This was my first letter on "The Battle of São Paulo", on Jul 13, 2006 6:18 PM.
São Paulo inside Brazil...

On May 12, 2006, the organized crime started a battle against Police, Military, and Government
Agents in general.
It reached the main battle on 14-16 May, but do not ended since that.
Among COPs, more than 100 killed (in reality, executed); 200 circa Government Agents , including
a Fireman (same destiny to all - plain execution); more than 200 civilians caught in the wrong place
at the wrong time; almost 100 criminals killed (some 30 may be executed too - when a land is a no-
man's-land, the Law is NOT for all - indeed, not for anyone). More than 1.000 arrested.
Rifles are all military-grade selective-fire 7.62x51 (FAL, HK G3, HK G8), 7.62x39 (AK-47, AKM,
SKS, Ruger Mini-30), 5.56x45 (AR-15, M-4, Ruger Mini-14, Ruger AC-556-K, HK 53, FN CAL);
Shotguns are either combat-grade Mossberg, Remington, FN, Benelli, Beretta, HK, and Ithaca,
pump-action or semi-auto, and shotgun-pistols made from doubles sbs or o/u, all in 12-gauge;
Submachineguns are Uzi, Mini-Uzi, Micro-Uzi, HK MP5, HK MP5K, Ingram MAC-10 & MAC
11/9, all in 9x19 using AP rounds, and FAMAE and Taurus in .40 S&W;
Machineguns are FN GPMG (7.62x51), RPK (7.62x39), FN MINIMI (5.56x45), and FN M2HB
12.7x99;
Pistols are Glock, SIG, HK, and Taurus, either in 9x19 or .40 S&W.
Grenade-Launchers are all in 40x46mm low-velocity grenade, from US M-79 and US M-203 to
Super-Bloopers from Red China (six-shooters);
And ALL these guns and calibers, as well as devices, can NOT be possessed nor used by civilians -
only exception is 12-gauge, but not in guns of that configurations.
Since last Monday, 300+ attacks against banks, hospitals, police departments, COPs houses, police
vehicles, prisons, justice buildings (Jury houses), car stores, other Gov't buildings, shopping malls,
supermarkets, with bombs, molotov cocktails, machinegun fire, hand and rifle grenades; 100+ land
vehicles burned, including: bus = 76, ambulance = 3, firefighting = 2, trucks with food = 5, etc.
Police is mainly armed with .40 S&W pistols (with solid projectiles), .357 Magnum Rossi Puma
lever-action carbines (with .38 Special 158 grs. L-RN rounds), .38 Special revolvers, and .380 ACP
pistols (with FMJ slugs). Body-armor up to III-A Level.
Today, no transport to 4 million people, 70%+ of comerce is closed, everyone is in shock, afraid,
hopeless.
Well, I'm keepin' my WWII BAR .30-06 in firing conditions, waiting for the time to Rock'n'Roll...

Not really so scaring as the raw reality, but we are under censorship by our corrupt Gov't.
On our National Congress there are docs. showing how much PCC gang pay to keep police "oiled"
- more than US$ 22 million only in 2005!
We have some 500.000 inmates in Brazil, and more than 90% of them are "enlisted" to PCC
organization, and some 3 million criminals affiliated and still at large (free) must pay US$ 350.00 a
month to keep the organization growing. And to "oil" politicians & the police...
The actions are done under the ORDERS BY CEL PHONES FROM INSIDE PRISONS!!!
The executions done last May by PCC're under the orders of a Peruvian woman closelly linked to
the Colombian FARC leaders.
Oh, well, drugs and weapons came from the FARC... and PCC pay with money from bank assaults
& ranson (some 100 wealthy persons're kidnaped every year in São Paulo).
No way to win such a war with such a corrup, lazy, incompetent, evil Gov't like ours.
I hope for a right-wing Military Coup D 'Etat like the one in 1964.
Else we're all doomed to be held hostage by the organized crime - for the first time in World
history, a population of 25 million circa'll be held hostage by the duo Criminals-Politicians!
Now it's 1:15 AM, an I'll stay asleep for the night long - I don't want to be caugh sleepin' like a
turkey...
I must stay alert to let my parents (mom and dad have almost 80) to sleep - if they can, with all the
mess out there.
Lights are down on the several surroundin' tall buidings, only street lights are on, in the hope
people inside sees outside first.
But armed citizens here, besides being few, have nothing bigger than .380 ACP pistols, .38 Special
revolvers and carbines, .22 LR rimfire rifles, bows and crossbows. And no optical sights, no laser
sights, no night vision devices - common people can not have it.
What an old warrior like me could ask The Lord for, besides the hope of dying in combat?
Well, if so hap., I'll go with a smile in my face! And I'll be sure to take as many of them with me!!!

The PCC.
PCC, also know as 15 33...
PCC means "Primeiro Comando da Capital", in English "First Command of the Capital" (Capital
as "Capital of a State", not currency). It is identified also as 15 33, or "Party" (as in a Political
Party).
In short, the Crime Sindicate, a Brazilian Mafia closelly tied to the Colombian FARC.
They are like one of the arms of the "torso" FARC (the other arm is Rio de Janeiros's "CV -
Comando Vermelho" - Red Commando, inspired by Marxist ideology, hence "red").

