Circular No:- 28 To The District / Branch Secretaries. Dear Comrades,

A meeting of the Circle Office Bearers of BSNL Employees Union was held at, TCO Union Room, Kolkata-1, on 27th May, 2011. Comrade Parimal Sarkar presided over the meeting. Many important issues like Post Poll Assembly Election scenario of West Bengal especially the attack of reactionary force in different BSNL establishments situated within Kolkata and other parts of WB, poor Development Scenario of WBT Circle, Fund Curtailment and Financial Matters were discussed thoroughly by the leaders. After threadbare discussions the following decisions were taken for immediate implementation. 1) Organize and react:- The Dist/Br secretaries are directed to organize their members throughout the month of June, 2011, demanding solution of problems like a) poor maintenance and development of BSNL service on the plea of fund curtailment by the management, b) problems related with BSNLMRS, c) unsettled Pay anomaly cases, d) non implementation of NEPP, e ) non implementation of revision of Pension for Pre & Post 2007 Pensioners, f) other local problems if any and g) against the miscreants of outsiders in the BSNL exchange/offices after the Assembly poll of WB. The Circle union has decided to organize massive demonstration and submission of memorandum programme in front of CGMT WB Circle on 14th June, 2011 from 0300 P.M to 0500 P.M. Dist/Br. Secys in and around Kolkata are directed to join the programme with maximum number of their members positively. 2) Employees Awareness and Customer Delight programme:- The District Unions who did not perform the programmes like Employees Awareness week and Customer Delight Month till date, are directed to organize the programme at the earliest opportunity. As per the direction of JAC at CHQ and State JAC the organizers are directed to involve the executives and non executives as far as possible to make the programme all success. Representatives of the Circle union will be present if the District Unions inform the date and venue of the programme in time. 3) Organize Zonal Meeting:- In view of the present scenario of West Bengal and to carry out future course of action, the District Secys are at once directed to organize zonal meetings immediately in consultation with the Circle

Union. The Circle representative in charge of respective zones will be present in those meetings. 4) Formation of Council and Meeting thereof:- It is observed that almost 50% of the District Unions have not yet submitted the names of their Council members through Circle Union to the CHQ. The Dist Secys are requested to complete the process immediately and those Districts who have already got the approval from the CHQ are directed to hold the Council Meeting within the month of June, 2011. The District Secys are also requested to inform the date of the Council Meeting positively to the Circle Union.
5) Meeting of the Circle Council:- After Vth MV, the first Circle Council meeting of the WB Circle, will be held tentatively in the last week of June or the first week of July, 2011. The Dist Secys are requested to send specific issues (if any) in writings for inclusion in the Council agenda to the Circle Union at the earliest opportunity. 6) BSNLCMU programme:- The BSNLCMU WB Circle has decided to organize demonstration programme during the month of June & July, 2011, especially on the issue of commencement of EPF/ESI, problems of the Electrical wing staff and other allied issues. They have already intimated their members through Circulars. The BSNLEU/WB Circle Union has decided to extend total solidarity to the fighting comrades of BSNLCMU. The Dist/Br Secys are also requested to join the programme of the BSNLCMU at the respective level with maximum number of their members 7) Hold Dist/Br conference:- The Dist/Br Secys are requested to organize due Dist/Br conferences within the

moth of July 2011 and inform the Circle Union the date and venue of the conference immediately.
