PURPOSE
The purpose of this Plan is to ensure that all workers at YERP are working under safe conditions and To provide minimum standards regarding the prevention of heat related illnesses on the Yanbu Export Refinery Project (YERP). To look after Health, Safety and Wellbeing of employees working under Enppi
from adverse Hot weather effects. To prevent damage to property and Environment from any kind of adverse weather conditions. To continue our works in this project site tackling these severe weather situations with required precautionary measures.

2.0

SCOPE
This plan is applicable to all the activities carried out under the supervision of ENPPI SP1. Only in related to bad / adverse weather conditions as Heat, Strong Wind, Rain and Lighting which has direct effect on all Contractors, subcontractors and vender personnel performing tasks on the Project.

DEFINITIONS 4.1
Heat Illness/Stress

A serious medical condition resulting from the body's inability to cope with a particular heat load, and includes heat cramps, heat exhaustion, heat syncope and heat stroke. 4.2 HEAT

Ambient temperature measured in centigrade out of direct sunlight, away from any other heat source in a well-ventilated area. 4.3 Wet Bulb Globe Temperature (WBGT)

A composite temperature used to estimate the effect of temperature, humidity, and solar radiation on humans. 4.4 Apparent Temperature (Heat Index)

A measurement of the air temperature in relation to the relative humidity, used as an indicator of the perceived temperature.

RESPONSIBILITIES
5.1 All Supervisors Concerned are responsible to look after all the HSE related matters of Men, Machine, Material, Methods (4M) and Environment in their respective areas of works and taking necessary precautionary measures during execution of tasks. They will make people alert about the impact of severe hot weather conditions. Supervisors are responsible to involve his employee on Heat stress training schedule. Supervisor responsible to the following when his employees suffering heat stress till medical and emergency services come: 1. move the patient to a cool environment 2. soak the patients clothing with water 3. apply cold packs continuously 4. place them in a tub of cool water and 5. circulate the air around the patient 5.2 Construction department Shall assist Supervisors to take prompt decisions on HSE aspects to combat with adverse hot weather conditions during works and provide required information on weather conditions and improvement in communication systems. 5.3 HSE department shall ensure that all the required systems / procedures related to Health, Safety & Environmental issues are in place & complied with for safe operations of tasks ENPPI HSE manager in cooperations with Site Safety Officers and Supervisors is also responsible for alerting or reporting to management of impending severe Hot weather condition. 5.4 Project Management and Administrative department

Shall provide required resources for implementing this plan to eliminate risks associated with adverse hot weather conditions for continuous flow of works. 5.5 Employees All the employees must follow HSE rules & regulations on site and YERP procedures during execution of works to avoid any accident / incident / property & environmental damage. It is also the responsibility of all the employees (worker to senior management) to alert other employees as soon as they receive information about severe hot weather condition

6.0

Effects & Control Measures


6.1 Project management shall conduct a thorough evaluation of the workplace to Identify tasks and conditions that present a potential heat stress hazard. This evaluation should include observations, discussions with workers and supervisors, and the review of any reported heatrelated disorders. A medical screening will be given to employees prior to working in elevated heat environments to determine if they can take salt based or electrolyte solutions. Following table indicates about the impacts of severe hot weather conditions on HSE and control measures thereof.

Control Measures
1. Temperature must be recorded daily basis & whenever the ambient temperature exceeds 35C (95F) all the works in open sunlight to be carried out with proper supervision and job rotation, working schedule may be changed if required. 2. New employees to be heat acclimatized first instead of directly putting into works in direct sunlight throughout the day. 3. During induction of new employees the impact of heat on human body shall be mentioned & to make them aware that in case of any health problem they must contact site doctor and the supervisor concerned. 4. The Supervisors / Foremen concerned should pay more attention while their employees are working in open sunlight. 5.The people working under direct sunlight must be provided rest time to time through job rotation in shaded area 6.Sufficient supply of Cold drinking water to all the employees on site in time 7.For health problem of any employee, site doctor must be contacted

