Using Neighborhood Stabilization Funds to Create Community Land Trusts

Low-income neighborhoods and communities of color were hard-hit by the foreclosure crisis, yet many of them are turning their foreclosed properties into new community assets using federal Neighborhood Stabilization Program (NSP) resources. One innovative strategy gaining traction across the country is redeveloping foreclosed homes as community land trusts (CLTs). CLTs are a shared equity homeownership model that provides homeownership and asset-building opportunities for low- and moderate-income homeowners while creating new homes that will remain affordable for generations to come.
