Proposal for 300 MHz NMR Console Upgrade The Department of Chemistry has an urgent need to upgrade its

300 MHz NMR spectrometer. This instrument provides an essential underpinning to all our synthetic research programs by providing routine automated high-throughput screening of new synthetic products. In this role it is an integral component of Chemistrys research output, economic spin-offs, and training of highly qualified personnel for Canadas knowledge-based economy. Although a new instrument is a desirable option, the existing magnet is still in very good condition. Thus the most cost-effective route to what is, in essence, a new instrument, is to replace the console and associated electronics. The net cost is $219.6K (see attached quotation from Bruker); shipping and taxes brings the cost to $246K. The University of Victoria is prepared to provide $100K so we are seeking $146K from the Western Economic Diversification fund. This instrument is piece of essential infrastructure that supports a diverse array of synthesis research in the Department of Chemistry. The research groups of professors Berg, Bohne, Frank, Fyles, Hicks, Hof, Mitchell, Rosenberg, Wan, Wulff and van Veggel, use the instrument on a daily (hourly!) basis to monitor the progress of chemical reactions and check the purity of new materials synthesized. Use of the instrument is a key component in the training of highly skilled research scientists. Our graduates readily find positions in BCs burgeoning high tech sector, particularly in the biotech, pharmaceutical and other chemistry-reliant industries. The collective role of our research programs in training skilled researchers is critical to the growth of the knowledge-based economy in western Canada. For example, our research programs involving the use of NMR: * focus on areas with strategic economic impact for BC, including environmental organic chemistry, advanced waste treatment using photooxidative techniques, solar energy harvesting using organic dyes, and medicinal chemistry/drug development targeting diseases such as breast cancer. * create new materials that are potential sources of economic development in themselves, including pharmaceutical drug candidates, and new materials useful to future electronic and optical technologies. * contribute to the development of information processing and storage technologies (IT) necessary to increase Canada's international position in advanced technologies. * discover and develop catalysts to improve a range of chemical processes, such as the production of biodiesel fuels or key steps in the manufacture of pharmaceuticals, which allows cleaner production, diminished energy requirements, less use of organic solvents and reduced pollution.

In addition to the indirect economic impacts noted above, research programs of the Department have already had direct economic impacts. UVic, through the Innovation and Development Corporation (IDC), has applied for and been granted patents for novel membrane technologies, sensors for dissolved gasses and chemical species in water, molecular magnetic materials, novel stable-radical polymerization catalysts, NMR contrast agents for medical imaging, and ecologically friendly anti-fouling coatings for use in marine environments. IDC is actively seeking partners in the private sector for the development of these technologies. As a first step, IDC has successfully partnered to win additional NSERC funding through the Ideas to Innovation program (I2I) for the further development of three of these technologies: * IDC(UVic) partnered with RhoCraft R&D (a Victoria instrument company) to develop an integrated sensor for dissolved oxygen and pH. * IDC(UVic) and the University of Toronto, together with Xerox Canada, is currently developing the stable radical polymerization technology. * Subsequent to a substantial I2I grant ($125K), IDC is currently negotiating a codevelopment/licensing agreement with SlickBar Technologies to exploit the marine antifouling technology for application on off-shore oil drilling platforms. SlickBar is the sole provider of anticorrosion technology to the Hibernia oilfield project. In addition to these initiatives with established companies, research from the Department has resulted in a spin-off company. Founded in 2005, Sensific Technologies Inc is currently developing chemical sensors for the biotechnology production sector, and point-of-care biosensors for protein biomarkers. The company employs eight in Victoria (B.Sc., and Ph.D.-level), has recently introduced (and sold!) the first sensors of its product line, and has provided reciprocal spin-offs back to the University of Victoria through consulting and fee-for-service contracts. It is a long road from an academic research setting to commercially viable products and processes. The NMR instrument most obviously underpins the academic end of this pathway and is essential in the genesis of the new materials that go forward. The Department has a clear track record for moving ideas to prototypes and thence to products in the marketplace. We have strong and productive relationships with IDC and appropriate industrial partners, and we have shown that we can build on those partnerships to create new companies, new commercial products, and new environmentally sound materials and processes. This NMR upgrade will have direct impact on the source end of that commercialization pipeline.

Requested console The Bruker AVANCE III 300 NMR console is a suitable replacement for our AC 300 console. As described in detail in Part II, the addition of this equipment to our superconducting magnet and probe will bring our 300 MHz NMR spectrometer up to modern research standards and reliability. The replacement comprises all parts of the spectrometer except the superconducting magnet and probe, and will support two observation RF channels and a lock channel. Additional items include an accessory for automatic matching and tuning, and parts associated with the GRASP II accessory, which will allow the instrument to be run in automated mode using the current sample changer. Please see the attached quote from Bruker Biospin for specific details of the individual components. We have included only one quote, since a console coming from any company other than the original spectrometer manufacturer will require significant refitting of the magnet, and the purchase of new probes, making the replacement prohibitively expensive. Our budget also includes the cost of an uninterruptible power source (UPS). The power supply at UVic has become increasingly unreliable over the last year, and increasing demands on the BC Hydro grid dictate that this situation will not improve in the near future. The AVANCE spectrometers are much more sensitive to these variations in power supply than the older instruments: they shut down and require re-booting each time a power spike occurs. A UPS is essential to keep this instrument, which runs 24/7 in automated mode, from shutting down unexpectedly. The price (in CAD) is that listed for a Bruker-recommended UPS from American Power Conversion (APC) Corporation. The University of Victoria recognizes the urgency of our request, and supports our application for a console upgrade, as is manifest in the cash and in-kind contributions shown in the budget above.
