HO CHI MINH CITY URBAN RAILWAY CONSTRUCTION PROJECT BEN THANH - SUOI TIEN SECTION (LINE 1) INVITATION FOR PREQUALIFICATION FOR PACKAGE 1: CIVIL (UNDERGROUND) The Government of the Socialist Republic of Vietnam has received a ODA Loan under STEP conditions from the Japan Bank for International Cooperation (JBIC) by the Loan Agreement No. VNXIV-3 dated March 30, 2007, towards the cost of the Ho Chi Minh City Urban Railway Construction Project Ben Thanh - Suoi Tien Section (Line 1) (the Project) and intends to apply the proceeds of the loan to payments under the Contract for Package 1: Civil (Underground), for which this Invitation for Prequalification is issued. The Management Authority for Urban Railways (MAUR), the Project Executing Agency under the Ho Chi Minh City Peoples Committee, invites contractors who meet the conditions set forth herein to prequalify for bidding for the works under the above-mentioned Package. The major work components include: All civil and structural works for the underground section under a EPC/Design and Build contract including 3 stations and 2.6 km of bored and cut & cover tunnels, station architectural works and building services works. Interested applicants for prequalification as single firms or joint ventures shall meet the following minimum requirements:

1. Eligibility: (i) The applicant as a prime contractor shall be a national of Japan; and (ii) In the case of a joint venture, the lead partner shall be a national of Japan and the other partners shall be nationals of Japan or of the Socialist Republic of Viet Nam. 2. Average annual total turnover as prime contractor of US$ 100 million or equivalent over the last five (5) years; 3. Experience in successful completion as prime contractor of at least the following projects in the last ten (10) years: (i) three (3) projects for tunneling works, each including construction of bored tunnels by shield TBM in soft ground with a total tunnel length of more than 2 km, with at least one (1) project for railway tunneling being carried out outside Japan, in Asia; (ii) three (3) projects for underground works, each including construction of underground railway stations by cut and cover method, with at least one (1) project being carried out outside Japan, in Asia; and (iii) one (1) railway project under EPC/Design & Build contract.