8.One ambulance must be stand by in the clinic area another shall take round to the side time to time with a nurse to check the workers on site specially during high humid periods 9. Communication system (either mobile or Radio) to be improved providing the same to the site supervisors / safety supervisors / doctors. the radio equipment will checked and inspected regularly to ensure its safe 10.All employees concerned must be made aware about the impact of heat on human body through JSA, TBT etc. 11. Employees working in hot weather condition must take sufficient cold water with salt only by prescription / medical advice (people with high blood pressure problems must take doctors advice before taking salt) 12.Vehicles shall move to the various sites during working hours to provide assistance to workers 6.2 heat shelters Shade will reduce radiant solar heat and is a widely recognized control measure. Shading the work area, rest areas, or equipment or enclosures can significantly decrease the heat load. Heat shelters will distributed at many places at work site to be available for workers. Head shelter will mad from scaffolding materials and shad cover will be cladded with correlative sheet have heat reflection surface. Heat shelters will provided with air blower to circulate the hot air inside shelter. Cold water station will place adjacent to heat shelter under shade 6.3 Water Stations Water station will distributed at site including cold water and provide ice on regular Base. the water station will be shaded in case if it placed out heat shelter. Regular check will done on water stations by HSE and Area supervisors to ensure that cold water available all times Water will include electrolyte solution under site doctor supervision 6.4 Training Provide heat illness awareness training to all new Personnel and to all project personnel. This training will include as a minimum: o o o o The hazards of heat stress Recognition of predisposing factors, warning signs, and symptoms First-aid procedures for, and potential health effects of heat stroke and other heat related illnesses Worker responsibilities in avoiding heat stress

Dangers of the use of drugs, including prescription and over the counter medicines, and alcohol in hot work environments Proper use of engineering and administrative (work practice) controls Proper use of personal protective equipment Measures personnel can take to minimize the effects of heat stress (hydration, work pace, helpful nutritional habits, etc.) What to do during a Heat Awareness Condition

6.5 Emergency Action plan Prepared plan will be implemented to be ready for high response during sever hot weather conditions and emergency Test Drills will be applied on regular basis as per drill matrix to test the effectiveness of medical and first rescue teams in case of injuries due to hot weathers. Work will stopped at maximum heat 50 Co 6.6 Ramadan Plan 6.6.1 Working hours will be scheduled to minimize the time of exposures to direct sun. working day will start at 6:00 Am and end at 2:00 PM 6.6.2 Rest time will be circulated on all workers under supervisors controls. 6.6.3 HSE and construction teams will perform Job hazard analysis (JHA) for each work activity to set the control measures during working at server hot weather. 6.6.4 Daily awareness will be conducted for workers about sever hot weather safety precautions through tool box talk and training sessions

6.6.5 All labours will adhere with PPE to protect form sun direct exposure. 6.6.6 Most of Muslim people will work at night shift

7.0

HEAT AWARENESS CONDITION 7.1 Declare a Heat Awareness Condition when the potential for heat stress is significant. 7.2 The Condition is based on daily weather forecast of competent weather forecasting services. If
extremely hot weather is predicted for the next day or days, a Heat Awareness Condition is declared to ensure that all aspects of the Heat Stress Prevention procedure are in place, and that personnel awareness is heightened. Extremely hot weather is defined here as any of the following:

7.2.2 Weather service forecasting of apparent temperature (AT), or heat index (HI) in
excess of 32C (90 F) 7.3 A Heat Awareness Condition may exist at site throughout the year. During a Heat Awareness Condition, the hazards and controls of heat are continuously emphasized with each employee and supervisor during Safe Working Plan discussions. Personnel should be instructed to interrupt heat exposure before they feel excessive discomfort or symptoms of any heat related disorder. 7.4 The Heat Awareness Condition is based on publicly available values that make the program understandable to most employees. It also makes the program more practical where there is limited access to WBGT monitoring equipment. Contractors shall advertise a Heat Awareness Condition by posting the predicted heat index at the main personnel entrance gate on a sign in the shape of a thermometer, or by other effective means. 7.4.1 7.4.2 Apparent Temperatures (Heat Index) Chart (Shaded areas indicate apparent temperatures above 32.2C):

7.5 Work during temperatures at or above WBGT 50C (122F) shall be severely restricted and requires YERP HSE approval.
