Certified Public Funds Investment Manager (CPFIM) Accreditation Program

The CPFIM is a nationally recognized accreditation focused on the investment of public funds. Participants will learn basic level skills, tools, and fundamental concepts of investment portfolio management. The course is designed for participants who have limited knowledge of cash management and public funds investing, and those looking to expand their knowledge base on the fundamentals of investing public funds. Who should attend: state and local government treasurers, business managers, investment officers, cash managers, finance officers, and employees who serve in similar roles. A continental breakfast, boxed lunch, and afternoon snack will be provided.

Treasury Academies: Beginner & Advanced


These intense, all-day seminars serve as basic training classes for new treasurers or great refresher courses for experienced treasurers. The Academies provide continued educational opportunities and points toward the CPFA certification. The Beginner Academy will include classes such as: Role of the Treasurer, Budget Preparation, Basic Investing, and Understanding the Audit Process. The Advanced Academy will include classes such as: How to Deal With Office Issues, Financial Forecasting, Advanced Investing, and Identity Theft. A continental breakfast, boxed lunch, and afternoon snack will be provided.

Five APT US&C Training Programs are offered on Tuesday afternoon and registration includes purchase of the manual. Cash Handling Certification - Improve your entitys cash handling skills by becoming a certified cash handler. Once you complete the certification process, you can train your staff and improve your organizations cash handling operations. APT US&Cs Cash Handling Seminars have been presented to over 5,000 cash handlers throughout the United States. Debt Policy Certification - Utilizing APT US&Cs Debt Policy Manual, this program assists you in certifying your organizations debt policy by establishing debt financing policies for your organization considering todays tighter regulations and laws. Fund Balance Reserve Policy Certification - This is APT US&Cs NEWEST certification. In conjunction with establishing a debt policy, rating agencies are looking for fund balance reserve policies. Advanced Certified Public Funds Investment Manager (ACPFIM) Accreditation Program - After completion of the CPFIM, APT US&C recommends successful completion of the ACPFIM. This program will be 3-4 hours long and has two major themes; Analysis and Strategy. In the first module of the

training we will discuss how to analyze the fixed income and bond markets and to quantify the risks of your portfolio. We will have an emphasis on measuring todays biggest risk, interest rate risk, and understanding duration and convexity. The second part of the ACPFIM is building the right strategy for todays market. In this module we will discuss putting together a game plan for taking advantage of opportunities and avoiding the some of the pitfalls in every market. The goal is to help you develop a written strategy and become a disciplined investor. There is a big and important difference between just purchasing investments and managing your investment portfolio. This program will explain the difference and assist you in becoming an effective portfolio manager. Following the program there will be a 35 Question Exam. The only prerequisite for the course is to be a Certified Public Fund Investment Manager (CPFIM). An afternoon snack will be provided during the additional training programs. APT US&C has many training opportunities and manuals available for additional training through the Public Treasury Institute. Investment Management Track


These sessions are designed to bring public funds managers the latest developments in the area of investing public funds. These sessions will be valuable to managers of all experience levels. Topics will range from basic investing for public funds managers to more sophisticated portfolio management strategies. Sessions on Portfolio Risk and Diversification, Investment Policy Formulation and Implementation, Yield Curve Analysis and Investment Reporting and Accounting are just a few of the topics to be covered in this track.

Cash Management Track


The Cash Management track is designed to cover the latest cash management practices. Attendees will receive training and information on developing internal policies and procedures to manage cash in an efficient and organized manner. Some of the topics to be covered include Cash Flow Forecasting, Efficient Disbursement Management, Latest Developments in Electronic Payment Processing, Procurement of Banking Services, and How to Effectively Manage Banking Relationships.

Information Technology Track


Information Technology or IT includes computer hardware and software, operating systems, Web-based information and applications, telephones and other telecommunications products, video equipment and multimedia products, information kiosks, and office products. The APT US&C conference will provide training, demonstrations, and the latest trends in information technology through a variety of educational sessions and interaction with exhibitors. Learning to leverage technology to enhance accountability, accuracy and improve performance is critical to managing financial resources. Some of the topics to be covered at this years conference include Data Security, Outsourcing Information Technology, Going Green in the Workplace and Cyber Crime.

Debt Management Track


The Debt Management track will address the appropriate uses, types and levels of debt. Attendees will learn about bond structure, principles of debt finance, and the latest GASB pronouncements.

