are in your keep. If you do, then I am sure you will feel the same way that I do. No dollar amount is worth putting our childrens health in possible danger. And, no dollar amount is worth contributing to the further economic decline of the surrounding community that has supported this school for decades. What good are the increased security measures you recently put in place if we will now have a revolving door of technicians, repair persons and others with access to school grounds to perform tests and repairs on the cell tower? Will anyone be requiring background checks and having these individuals sign a sheet to log in and out the way volunteers at the school must? I have also learned about the loss of property value that can be as much as 20% when your home is in the light of sight of a cell tower. What success do you expect with a clean-air campaign when exhaust fumes are in the same category as cell tower emissions? How could the PTA care about one (the emissions) and not the other? How can the school boast about the improvement in nutritional value of the lunch menu when there is no concern over the health of the children when it comes to continuous exposure to low level radiation? I hope you see where many of the parents, like myself, will find these contradictions in the stated goals and beliefs of the school to be too blatant to overlook. My confidence in this school system has already been shaken and I have been a firm supporter. I do not believe that T-mobile is acting in a professional manner, by the poor timing, poor notification process, misrepresentation of the total RF emissions we could expect from a tower after all cells are leased out, failure to mention the pending merger with AT&T and its implications on any contract terms and failure to discuss why another tower is needed when we currently have 86 in the 4 miles surrounding our

school, 20 of which are owned by AT&T, BellSouth or T-mobile. It is with great concern and all due respect to the business decision that must be made that I submit my letter to you to voice my protest of the cell towers for Brockett and every school in DeKalb County.
