INTRODUCTION
These guidelines are for use on both commercial and Navy contracts. These guidelines are intended to provide the designer with information necessary to determine the following: Acceptable location and orientation of structural penetrations. Situations in which compensation for penetration of ship structure is not required. Situations in which compensation for penetration of ship structure is required. Situations in which penetration of ship structure is not permitted. Situations in which hull technical must be consulted.
3. 4.
These guidelines also provide information which will enable the designer to determine the type and size of compensation required in situations where consultation with hull technical is not required. These guidelines are not applicable to the design of the following: Large deck openings (hatches, access ). Archways or door openings. Clearance cuts allowing structural members to pass through. Lightening holes. Weld relief cuts. Snipes, drainholes, airholes, or clearance holes for erection butts. Seachest openings. Scupper openings.
19 .1.
19 .1.1.
1.
GENERAL
Penetrations are not allowed in the following locations: a. b. c. d. Sheer strakes and strength deck stringer plates in the midships 3/5 length. (See Figure 14.) Web, girder, beam, or stiffener brackets. Web, girder, beam, stiffener flanges, or backing chocks. Pillars, stanchions or the web of a girder directly above or below a pillar or stanchion. (See Figure 15.)
9/22/03
19-1
Penetrations in structural bulkheads above doors and arches should be avoided. (See Figure 16.) Penetrations in structural decks near the corners of large openings, such as hatches, and in longitudinal bulkheads near the ends of breaks in superstructure or deckhouses should be avoided. (See Figure 17.) Large openings are those that result in break of existing stiffening. Multiple penetrations in main transverse bulkheads should be minimized by employing pipe tunnels or utility trunks. No compensation is required for penetrations through non-structural steel bulkheads or flats, such as deckhouse decks, deckhouse interior bulkheads, or intermediate platforms. Square cornered penetrations are not allowed. Corners of non-circular penetrations must be well rounded, a minimum of 1/8 depth of opening, but not less than 25mm will be required (50mm within 450mm of side or bottom shell see Figure 2). Openings less than 150mm in depth will be fully radiused; i.e., circular or oval, but not rounded rectangles. Depth is as defined in Figure 1. All welding of steel used for compensation must be in accordance with regulatory body requirements and NASSCO welding procedures. Penetration dimensions are based on the clear cut dimensions unless a sleeve or ring is installed, in which case the inside dimensions of the sleeve or ring are to be used. (See Figure 18.) For proximity of penetrations to weld seams. (See Figure 12 and Figure 13.)
4. 5. 6.
7. 8. 9.
10. In general, no more than 25% of the structure in a bay should be taken up with penetrations (in aggregate). (See Figure 20.)

19 .1.2 .
1. 2. 3.
Non-circular openings will be oriented with the longer dimension in the direction of the span and the shorter dimension in the direction of the depth. If possible the opening should be centered at 1/3 depth of penetrated beam, or, between this point and the supported plate. Avoid penetrating near the beam flange. Openings are not permitted in way of the end 1/8 span except for small circular holes meeting the criteria of Figure 3. The span is defined as the unsupported length of the beam and is usually the distance covered by the beam or girder between supports such as larger girders, stanchions, bulkheads, or decks. For the purposes of this document, brackets are not considered when determining span. Direct any questions regarding the definition of beam span to ASD.

19 .1.3 .
1.
Structural decks and bulkheads are those which define a watertight compartment or tank boundary or which provide support for propulsion or outfit machinery or other primary load bearing ship structure. Bulkheads whose stiffeners are snipped back (not attached) to decks are not constructed to be structural bulkhead. See Figure 5 and ASD or ID&NA Configuration Control document.
19 .1.4 .
1. 2. 3.
Non-circular openings through strength decks are to be oriented so that the longer dimension runs fore and aft. Openings should be well separated and should not be located on the same line transversely or vertically. Multiple openings will be compensated or combined to form a single opening when the minimum centerto-center distance between the openings is less than the sum of the diameters. See Figure 6 and ASD or ID&NA Configuration Control document.
19 .1.5.
This section addresses longitudinal girders outside the midship 3/5 length. Any penetration through a longitudinal girder within the midship 3/5 length will be approved by Penetration Control. Any openings in floors and longitudinal girders will be centered at or near the mid-depth of the member. See Figure 7.
19 .1.6 .
The penetration of side shell web frames should be kept to a minimum. When penetrating the frames, the rules of Figure 8 should be applied.
19-4

19 .1.7.
1.
The following tables specify compensation in the form of flat bar rings. Table 1 specifies compensation for rectangular openings and Table 2 specifies compensation for circular openings. Pipe sleeves or welded-in pipes may also be used as compensation in certain instances. In Table 1, L is the larger dimension and W is the smaller dimension of the non-circular opening. Openings or thicknesses outside the ranges specified in Table 1 and Table 2 shall be approved by Penetration Control on a case-by-case basis. All material used as compensation shall be at least the same grade as the penetrated material.
2. 3. 4.
Instructions for use: 1. 2. 3. 4. Determine thickness of plate being penetrated. Determine size of opening. Locate the same or next largest opening in the left-hand column of the table. For rectangular openings, both dimensions (W and L) on the table must equal or exceed the actual values. Move horizontally across the table and locate the column that corresponds with or exceeds the thickness of the penetrated member. The face bar size indicated is the compensation required for the opening in question.
Example: Penetration in web of beam: Beam depth = 24 inches. Penetration width = 7 inches. Penetration length = 18 inches. Beam web thickness = inch. Problem: Length is 75 percent of the beam depth (over 2/3 beam depth). Length is greater than twice the opening width. Solution: From Table 1, the next largest opening listed is 8 x 24. At a thickness of 1/2 inch, the compensation listed is a 4 x 3/8 face bar. A 4 x 3/8 face bar will increase both the length and depth of the opening by twice the compensation thickness or 3/4 inch. The opening dimensions then become 7-3/4 x 18-3/4. This still falls below the table value of 8 x 24. Therefore, this compensation is acceptable.
