TAFE NSW has been delivering nationally accredited training programs to the aviation industry since 1923.
The Aeroskills Centre at Padstow College, part of TAFE NSW - South Western Sydney Institute, is a State Centre for excellence in aircraft maintenance training. The Centre currently provides leading edge and industry current training to civilian airlines, general aviation and military customers in Australia and overseas.

Licensing requirements
in the Australian Aviation Industry
The Civil Aviation Safety Authority, known as CASA, is an independent statutory authority whose primary function is to conduct the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. CASA also provides comprehensive safety education and training programmes, internally or through other registered training organisations such as TAFE NSW, and is the licensing body for the Australian Aviation industry. Selected units of competency and qualifications have been designed to satisfy draft requirements proposed by CASA for Licensed Aircraft Maintenance Engineers under the proposed Civil Aviation Safety Regulation Part 66, and to comply with the transitional arrangements covered by CAO 100.66. These training programs will allow entry to optional licensing pathways leading to both trade recognition and Diploma-level preparation for CASA interim maintenance authorities/ licensing. These programs will be conducted by TAFE NSW South Western Sydney Institute, Padstow College which will also have complementary CASA approval as maintenance training organisations under CAO 100.66 and eventually the proposed Civil Aviation Safety Regulation Part 147. Diploma Courses
Each Diploma qualification (avionics or mechanical) is comprised of core units of competency (common to both qualifications) and specified elective technical stream units. Both core and technical streams include new additional beyond trade obligatory subsets of units supporting achievement of the particular LAME licence sought. Diploma of Aeroskills

These are divided into two technical streams of Avionics and Mechanical. The Avionics and Mechanical technical stream units specified for the Diploma qualifications are those designed to suit various optional licensing pathways. They describe work role activities performed in a hangar or on the tarmac or flight line (as part of the trade skills profile for an Aircraft Maintenance Engineer, AME). Additionally there is also an obligatory subset of technical units (having avionics or mechanical focus as required) supporting achievement of CASA beyond trade licensing requirements.

Diploma of Aeroskills (Avionics)

MEA50107 This qualification is primarily for avionics maintenance engineers pursuing a qualification for licensing purposes. This qualification provides a pathway to CASA part 66 - Maintenance Personnel Licensing in licence category B2. The competencies achieved through this qualification include: Administering processes in civil aircraft maintenance certification Planning, implementing and supervising aircraft maintenance activities Managing human resources in an aircraft maintenance context Supervising and applying OH&S procedures in aviation maintenance Performing advanced troubleshooting in aircraft avionic maintenance Performing aircraft weight and balance calculations for aircraft modifications

Diploma of Aeroskills (Mechanical)

MEA50207 This qualification is primarily for mechanical maintenance engineers pursuing a qualification for licensing purposes. This qualification provides a pathway to CASA part 66 - Maintenance Personnel Licensing in licence categories B1.1, B1.2, B1.3 and B1.4. The competencies achieved through this qualification include: Administering processes in civil aircraft maintenance certification Planning, implementing and supervising aircraft maintenance activities Managing human resources in an aircraft maintenance context Supervising and applying OH&S procedures in aviation maintenance Performing advanced troubleshooting in aircraft mechanical maintenance Performing structural repair/modification assessment and evaluation Performing aircraft weight and balance calculations for aircraft modifications

Requirements for Candidates

Individuals being assessed under statutory licensing and industry registration systems must comply with training and experience requirements as specified in Civil Aviation Safety Regulation Part 66 (CAO 100.66 during the transitional period) and include: For a B1 Licence (or equivalent maintenance authority under CAO 100.66), attainment of all units of competency in the Diploma of Aeroskills (Mechanical) with elective units selected according to the licence (B1.1, B1.2, B1.3 or B1.4) sought For a B2 Licence (or equivalent maintenance authority under CAO 100.66), attainment of all units of competency in the Diploma of Aeroskills (Avionics) In all cases the presentation of a Log of Industrial Experience and Achievement, in which experience and attainment of units of competency have been correctly certified, will be one of the requirements to demonstrate eligibility.

Assessment

Assessment under this Training Package, leading to an AQF qualification or Statement of Attainment, may follow a learning and assessment pathway, an assessment-only or recognition pathway, or a combination of the two as illustrated in the following diagram.

The assessment only or recognition of prior learning pathway is likely to be most appropriate in the following scenarios: candidates enrolling in qualifications who want recognition for prior learning or current competencies existing workers individuals with overseas qualifications recent migrants with established work histories people returning to the workplace people with disabilities or injuries requiring a change in career Where candidates for assessment have gained competencies through work and life experience and gaps in their competence are identified, or where they require training in new areas, a combination of pathways may be appropriate. In such situations, the candidate may undertake an initial assessment to determine their current competency. Once current competency is identified, a structured learning and assessment program ensures that the candidate acquires the required additional competencies identified as gaps.