La violencia crece en todos los Estados del país a causa de la pobreza extrema de 40 millones de
ciudadanos, del desempleo y del aumento del tráfico de drogas.
Entre 1991 y 2003, en Río de Janeiro aumentaron todos los tipos de crímenes en más de un 100%.
La población local no tiene ninguna seguridad, ni siquiera la policía que tiene un promedio de dos
policías matados por semana a Río.
uno cuando el policía quiere salvar su propia vida, y el otro cuando pasa del otro lado con un fin
lucrativo.
La policía practica así una "justicia sumaria", sobre todo en las favelas.
En 2003, en el Estado de Río, por 45 policías muertos en servicio hubo 1.195 civiles
ejecutados.
Los cadáveres presentan una media de 4,3 perforaciones de bala, el 61% de ellas
localizadas en las cabezas.
El problema de la seguridad ciudadana en el país es, junto con el desempleo, uno de los mayores
quebraderos del Gobierno de Luiz Inácio Lula da Silva y una de las causas de su descenso de
popularidad.
Este cuerpo, ya está implantado en cuatro favelas, sobre las 600 de la ciudad, donde
vive más de un millón de habitantes.
Sin embargo, se trata de un trabajo lento que dará frutos a largo plazo.
Uno de los problemas más graves es la renovación del cuerpo de policía, considerado uno de los
menos preparados de América Latina, de los más corruptos y, según estadísticas oficiales, el que más
mata del mundo.
Estadísticas de la Policía Militar indican que de cada cuatro policías uno está acusado por algún
crimen, y en total son 10.000 los acusados de algún delito.
En buena parte de secuestros o asaltos aparecen involucrados policías y muchas de sus armas acaban
en manos de los narcotraficantes.
En Río de Janeiro y São Paulo el aumento de secuestros, incluso de niños, y de asaltos hace que
mucha gente se refugie en sus casas, instala alarmas, reduce la rutina y salga sólo lo
imprescindible.
Los secuestros exprés crecieron un 20% en el primer semestre de 2004 respecto del
mismo período de 2003.
Los afectados principales son empresarios de pequeño y mediano porte. São Paulo es
la más castigada.
Con un promedio de 500 secuestros exprés por mes —poco más de 16 al día—, São
Paulo ya está instalada en el ranking internacional de las ciudades con un índice mayor
de riesgo.
Es el delito que más asusta a los paulistas y se ha convertido en un foco de
preocupaciones oficiales.
Preocupadas por la repercusión social y política del tema en un año electoral, las
autoridades decidieron reforzar la vigilancia de los coches policiales con dotaciones de
agentes en motocicletas.
Se trata de un cuerpo policial nuevo entrenado para actuar contra los "secuestros
relámpagos", llamados así porque la víctima es retenida solamente algunas horas.
Para aumentar la eficacia de esas acciones, la policía decidió realizar una mapa de los
lugares con mayor incidencia de este delito.
El 70% de los secuestros exprés actuales son efectuados por delincuentes "no
profesionales".
Suelen ser asaltantes comunes que buscan una vía rápida para obtener dinero.
São Paulo —la ciudad más rica del país— es la urbe más afectada. Prácticamente ya no
hay muchos casos de secuestros rápidos en Río y no se registran en Brasilia.
Las autoridades estiman que son muy pocos los casos de secuestro no denunciados.
Lo que explica ese monto es la propia naturaleza del secuestro relámpago, donde
grupos amateur carecen de infraestructura para mantener a sus víctimas encerradas
más de un día.
El tiempo promedio del rapto bajó de 1 o 2 días a menos de 12 horas y las cifras que
demandan los grupos "no profesionales" se ubican entre 1.000 y 1.500 dólares.
62% de este tipo de secuestro ocurre en el tránsito. 70% de los casos tiene lugar en el
trayecto que realizan las víctimas entre sus casas y sus lugares de trabajo.
Hace varios años que los cajeros automáticos dejaron de dar dinero después de las 22
para prevenir los raptos nocturnos.
El número de incidentes es aún demasiado alto como para que las multinacionales que
envían a sus ejecutivos a Brasil no los tengan en cuenta.
Por eso se ofrece cursos cuyas asignaturas son prácticas de tiro, conducción evasiva
o cómo actuar al estar retenido.
Los cursos más solicitados suelen durar dos días y constan de dos partes. En la
primera se abordan las medidas preventivas.
Algunos consejos son no comentar la rutina diaria, hacer rutas alternativas, utilizar
coches blindados e incluso cambiar de vivienda.
Para aquellos casos en los que no se logra huir, se crea un clima psicológico de
cautiverio con el fin de entrenar al alumno sobre cómo debe actuar.
Si son secuestradores profesionales, en un 95% de los casos todo sale bien porque
saben que el secuestrado es un activo muy valioso.
Ese país destina a ese rubro el 10 % de su Producto Bruto, lo que en cifras equivale al
Producto Bruto total de Chile, pero el número de presos continúa ascendiendo en
forma significativa y la tasa de criminalidad sigue subiendo todo el tiempo.
Otros estudios de la Unión Europea plantean que no hay correlación estadística entre el
número de presos y las tasas de criminalidad.
Resaltó que el aumento de los delitos está directamente relacionado con el hecho de
tener un gran porcentaje de la población excluida del mercado de trabajo y del acceso a
la educación.
Está claro que cuanto más educación hay menos criminalidad se registra.
No está claro que cuanto más gasto exista en seguridad habrá menos crimen.