Todd Huston
Todd Huston knows how to overcome incredible challenges. At age 14, his legs got caught in the propeller of a boat, radically changing his life forever. He battled to keep his legs with numerous surgeries, but bone disease eventually forced him to have one leg amputated. In time, Todd became a psychotherapist and clinical director of the Amputee Resource Center in California. He used his professional skills and personal experiences to help patients and health-care professionals to achieve more in their lives and careers. Then Todd did the unimaginable, to prove that you can survive challenges, he completed a world record-setting Summit America expedition by climbing the highest elevations of all 50 states in only 66 days 22 hours and 47 minutes, shattering the original record by 35days! Todd has been featured in thousands of publications throughout the world, including Sports Illustrated, Forbes and Wall Street Journal as well as the popular book, Chicken Soup for the Soul-A Second Helping. He has appeared as a special guest on CBS Year in Sports and Robert Schullers Hour of Power. Several distinguished honors have been awarded to Todd including U.S. Jaycees Ten Outstanding Young Americans, the Henry Iba Award for Outstanding Citizen Athlete, the Class Act Award, and the American Red Crosss Everyday Hero Award. Todd is the co-author of the book More Than Mountains: The Todd Huston Story and hosted inspirational radio and television programs.

Steve Hewitt
2009 Governing Magazine Public Official of the Year
When Steve Hewitt took the job as City Administrator for Greensburg, Kansas, in 2006, there was nothing extraordinary about the town of about 1,400 people. Less than a year later, however, everything that was Greensburg was gone. On May 4, 2007, one of the strongest tornadoes on record obliterated almost every house, telephone pole, tree and business in Greensburg, leaving 11 people dead and most of its residents homeless. Determined not only to salvage his hometown, but to recreate a model of energy efficiency and sustainability, Hewitt never considered giving up. Hewitt knew a quick recovery was necessary, but he also understood that careful planning was critical. The plan included land use and placement of buildings and infrastructure, as well as initiatives to attract business opportunities and create new jobs under the decisive goal to rebuild Greensburg as a model green community. The plan included more than 80 different projects totaling $100+ million. He is the leading charge for rebuilding sustainable communities. Hewitt was recently named Governing Magazines 2009 Public Official of the Year; City and County Magazines 2008 Municipal Leader of the Year, for his efforts to rebuild his community green. Greensburgs new policy garnered the support of local, state and national organizations and agencies that promote green building. More publicity has come from the Discovery Channel, including Hewitt as star of the Planet Green Discovery Network show Greensburg. Hewitt continues to advocate green as a true revitalization tool for all rural communities. Hewitt was recently appointed as City Manager for Clinton, Oklahoma.

An Evening in Memory - Oklahoma City National Memorial & Museum
The Oklahoma City National Memorial & Museum is a tribute to those who were killed, those who survived and those who were changed forever by the April 19, 1995 bombing of the Alfred P. Murrah Federal Building. The 30,000-square-foot Memorial Museum allows attendees to experience that day and those that followed through the voices, images and artifacts of survivors, family members and rescue workers. After your tour through the Memorial and Museum, stop by the Center for Education and Outreach to enjoy a reception featuring heavy hors doeuvres and music. The Memorial Museum takes visitors on a chronological, self-guided tour through the story of April 19, 1995, and the days, weeks, months and years that followed the bombing of Oklahoma City's Alfred P. Murrah Federal Building. This is the story of one of the largest terrorist attacks on American soil. The story is told in chapters, and takes visitors through this historical event beginning early morning April 19, 1995, and ending with a message of hope for today. The Outdoor Symbolic Memorial is a place of quiet reflection. It encompasses the now-sacred soil where the Murrah Building once stood, as well as the surrounding area devastated during the attack. The symbolism of the site can be seen in the Gates of Time, Field of Empty Chairs, Survivor Tree, Reflecting Pool and much more. We encourage the APT US&C attendees to help educate the impact of violence through volunteer opportunities and donations. The Oklahoma City National Memorial and Museum is a private nonprofit organization, and does not receive any annual operating funds from the federal, state or local government. Parking is available in the enclosed multi-level parking garage adjacent to the Cox Convention Center. Self-parking is $7/day; valet is $17/day charged to the room. Reservations require a one (1) night deposit (including tax) with a major credit card. Deposits are refundable if notice of cancellation is received by the Hotel Reservation Department at least 48 hours prior to the expected arrival date.
