As of April, Leesburg Town Council voted to allow the Town Manager to establish a snowbird policy in order to relieve water customers who leave their homes for a large duration of the winter. With the new policy, the Leesburg Finance Department is authorized to work with customers who are absent from their homes for 60 or more consecutive days during the winter quarter. The department and customers will work together to establish an estimate of quarterly water usage that will be used as the marker for water usage during non-winter quarters. The water usage is set in the winter quarter. The winter quarter was initially set to represent an accurate and normal water usage during any billing period. For the remaining quarters if it exceeds over 35 percent of what was set during the winter, customers would be billed a high usage rate. The town came to the conclusion that their water customers who left during the winter quarter, known as snowbirds, would have their water usage set lower, due to lack of using water. Then, the snowbirds would be billed for higher usage in the next quarters. Customers who believe that they qualify as snowbirds and wish to request an adjustment to their winter quarter usage should complete and submit and application to the Towns Finance Department. Hey what about those of us with kids in college? Theyre gone all winter and then come home for the summer, and that skews water usage for their families.
